Role Purpose

• The purpose of this role is to provide technical assistance and support on assigned project/portfolios throughout the grant management cycle from acquisition, start-ups, implementation to closeout.
• Support the grants and compliance unit of Plan International Nigeria with the administration and management of activities associated with successful performance of designated grants and funding agreements.

Accountabilities
Grant Administration and Management of Assigned Portfolios:

• Support the country’s Business Development activities.
• Support the Grants and Compliance Manager in coordinating and monitoring the implementation of donor funded projects and programs.
• Work with project teams to develop donor reports (interim and final) and other award deliverables, and reviewing them to ensure they are of high quality, coherent, accurate and are submitted on time in accordance with donor and Plan International internal requirements.
• Support the development of annual compliance monitoring plan and evaluation tool to evaluate project implementations at various office locations and implementation sites to determine compliance and provide recommendations.
• Support with the development and implementation of compliance framework for the unit including compliance checklist for various standard operations, transactions and business processes in line with donor requirements.
• Periodic review and update of the compliance monitoring checklist and other tools to stay in line with current best practices and PIN procedures and policies.
• Provide technical guidance and proper interpretation of donor rules and regulations to project teams to ensure compliance.
• Monitor and support the use of grants management tools such as monthly financial reports, procurement plans, and activity plans amongst project teams to ensure accurate tracking of implementation and timely alerts to potential challenges.
• Manage and support project agreement and amendment reviews and negotiations
• Work with the country programs to support realignments and award modification processes; supporting award close out, as needed.
• Support in training project teams, partner and country program teams on donor compliance, report writing, project and budget monitoring, record keeping, and grants management.
• Support the Resource Mobilization team in resource mobilization activities; making inputs to non-technical documents, reviewing budget and consolidating inputs.
• Support the Partnership team with partnership management activities; partner identification and engagement, partner assessment, partner monitoring and training.
• Support the audit team in the coordination of external audit exercises, coordinating the communications and ensuring all relevant teams/unit are aware, prepared and available for audits.
• Support the preparation and dissemination of the country master budget in a timely manner.
• Draft Funding Approval Document (FAD) and for reviews and approval.
• Ensure timely setup of grant portfolios on SAP system and corresponding modifications are effected.
• Document and share key compliance issue with Plan International staff and partner setting ground for compliance management.
• Perform any other duties that may be assigned by the Grants and Compliance Manager.

Internal and External Reporting:

• Liaise with NOs and donors on grant management related communication, including donor opportunities, responding to donor queries and request for visits.
• Ensure Donor reports (financial and narrative) are consistent, accurate of high quality and submitted timely per donor requirement and formats.
• Liaise with donors and National offices on grants management issues for active projects, completed projects and pipeline project.

Donor Compliance and Audit:

• Works with finance team and program staff to ensure that key processes and systems are in place to manage grant risk, donor financial compliance, and reporting management processes.
• Ensures that grants are implemented in compliance with plan International guidelines and relevant donor regulations.
• Ensure compliance to relevant internal policies such as reporting framework, donor rules and regulations, update the donor mapping tool with latest donor rules and regulations
• Work closely with Grant and Compliance Manager to identify and close key risks linked to donor funded projects
• Conduct routine compliance reviews of grant programs
• Liaise with other unit members during project audit to ensure that relevant information is transmitted to the auditors in a timely manner.
• Ensure properly coordinated audit exercise that would result non-disallowances.

Others:

• Perform any other project related duties as specified by Grants and Compliance Manager.

Technical Expertise, Skills and Knowledge

• A Degree in Development Studies, Business Studies, or Social Science (Master’s Degree or equivalent in international affairs, development or related subject will be an added advantage).
• At least five (5) years of experience working in project and/or grants management and proposal/business development/design.
• Experience in developing and interpreting donor budgets.
• Knowledge of development issues, trends, challenges and opportunities and implications to community.
• Proven ability to develop and write grant proposals and concepts and track record in winning proposals.
• Proven ability to work collaboratively in a multidisciplinary team environment.
• Good communicator with strong organizational, time management and analytical skills.
• Excellent inter-personal, cultural and diplomatic skills.
• Strong writing and editing skills with close attention to detail.
• Ability to juggle competing priorities, meet demanding deadlines and work under pressure in unstable security environments.
• Experience in using SAP software for grants management

