    Project Coordinator - WFP

    Location: Pulka, Borno

    Role Purpose

    • The position holder is overall responsible to lead the food and nutrition security project implementation in Gowza- Pulka and working closely with the LGA government stakeholder, and Nutrition and food distribution colleagues for the effective implementation and linkage of CMAM program with the community and facility. This includes providing guidance and support to the team as well as ensuring proper coordination with other sectors and organizational functions.
    • In addition, the position holder is also expected to provide a consistent and high quality technical support in the project implementation and will assist food and Nutrition officers, and others staff in the LGA to build strong food distribution and nutrition implementation package.

    Dimension of Role

    • To ensure smooth implementation of food security and nutrition projects in Gowza-Pluka, Borno state for Humanitarian Support. This includes providing guidance and support to the team as well as ensuring proper coordination with other sectors and organizational functions.
    • The Project coordinator will also work closely with other support departments including logistics, finance, MEAL and HR to ensure proper procurement, forecasting and recruitment.

    Key Role/Responsibilities

    • Oversee the development, Planning, managing and implementing of the food and nutrition security projects funded by UNWFP in consultation and collaboration with the Nutrition specialist and the Emergency Response manager.
    • Lead implementation of Food distribution and nutrition activities using appropriate Plan International Nigeria project management tools to plan, review and track progress and quality by the Food security and nutrition team
    • Ensure the relevance and implementation of technically-sound beneficiary selection criteria and approaches;
    • Ensure tactical plans for all projects are developed and field level activities are set up efficiently under the integrated model to promote food and nutrition security, and build community resilience to the effects of climate extremes.
    • Oversee programme quality in accordance with Plan International and Donor policies and best practices.
    • Build on existing and seek new synergies for advocacy through the cluster system at LGA level, technical working groups and other fora in Food Security and Nutrition Sector.
    • Support cross-sectoral periodic programme reviews to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Plan International’s results-based management principles.
    • Analyse and report the humanitarian needs and provide clear and detailed recommendations for intervention, develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
    • Assist the nutrition specialist in identifying and developing new needs/growth opportunities and/or opportunities for strategic partnerships.
    • Assist the Nutrition specialist for program development, program management and strategy development.
    • Ensure strong cooperation and coordination with Gender and Protection Officer to ensure all Food and nutrition programming is sensitive to and, where possible, actively reducing protection risks amongst vulnerable population groups.
    • Ensure community involvement in all phases of the project cycle.
    • Prepare and submit project progress report, quarterly, half-yearly and annual reports, success story, publications and etc.
    • Liaise with relevant Advisers to assure programme quality and alignment to global, national and Plan International standards.
    • Conducting above tasks and any other tasks requested by line manager. Note: the above-mentioned key responsibilities are illustrative ones. Other future responsibilities/accountability may be assigned to the job depending on the department organizational chart.

    Technical Expertise, Skills and Knowledge
    Essential:

    • Bachelor's degree, preferably in a discipline such as Human Nutrition, Agriculture, Business Administration, Management and Economics or any other discipline relevant to development.
    • Previous experience in a related position for at least 4 years, including managing general Food Distribution & Nutrition projects.
    • Experience Managing UNWFP-funded projects is preferable.
    • Experience in remote management.
    • Experience in working “In-kind Distributions” projects is preferable.
    • Excellent experience in Microsoft office.
    • Excellent report-writing skills is an additive
    • Fluent in written and spoken English and Hausa
    • Commitment to and understanding of PLAN’S aims, values and principles.

    Food Distribution Officer

    Location: Gwoza - Pulka, Borno

    Role Purpose

    • The Food Distribution Officer is responsible for coordinating the-distribution of food rations in compliance with Plan International Nigeria and UNWFP policies for an effective and smooth running general food distribution program.
    • The food distribution officer will work under the direction of the project coordinator and will collaborate closely with other project staff employees within the commodity department.

    Dimension of Role

    • The Food Distribution Officer is responsible for performing distribution of food commodities on the field according to the methodologies and guidelines provided by Plan International.
    • They will be part of a distribution team responsible for ensuring a smooth and clear distribution process, from enrolment to disbursement.
    • They are responsible for monitoring beneficiaries’ enrolment, verifying their identity card. During disbursement, they will be responsible for monitoring the process together with Community Mobilizers. This will include spot-checks on beneficiaries’ identification.

