    Project Officer ( Case Management Officer)

    ROLE PURPOSE

    This role will be responsible for strengthening the quality of GOALPrime Organization Nigeria’s Child Protection in emergencies programme coordination and provision of individual case management services including alternative family-based care for un accompanied and separated children, supporting cross boarder family tracing and reunification. She/he will be responsible for coordinating closely with UNICEF and other stakeholders working in the camp to ensure presentation of BID during BID panels, building case conferences for complex cases and high risk cases, coordinating 2 way referrals and linkage to other services, capacity building of caseworkers including supervision and coaching of caseworkers and incentive workers. The role will also provide support to case management team on CPIMS+ system in collaboration with the CPIMS+ coordinator and, manager and Specialist. This role will have interface with the children, caregivers as well as partner agencies. In addition, the CMO’s will ensure that refugee children receive timely and appropriate services. The role has overall supervision of case management caseworkers.

    Dimensions of the Role

    The CMO will provide leadership oversight to the case workers in camp. The CMO will work in collaboration with other likeminded agencies, Community based structures among others. Key focus areas included implementation of Best Interests Procedures safeguarding during voluntary repatriation, resettlement, cross boarder FTR among other durable solutions, coordination and provision of alternative family based care, supervision, coaching and mentorship of case workers, supporting CPIMS+ activities and information sharing and data protection protocol, coordination and linkage of referrals to other stakeholders in the camp, contributing to quality report development, representation of Plan International, case conferences for complex cases, participation in BID panels among other key responsibilities. The role reports to CPiE Coordinator - Case Management/PSS/CB and has no delegated authority.

    Accountabilities

    • Responsible for identifying, screening and conducting assessments for un accompanied separated children (UASCs) and OVC
    • Ensuring that all identified UASCs are registered into CPIM+ and receives timely gender appropriate and responsive case management services incline with Revised CPMS and other interagency standards and SOPs
    • Prepare and submit case records/ documents for case conferencing/ BID panels in close collaboration with UNICEF at field level
    • Supporting in analysis of case management caseload, assigning cases to case workers, supervision and coaching and raising complex cases to CPIE specialist and manager for support
    • Ensuring close coordination and tracking of children receiving case management including regular follow up as per prioritization and vulnerability criteria
    • Work closely with CPIMS+ coordinator to produce weekly and monthly reporting
    • Provide technical and management leadership to Case Management Social Workers (case workers)
    • Develop work plan and oversee the implementation of case management activities including CPIMS+ activities
    • Conduct necessary capacity building to case workers including information sharing and data protection protocol and report any identified bridge to CPIE coordinator/Manager
    • Develop capacity building for children, parents and community members to strengthen prevention and protection of vulnerable children and adolescents
    • Ensure all staff understand different needs of children and youth and respond appropriately
    • Responsible for identifying CPIE needs to support case management team
    • Support in implementation of CPIE project activities in collaboration with CPIE coordinator and manager
    • Support in collaboration with the GBV Officer, and Project coordinator to disseminate key interagency quality standards such as revised CPMS standards related to Case management, CP, SGBV, etc
    • Ensure representation of GPON in camp cased meeting and support national volunteer and Government social welfare officers assigned to work in GPON.

      Documentation and M&E:
    • Support report writing and donor compliance
    • Participate in designing and conducting regular assessments and analyses to inform programme design and modifications in collaboration with the MEAL team
    • Support in monitor the quality of project activities and support evaluation of the same in collaboration with the MEAL team
    • Support in coordinating information sharing and dissemination of articles, case studies, change/success stories and presentations highlighting work in CPiE among your staff teams

      Team Management
    • In strong linkage with the CPiE coordinator and manager, ensure good communication and coordination with other team members through regular programme coordination meetings at field level
    • Ensure effective coordination of referrals internally within GPON such as youth and Education teams as well eternal coordination with other stakeholders to respond to the holistic needs of children and adolescents
    • Ensure management case management performance for the case workers and case management incentive workers
    • Ensure team building activities are conducted in collaboration with the GBV officer and project coordinator for effective staff care and support
    • Perform HR related functions such as overseeing the filling of timesheets, development and implementation of leave plans etc. for the case management teams in a timely manner based on GPON Policies

      Representation and advocacy:
    • Ensure adherence to local policies and regulations
    • Work in close relationship with the government representative another stakeholder at camp level
    • Participate in SGBV another camp-based meeting and forums to raise issues affecting children, emerging trends and support required to address the issues
    • Maintain regular interaction with other NGOs and UN bodies to effectively respond to child related issues affecting children in the camps
    • Ensures that GPON policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.