Dimensions of the Role

• Provides technical and professional advice and support to Child and Youth Safeguarding Focal Points within Plan International Nigeria, empowering them to take full ownership of their role and strengthen the implementation of the policy and procedures within their departments and Programs.
• Provides technical support, input and/or implementation of safeguarding for specific Country/ regional level tasks as delegated by the Regional Child and Youth Safeguarding Technical Advisor (Country/Regional level tasks may be Safeguarding in - Emergency Response, Engagement, Case Management, Programming, and Sponsorship for example).
• Designs, develops and conducts specific projects and activities in relation to ensuring a robust child and youth safeguarding framework across Plan International Nigeria. This will include the design and development of guidance, toolkits and training materials.
• Carries out investigations into concerns or reported incidents or provides distance or onsite support on case management and case review.
• Proactively works with members of National and Local level Child and Youth Safeguarding networks to ensure the safe and meaningful engagement of children and young people.
• Actively facilitates and promotes collaboration, engagement, communication, teamwork, and learning and sharing on safeguarding and safe and meaningful engagement at the National level.
• Leads and promotes a culture of commitment to attain the Plan International Standards on keeping children and young people safe, ensuring it remains alive, current and reflects emerging risks in the sector.
• Assist in the preparation of grant proposals and reports and participate in the follow-up and evaluation of grant-funded projects.
• Each month meet PO staff to discuss progress, identify and find solutions to problems share program patterns, and new directions and submit a report to the Director of Programmes and the Country Director. 
• Undertake regular field visits per month in the PUs and submit a report to the Head of Programmes, CD and POM/PAM.
• Execute other tasks at the request of the CD within the domain of his/her competence.

Accountabilities
Programme development & Quality Management:
In collaboration with the Field Team, Director of programmes, Quality and Innovation, Head of People and Culture, Country Director, team leads and sector Specialists, the Child and Youth Safeguarding Technical Manager will:

• Strengthen keeping children and young people safe and protected to contribute to the current global strategy.
• Ensure accountable and engaged leadership in keeping children, young people, girls and boys safe and protected.
• Strengthen the mainstreaming of and embedding protective measures of keeping children and young people safe across our programming and influencing activities and interventions.
• Ensure our partnerships embed and embrace principles of keeping children and young people safe and protected.
• Ensure that where children and young people, girls and boys participate in activities or engage with us this is done in a manner that is safe and meaningful for them and Plan International.
• Design, develop, implement, and maintain advice on Child and Youth Safeguarding Policy implementation procedures and practices which ensures the strengthening of keeping children safe and protected and the attainment of associated standards in Nigeria. This should give full consideration to the safeguarding implications of different individual identities/intersectionalities (e.g. gender, age, sexual orientation, disability, ethnic origin, race, colour and or any other aspect of their background or identity).
• Support Child and Youth Safeguarding focal points to identify, manage and monitor risks to keeping children and young people safe and protected.
• Provide technical support to Youth Engagement Focal Points on safe and meaningful engagements
• Provide high-quality technical support and advice on the implementation of the policy, implementation of associated procedures including those related to safe and meaningful engagement, attaining the CYSP implementation standards and dealing with concerns and policy breaches.
• Initiate/support/contribute to the design, development and/or delivery of training on keeping children and Young People safe and protected for various modalities (self-directed, online, face to face) and for various audiences (staff, managers, partners, children) to ensure high levels of understanding and awareness on the organization’s commitment to and framework for keeping children and young people safe, including reporting and responding to concerns.
• Support/contribute to/ or initiate the design, development and/or delivering CYSP briefing information to make sure staff and particularly CYSP focal points have quick access to clear information on keeping children safe.
• Ensuring that the Country Director is made aware of the potential and emerging risks/issues that could impact the organization’s commitment to keeping children and young people safe and protected and particularly as they pertain to the focus areas outlined above.
• Responding to and providing high-quality technical advice on and support for CYSP issues reported, supporting country management risk assessment and decision-making on actions to address the issue and determining the level of escalation required and maintaining a high level of confidentiality and sensitivity.
• Provide leadership to the Safeguarding unit and supervise line reports.
• Responding to CYSP cases may require the post holder to carry out:
  • An administrative investigation
  • A case management review
  • A Country office or Partner review – a review of the safeguarding environment and policy implementation of the country office or partner organization, in all cases there would be a requirement to identify what went wrong, gaps to be addressed and implications for management.

Dealing with Problems:

• Identifying or supporting the identification of Child and Youth Safeguarding opportunities and risks through knowledge of the organisation’s internal environment including its operations, the capability of people and resources, the needs and expectations of key stakeholders, its activities and interventions and the external developments in the sector and decides what CYSP processes, procedures or controls are needed and should be developed to ensure opportunities are exploited and risks mitigated.
• Taking initiative on a range of often difficult and complex CYSP implementation issues and CYSP breaches reported at short notice often with support from the Country Management Team. Ability to be resilient in the face of often traumatic reports.
• Giving high-quality technical advice often under pressure and in response to policy and procedure implementation, issues and breaches including when the impact of the advice may challenge the behaviour or management style of senior managers and may challenge the risk appetite or response of the organisation.
• Effective management of large volumes of qualitative and quantitative data from Programme Offices to report on Child and Youth Safeguarding implementation, trend analysis of CYSP risks and recommendations on the same.
• Discussing and training on a range of sensitive topics with the ability to manage and remain calm in the midst of strong emotional reactions from staff and managers.
• Anticipates, and forward plans and schedules work required for specific areas of responsibility and projects using professional judgement and experience to identify potential issues, timings and likely costs.
• Develops cost-effective and sustainable solutions and materials to enhance awareness, understanding and implementation of the organisation’s commitment to keeping children safe and deliver on its current operating plan.
• Holding into confidence information that are provided with regards to safeguarding and during investigations and case managements