    Key Roles/Responsibilities
    Arrange, organize and attend distributions and provide with post distribution reports:

    • Organize and arrange distributions according to SOP defined by PLAN;
    • To distribute commodities to eligible beneficiaries strictly following verification process and methodology and standards defined by PLAN;
    • Foresee crowd control, verification of beneficiary and receipt of entitled commodities by the beneficiary in exact amount as entitled in methodology;
    • To collect all data needed for reporting after distributions.
    • Submit accurate and detailed reports on distributions and assistance provided to beneficiary during distributions
    • Ensure that all commodities entrusted to Plan International arriving at food distribution point are properly accounted for.
    • Scrutinize all waybills for commodities arriving at the distribution points. Ensure that the commodities are of correct quantities and quality as manifested on the waybill. Immediately record all quantities delivered short (missing), quantities lost in transit and quantities damaged if any (In the field and FDP). All observations must be recorded immediately.
    • Commodities must carefully be counted during off-loading.
    • At the distribution points, commodities must be stacked in an organized manner, by commodity type to facilitate easy distribution.
    • Take active role in the registration and verification of beneficiaries to ensure that the process is fair
    • Organize and supervise general food distributions in the field and FDPs.
    • At the food distribution points, commodities must be properly stacked on plastic sheeting
    • Ensure that the food distribution point is properly organized and secured with ropes and crowd control measures put in place to ensure smooth distribution and flow of beneficiaries.
    • Responsible to ensure that all necessary distribution equipment’s are available at the distributions point, including forms, ropes, banners, plastic sheets, measuring devices etc.
    • Supervise loading of food that is left over after distributions. Ensure that a waybill is prepared for food to be returned to the warehouse.
    • Prepare daily distribution point visit reports and Food Monitors report. This is a MUST
    • Ensure proper completion and safe return of all tally documents and beneficiary lists to the office for safe storage.
    • Ensure proper accounting of all quantities of commodities received and distributed at each distribution point.

    Project Support:

    • To support with distributions and data entry after distributions as required;
    • To support with surveying of beneficiaries and others when needed;
    • To support with data analysis and reporting when called upon;
    • To process data and information from field – in particular ensure quality, consistency, accuracy, truthfulness, comprehensiveness of all distribution data;
    • To support mass information awareness campaign to inform beneficiaries on distribution related information;
    • To support in preparation of the monthly/weekly work plan schedules;
    • To prepare all other report upon request by the project coordinator;
    • Provide with suggestions on improvement of the work process if needed.

    Filing:

    • To ensure that up-to-date files, beneficiary lists are maintained, both electronically and in paper form;
    • To perform accurate filing of all processed documents, monthly consolidated filing of key project documents in the office.
    • Perform any other duty that may be assigned from time to time.

    Data Management and Reporting Officer

    Location: Gwoza - Pulka, Borno

    Role Purpose

    • Data management and reporting officer is responsible for gathering, researching, compiling, documenting, archiving, updating, packaging and sharing of critical information, best practices and learning both from within plan and externally.

    Dimension of Role

    • The Data Management and Reporting officer is responsible to implementing Plan International Nigeria data, information and learning business plan, such as but not limited to gathering, documenting, archiving, packaging and sharing of critical information, best practices and learning both from within Plan and externally.     Key Roles/Responsibilities

    • Captures learning and case studies, systematically document, research, compile and utilize for external influence, to inform strategic direction, strategic planning, for reporting and other organizational objectives
    • Establish and nurture lessons learned and best practices amongst Plan staff at different level
    • Train staff on information, learning, data and knowledge management, including but not limited to the use of intranet
    • Establish an innovative, user friendly, reliable, and up-to-date internal information database for experiences sharing, knowledge sharing, information sharing and make it accessible
    • Prepare case studies and success stories and share learnt lessons to internal staff and externally as appropriate
    • Help disseminate information about the organization’s information and knowledge sharing program to internal and external audiences
    • Compile and systematically archive events, communications, researches, regular corporate reports such as the CPDR.
    • Develop corporate information and knowledge inventory to assist with ensuring an ongoing information and knowledge management requirements are met
    • Analyse information and data and share to internal staff for proper use and externally as relevant

    Security Officer

    Location: Gwoza - Pulka, Borno

    Role Purpose

    • The Security Officer will be responsible for the assessments, security related guidance and enforce implementation of security policies, guidelines and procedures for the Humanitarian Response Program with the support of the Safety and Security Manager.

    Dimension of Role

    • This will involve, but is not limited to: promoting a culture of security; security incident reporting; security guard oversight and management; monitoring and analysing the security situation in the states of humanitarian response, supporting the development and implementation of Security related Standard Operating Procedures (SOPs) in Borno field offices. The scope of responsibility is for both Plan International and all authorised visitors.

    Key Roles/Responsibilities
    Programme development & Quality Management:

