    Sector Manager - Institutional Capacity Building

    Location: Maiduguri, Borno

    Job Summary

    • The position is based in Maiduguri, Borno State and reports to the RESILAC Project Coordinator. The RESILAC project, "Lake Chad Inclusive Economic and Social Recovery" aims to provide a response combining emergency, rehabilitation and recovery in the Lake Chad region (bordering with Cameroon, Niger, Nigeria and Chad) - an area affected by an economic and social crisis, recurring climate shocks and a regional security crisis. The project has received support from the French Development Agency and the European Union (via the EU Emergency Trust Fund for Africa).
    • The Institutional Capacity Building Sector Manager will play a key role in supporting the RESILAC Project Coordinator, engage with key relevant government and civil society stakeholders and leading the identification of major gaps in capacity and systems within key institutions to be filled through appropriate training and systems strengthening activities.
    • The RESILAC project provides an excellent opportunity to gain exposure to the international environment within this multi-country intervention and establish relationships with professionals working in other RESILAC countries (Chad, Cameroon, Niger) as well as with the other consortium partners based in Europe.

    Tasks and Responsibilities

    • Strategic planning and operations set-up for Institutional Capacity Building of the RESILAC programme.
    • Lead and/or contribute from a technical perspective to relevant feasibility studies, assessments and internal evaluations related to Institutional Capacity Building or to the wider RESILAC strategy.
    • Lead the mapping of stakeholders and the identification of key gaps in capacity and institutional systems’ functioning that can be filled through an adapted support strategy.
    • Ensure Project management, oversight and reporting for the Institutional Capacity Building pillar.
    • Represent Action Against Hunger externally at the local government level and technical work groups.

    Position Requirements

    • Degree or Post Graduate Qualification in Political Sciences, Public Administration or similar field.
    • Minimum 3 years’ experience in Government or NGO sector projects focusing on the governance of social services and capacity building of institutional stakeholders.
    • At least 1 year in managerial positions.
    • Excellent understanding of the Nigerian institutional environment, decentralized powers, key processes and decisional steps.
    • Proven experience with mapping stakeholders and conducting capacity diagnostics.
    • Strong motivation to support isolated communities to access basic services.
    • Proven management and coordination skills (HR, projects, and stress management).
    • Proven ability to translate analysis and evaluation into operational planning and strategy.
    • Experience with evaluations and monitoring as well as Program Cycle Management.
    • Clear understanding of child and gender protection issues in the field.
    • Good understanding of the North East Nigeria social and operational environment.

    Sector Manager - Sustainable Agriculture

    Location: Maiduguri, Borno

    Job Summary

    • The Sustainable Agriculture Sector Manager will play a key role in supporting the RESILAC Project Coordinator, developing and leading the enhancement of household production techniques through approaches to asset management that are truly adapted and ecological.
    • The RESILAC project provides an excellent opportunity to gain exposure to the international environment within this multi-country intervention and establish relationships with professionals working in other RESILAC countries (Chad, Cameroon, Niger) as well as with the other consortium partners based in Europe.

    Tasks and Responsibilities

    • Strategic planning and operations set-up for Sustainable Agriculture Pillar of the RESILAC programme.
    • Develop and maintain a good working relationship with key government and civil society stakeholders, private sector and humanitarian partners working in the same target areas.
    • Contribute to the development of technical and operational capitalization documents based on knowledge management and learning plans.
    • Ensure project management, oversight and reporting for the Sustainable Agriculture pillar.
    • Technical and operational lead of Sustainable Agriculture activities in target areas.
    • Ensure optimal management of Sustainable Agriculture Pillar from a budgetary, administrative, and logistic perspective, leading communication with internal departments in AAH-Nigeria, in close collaboration with the national Project Coordinator and on the basis of agreed plans / internal policies.
    • Represent Action Against Hunger externally at the local government level and technical work groups.

    Position Requirements

    • Degree or Post Graduate Qualification in Agro-engineering, Agronomy and similar field.
    • Minimum 3 years’ experience in food security and livelihoods projects and at least 1 year in managerial positions.
    • Proven experience with rehabilitating productive assets or developing improved production systems in a similar socio-environmental context.
    • Strong drive for innovation in food production techniques.
    • Proven management and coordination skills (HR, projects, and stress management).
    • Proven ability to translate analysis and evaluation into operational planning and strategy.
    • Experience with evaluations and monitoring as well as Program Cycle Management.
    • Clear understanding of child and gender protection issues in the field.
    • Good understanding of the North East Nigeria social and operational environment.

    Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

    Location: Maiduguri, Borno

    Job Summary

    • The position is based in Maiduguri, Borno State and reports to the RESILAC Project Coordinator. The RESILAC project, "Lake Chad Inclusive Economic and Social Recovery" aims to provide a response combining emergency, rehabilitation and recovery in the Lake Chad region (bordering with Cameroon, Niger, Nigeria and Chad) - an area affected by an economic and social crisis, recurring climate shocks and a regional security crisis.     • The Monitoring, Evaluation, Accountability & Learning (MEAL) Manager will be primarily responsible for coordinating the implementation of Monitoring, Evaluation Accountability and Learning and for the creation of monitoring tools for all partners working on the RESILAC project in Nigeria.
    • The successful candidate will also be in charge of coordination and facilitation of multi-scenario analysis and mapping of zone/area of interventions as well as the coordination of evaluations and research of the MEAL pillar of the  RESILAC project.

    Tasks and Responsibilities

    • Coordinate and provide technical and methodological support to field teams for the definition, organization and implementation of MEAL system.
    • Coordinate all activities related to data collection, analysis and reporting .
    • Organize and coordinate all activities related to multi scenarios analysis and mapping of zone/area of interventions.
    • Coordinate and supervise all activities related to Studies, “Research-Action” and capitalization
    • Identify potential partners for research (universities and research institutes) in the country and initiate a good relationship and collaboration in the framework of research.
    • Participate in the facilitation and coordination of partners on aspect related to monitoring and Evaluation.

    Position Requirements

    • Degree in Economics, International Development, Agriculture, Statistics, Public Health, Project Management,  Demography or related subjects.
    • A Minimum of 3 years M&E related work experience  and at least 1 year in managerial positions;
    • Experience in the development and implementation of communities of practice;
    • Good knowledge of the management of the project cycle;
    • Facilitation of training workshops and work (ex: Planning workshop, workshop on the development of tools, capacity-building workshop, etc.)
    • Excellent computer skills, particularly with Microsoft Excel, spreadsheets, Sphere standard, SPSS, SPHINX, or other statistical packages.
    • Excellent ability to analysis and writing synthesis.
    • Experience in community development programming, preferably in food security, economic recovery, cash transfer.

    WASH Officer

    Location: Damasak, Borno

    Job Summary

    • The position is based in Damasak, Borno State and reports to the Sector Manager-WASH. The WASH Officer will directly supervise the implementation of the WASH project activities within the framework of the emergency response program.

    Tasks and Responsibilities

    • Assist the WASH Sector Manager in the selection, design and construction of water systems using ground or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
    • Provide technical advice to the WASH Sector Manager to assess sanitation needs, design and implement the most appropriate form of sanitation system in consultation with male and female beneficiaries.
    • Consider different maintenance mechanisms, ensuring that they are appropriate to the local context and cultural norms.
    • Prepare a Written Work Instruction for use on-site to bring clarity to contractor's roles and responsibilities in each stage of the execution of construction activities.
    • Support the WASH Sector Manager in the development of technical guidelines and tools.
    • Work closely with the WASH Sector Manager throughout the planning, design and implementation stages of the WASH technical activities. Hygiene promotion is a vital element in such infrastructure activities, especially in cholera responses
    • Ensure effective communication and networking is developed and maintained through partnership and collaboration.
    • Liaise with local government and sectoral stakeholders/counterparts to exchange information on WASH technical implementation status.

    Position Requirements

    • Degree in Engineering, Hydrology, Civil Engineering, and other related fields.
    • Have a minimum of 3 years relevant work experience.
    • Have previous experience in supervising drilling and construction activities.
    • Be professional, motivated, organized, flexible and culturally sensitive.
    • Be proficient in Microsoft Office and designing software Skills (AutoCAD, Outlook, Excel, Power Point, Word).
    • Willing and able to be based and travel regularly within remote areas, where services are limited.

    • Support relationship building and management with technical Government and non-governmental implementation partners, as well as other key stakeholders.

    Requirements

    • Degree or Post Graduate Qualification in Economics, Business Management, Agronomy, Agro-Environmental Studies or similar field.
    • Minimum 3 years’ experience in economic recovery projects, market enhancement, commerce or agro-environmental initiatives and at least 1 year in managerial positions.
    • Proven experience with supporting the rehabilitation of productive systems and/or developing value chains in a similar socio-environmental context.
    • Strong drive for innovation in food value-chains development.
    • Proven management and coordination skills (HR, projects, and stress management).