    The Project Officer (CMO) will have significant contact with GBV officer, Project Coordinator, etc.

    Technical expertise, skills and knowledge

    Qualifications and Experience:

    • BA or equivalent in Social Science, Social Work, Psychology, Public Health, Human Rights or related degree desired
    • At least 2 years’ experience in implementing child protection or Gender Based Violence programs, preferable social work or case management, in humanitarian or development settings
    • At least 2 years direct experience providing services to children at risk and survivors  of abuse, exploitation and violence, providing gender-sensitive and child-friendly counselling services, and/or developing/implementing referral pathways and case management systems
    • Previous experience supervising and managing a team in a cross-cultural setting especially Case Workers
    • Demonstrated experience in capacity building and mentoring of staff
    • Previous experience in emergency preparedness and response
    • Experience working with case files and databases and providing regular documentation preferred.

    Skills & Knowledge:

    • Demonstrated understanding of the skills necessary to work with children and particularly vulnerable children
    • Demonstrated ability to solve problems, think and plan strategically, and communicate with key actors in a dynamic and unpredictable operating environment

    Clinical Psychologist

    ROLE PURPOSE

    The Psychologist will ensure the emotional and social wellbeing of the children supported by GPON by supporting the quality implementation of Psychosocial support programmes within the GPON Emergency Response in NE Nigeria. The position holder in coordination with staff in child protection particularly case management, Psychosocial Support (PSS), and community-based teams as well as partners will ensure that refugee children receive timely and appropriate structured psychosocial support services. S/he will also be facilitating training for the PSS staff on key topics including but not limited PSS, Psychological first aid, and other related topics.

    Accountabilities

    • Provide on-going technical support to staff implementing psychosocial support activities in Child Friendly Space and the Community
    • Undertake assessments of psychological or Psychosocial needs, risk assessments and psychometric testing if needed.
    • Facilitate capacity building sessions for key staff teams including social workers as well as associate such as incentive workers and partners on PSS, Psychological first aid and effectively communicating with children and youth in distress among others.
    • Identify online courses on PSS and other related theme for staff to undertake in order to build their capacity.
    • Develop and update work plans for the implementation of PSS activities.
    • Regular follow up to ensure all services and action points listed in the case plan are carried out within agreed timeframes.
    • Develop and put in place the necessary tools to evaluate the outcome of Psychosocial support intervention.
    • Writing reports and record keeping of all information regarding activities (Data, weekly reports, monthly reports) respecting quality standards.
    • Collaborate with key agencies, local authorities and organization for the provision of provide psychosocial support (as needed) to affected children and young people in all plan’s activities and sometimes there families as well.
    • Represent GPON in relevant working groups such as the MHPSS WG and others as will be required.
    • Empower staff teams especially those managing Integrated CFSs and case management to be able to identify children with Psychosocial issues and how to provide psychological first aid in the absence of a psychologist.
    • Work in close collaboration with the case management and other coordinators to ensure that that the psychosocial well-being of children and young people is addressed.
    • Support teams in addressing the special needs of beneficiaries that face psychological issue and the consequences this has on their families and community.
    • Responsible for ensuring the provision of individual and group counselling/discussion for beneficiaries and care givers in orders to facilitate his/her community integration.
    • Support staff’s teams in the case management to ensure the PSS spaces are according to standard and records management including database is effective.
    • Identify and work with management to equip centres and office with relevant PSS materials including manuals or books, IEC among others.

    Technical expertise, skills and knowledge

    Essential

    • Holds a bachelor’s degree in psychology preferably child/developmental psychology, counselling or Clinical Psychology equivalent (A Master’s degree will be an added advantage).
    • Minimum of 2 years’ experience in a related field.
    • Demonstrates a good understanding of mental health and psychosocial support practices in a similar position.
    • Experience with refugees will be an added advantage.
    • Interpersonal and psychotherapeutic skills.
    • Patience, stress management and confidentiality.
    • Good knowledge of computer application.
    • Good training abilities.

    Project GBV/SEA Officer

    Role Purpose

     

    • The purpose of this role is to coordinate and support all Gender-Based Violence Case Management-related activities.
    • The post holder will supervise Case Workers and GPON GBV Case Management support to S/GBV survivors who meet the inter-agency guidelines for case management and the minimum standards for child protection and Gender-Based Violence in humanitarian actions.
    • The GBV Officer will be supervised directly by the Response Manager and technically supervised by the CPiE Coordinator.