    • Advise Humanitarian/ country office staff Unit on all aspects of security, management issues and trends in the North East
    • With support from Security Advisor develop/maintain an appropriate framework of security measures and standard operating procedures (SSOPs), which will increase Plan International Nigeria’s overall capacity to protect staff, programs, and property for the humanitarian response
    • Ensure that Plan International Nigeria SSOPs reflect risk levels referenced in Plan’s Global Security Policy and ensure SSOPs are compliant with all Plan’s policies
    • Manage the day-to-day operations of security management i.e. guard oversight/management/direction; identification, documentation, analysis and follow up of security threats/incidents; monitoring SSOP compliance; staff/vehicle movement control, etc. for the humanitarian response
    • At the state level, lead the response to all security threats/incidents in a timely, professional and appropriate manner
    • Review existing Security Risk Assessments (SRAs) and conduct same routinely in Pulka and other LGA’s in Plan’s Humanitarian response operational locations as well as whenever the security situation changes and advice programming
    • Monitor and suggest ongoing improvements to existing security warning systems and produce the report to updates/alerts etc., then analyse available information with respect to potential impact to Plan International Nigeria and inform staff /management accordingly of security risks.
    • Ensure regular communication with all project leads. 
    • Regular attendance at relevant security meetings and forums for the North East.
    • Report on security incidents/threats to Security Advisor on a regular basis (including analysis of trends) and focal persons at the district level
    • Review physical security arrangements including insurance for staff and assets (e.g. vehicles) in collaboration with relevant managers such as P&C, Operations Managers etc, on a regular basis and implement action plans to improve/correct as/when required
    • Develop and test contingency plans based on results and anticipation of security threat/risk assessments and develop staff preparedness/capacity to respond, staffing collaboration with focal persons at the district/Program Unit level
    • Ensure that regular safety and security trainings are conducted with relevant field staff
    • Build the capacity of all staff on security including health and safety aspects under P&C leadership/ownership
    • Assess communications needs and recommend improvements/technological aspects to make sure that all equipment’s are working and in good condition such as generator(s), radios, satellite phones, etc.
    • Assume any other responsibility as assigned by the supervisor.

    Technical Expertise, Skills and Knowledge

    • Strong knowledge and experience in occupational security and health & safety operations
    • Ability to prioritise and manage complex and varied workloads, often to tight deadlines, in a dynamic, fragile and multi-cultural setting

    FGM Country Project Manager

    Location: FCT Abuja
    Type of Role: 5-year fixed term contract

    The Opportunity

    • Plan International seeks an outstanding Country Project Manager (Contingent on proposal award) to manage effective implementation of the anticipated Supporting the Africa Led Movement to End FGM Programme in [the participating Country] and delivery results as per the log frame within their country of responsibility. Supporting the Africa Led Movement to End FGM is a global programme to be delivered across 6 countries (Kenya, Somaliland/ Somalia, Nigeria, Guinea, Sierra Leone, Mali) with an expected budget of approximately £35 million over five years.
    • The project will focus on accelerating the pace of change to end FGM and achieving results at scale. The programme looks at achieving change at scale in the chosen countries, but also reinforcing this with a more global approach to grassroots networks and campaigns/advocacy. The programme will deliver community-level projects to end FGM by changing attitudes and behaviours towards harmful practices, empowering communities to protect the safety, rights and choices of women and girls.

    Responsibilities

    • Provide leadership across programme implementation in their country of operation and contribute to development of strategic vision by the Team Leader
    • Ensure the project is delivered in line with agreed timescales and budget, including putting in place mechanisms for effective project start-up
    • Foster good cross-consortium working relationships and coordinate with in-country consortium partners to ensure high quality project activities are consistently delivered against the project workplan and to donor agreed milestones
    • Ensure that all delivery partners are aware of, and compliant with, donor and Plan standards
    • Support the development of costed annual workplans, ensuring budget forecasts and spend monitoring are carried out on a regular basis
    • Oversee the consolidation and submission of quality country level project reports to time, and in line with agreed governance structure
    • Coordinate with relevant donor-funded projects in their relevant area of operations to ensure complementarity of delivery
    • Engage effectively with key national, regional, and community stakeholders, including government, donors, civil society, service providers, and academic institutions to ensure smooth delivery of the programme and dissemination of learning
    • Liaise with CO staff and coordinate their contribution to project delivery according to costed contributions

    • Liaise with Plan Finance and reporting structures to ensure that optimal procurement and finance systems are in place, ensuring that DFID`s Value for Money (VfM) approach is applied across all aspects of the project
    • Ensure there is a robust and effective monitoring, evaluation, and adaptive learning process in place; and that there is effective coordination with a third party-managed Evaluation & Data Component of the Programme
    • Lead recruitment of new staff as and when required with Plan UK and Country Office HR teams
    • Represent the project externally at national level, as needed and agreed by matrix management supervisors
    • Ensure that Plan International`s global policies for Child Protection (CPP), Safeguarding, and Gender Equality and Inclusion (GEI) are fully embedded across all project activities

    The Person
    In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:

    • Extensive experience in managing complex, donor-funded programmes in challenging environments, ideally in [the participating Country], including building capacity of implementing partner organisations
    • Experience in managing DFID commercial contracts with a demonstrated applied knowledge of DFID procedures and Payment by Results Programming would be an advantage
    • Demonstrable leadership and people management skills;
    • Consortium management experience with or working through partners;
    • Applied technical knowledge in thematic areas of FGM, Social Norms, or Gender, which could include managing FGM-focused projects or acting as a technical expert
    • Knowledge of current trends in addressing social norms, FGM prevention and innovations related to addressing harmful traditional practices
    • Demonstrable applied knowledge of Adaptive Management programming an advantage
    • Experience in implementing behavioural change programming models would be an advantage
    • Strong relationships with sector specialists and relevant government offices in [the participating Country]
    • Proven ability to represent the programme to a variety of audiences, ranging from civil society, government representatives, donor, and community representatives