     

    Key Roles / Responsibilities

    In collaboration with the Field Team, Response Manager, and CPiE Coordinator, the GBV Officer will be responsible:

    • To ensure GBV survivors including child survivors and those at risk of GBV are identified and receive individual case management support by ensuring standard tools and procedures are in place and adhered to by case management team members.
    • To manage, provide training and technical support to, and build the capacity of the full case management team.
    • To coordinate with other GBV service providers on case management.
    • Ensure that all GPON policies are upheld, as well as Emergency Gender-Based Violence Guidelines, Minimum Standards for Child Protection in Humanitarian Action, GBV Case Management Standard Operating Procedure, and Core Humanitarian Standards.
    • Ensure the [GBV IMS Database] is set up, regularly updated, analyzed for trends in the caseload, and efficiently and confidentially managed in collaboration with the GBV IMS Officer [and relevant partner organizations (e.g. Ministry of Women Affairs and Social Development, etc)
    • Provide support to reintegration activities especially for women, girls, and boys formerly associated with armed groups in collaboration with humanitarian agencies
    • Conduct regular capacity assessment and capacity building including coaching and mentoring of Case Workers to improve the quality of Case Management.
    • Collaborate with other project staff to ensure referrals to other services such as psychosocial support, Mental health, and education/livelihoods interventions.
    • Provide technical and management leadership to Case Workers in accordance with best practice and GPON policies, including its survivor and child-centered community-based approach.
    • Ensure that solid case management, referral, and information management systems are in place for appropriate identification, responses, and follow-up for survivors of GBV.
    • Ensure regular communication with Response Manager and CPiE Coordinator to integrate appropriate GBV in emergencies priorities in program design
    • Ensure regular individual supervision, case review meetings with caseworkers, and case conferences are conducted to reflect on progress and accommodate the lessons learned and improve the case management system accordingly.

    Staff Supervision & Development:

    • Directly supervises Case Workers
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate
    • Assist with the recruitment of Case Workers.
    • Ensure training, support, and ongoing capacity building opportunities for Case Workers

    FTR Officer

    ROLE PURPOSE

     

    The Family Tracing and Reunification (FTR) Officer conducts FTR works with child protection caseworkers at the field level to provide identification, documentation, Tracing, reunification, follow-ups and interim family-based care services to unaccompanied, separated and missing children as well as supporting caregivers. The incumbent plays a key role in managing FTR caseload through CPIMS database system by collaborating with CPIMS Administrator and FTR Database FP. The FTR Officer organizes and conducts FTR field missions and support to child protection caseworkers by also collaborating with Project Coordinator, project officers, and technical adviser and and other project team member.

     

    Primary Duties and Responsibilities

    •  Develop weekly FTR schedules and, debrief the case workers on progress and troubleshoot any particular follow-up, tracing or documentation challenges.
    • Prioritize and manage cases of unaccompanied and separated minors (UASC) with great focus of UASC in extremely vulnerable situations
    • Conduct tracing actions and temporary care monitoring (TCM) in line with National FTR Working Group and SOPs
    • Document all registered cases in the CPIMS (including registration, TCMs, tracing actions, reunifications, cases referrals, etc.) within 7 days of visit
    • Conduct weekly meeting with child protection caseworkers, Case management supervisor, M&E officer, CPIMS Administrator and FTR Database FP to review case progress and ensure data entry is completed and accurately verified
    • Work with the child protection case workers to raise awareness on prevention of family separations and available FTR services and spread relevant prevention messages in accordance with FTR WG SOP
    • Ensure that the FTR data is provided for the 5Ws monthly reports and on time
    • Facilitate CPIMS caseload audit to ensure quality of documentation, reporting and case management
    • Perform any other duty as maybe assigned to him/her by the line manager.
    • Willingness to travel / be in the field regularly.

    Reporting:

    • Keep the project coordinator informed on the activities of the project by providing relevant correspondence, reports and meeting minutes as well as making regular updates.
    • Responsible for prompt submission of all reports to the project coordinator.
    • Work closely with implementing partners to prepare and submit reports on approved frequency to the Project coordinator.
    • Supervise the  social workers case management to ensure regular follow up of case files of children at risk.
    • Identify gaps in service provision to children with a special attention to UASC and CAAFAG and proactively referring and advocate for those gaps to relevant in coordination with the CP Officer.

    • Demonstrated experience and commitment to working with marginalized communities.

    Language:

    • Fluency in English and Hausa (written and spoken) and excellent writing skills.
    • Kanuri is an advantage.