Technical Expertise, Skills and Knowledge
Qualifications and Experience:

• Bachelor’s Degree and not less than 5 years of work experience in Human Rights or equivalent in large multi-year international development programs, with a robust Child and Youth Safeguarding component.
• A Master’s Degree is preferred.

Essential Skills & Knowledge:

• Expertise and substantial experience in safeguarding child rights in an international development setting.
• Knowledge and understanding of safe and meaningful participation and engagement of children and young people and a deep understanding of safeguarding and protection issues that may arise.
• Expertise, technical knowledge and substantial experience in responding to issues, breaches, investigations and case management.
• Experience in providing advice and developing and delivering training on keeping children and young people safe on a diverse range of issues and to a diverse audience.
• Understanding of safeguarding standards within the sector (e.g. Keeping Children Safe Coalition standards).
• Excellent conceptual understanding of the organizational risks associated with keeping children and young people safe and protected.
• Knowledge of human rights, child rights, inclusion and gender equality.
• Knowledge and/or experience of the child and Youth Safeguarding programming and/or child protection in emergency interventions is a significant bonus.
• Knowledge and use of different learning modalities to design and deliver blended learning techniques.
• Knowledge of risk assessment approaches.

Role Purpose

• The SCYP Officer will work closely with the Child and Youth Safeguarding Technical Manager for monitoring and coordination to ensure the Safeguarding Policy, Standards and Procedures are complied with by staff and partners.
• He/she will provide technical support and training to Plan’s partners and all Plan’s departments to understand and effectively implement SCYP and its procedures.
• As a staff member of a child-centred international development and humanitarian organisation, the Safeguarding Children and Young People Policy Officer will commit to upholding Plan International’s standards and policies related to Safeguarding and Gender Equality and Inclusion.

Dimensions of the Role

• The SCYP Officer will work closely with the Child and Youth Safeguarding Technical Manager to ensure accountability, coordination and support the application of SCYP in the Plan International Nigeria (at all sector programs, Program Unit and all departments at Country Office).
• The post-holder will also monitor the SCYP application of Plan International Nigeria and its associates and directly report the cases to Country Director (CD).
• The post-holder has no people management responsibilities but is expected to work closely with the Safeguarding focal points across all Plan locations.

Accountabilities
Capacity Building:

• To support the delivery of safeguarding training for staff and partner staff based on the training outline from GH (with coordination from the People and Culture department and Programme and partnership team/CP Specialist) to build commitment to Safeguarding in the office and minimize the risk of abuse to children.
• Ensure the provision of guidelines and material/tools for monitoring the result of orientation conducted by staff and partners on SCYP to children and the community.
• To support the Child and Youth Safeguarding Technical Manager in carrying out internal regular spot checks to partners and community and annual internal Safeguarding Children and Young People Policy audit in Plan and partners and provide coaching and technical support for them to take actions based on the findings.
• Work closely with his/her line manager to provide inputs to all sector programs development in the aspect of SCYP application based on SCYP application in the program cycle in cooperation with all sectors programs team.

Reporting and Responding:

• To act as Safeguarding focal point at the field office and work with Safeguarding focal point at PUs to file the reports on Safeguarding children and young people allegations including the case management and the follow of the cases
• Provide advice/support in dealing with alleged safeguarding issues involving Plan staff and organisational-based associates such as partners, consultants, office volunteers and sponsors and taking part in any necessary investigations base on the guidelines.
• Update reporting and response mechanism including investigation procedures based on the GH guideline and standards and orient to established response and investigation team.
• Support his/her line manager to prepare annual Top-Level Incident report for GH with support from SCYP Focal Points at PUs.

Mainstreaming:

• To coordinate the implementation of the Plan’s Safeguarding Implementation standards in order to ensure safeguarding measures are integrated into activities across all departments and support the development of country-level action plans that clearly outline gaps in implementation and how these can be addressed.
• To work with the People and Culture department to support the inclusion of SCYP in all Job descriptions and during the annual performance plan and appraisal
• To support management in the SCYP risks identification online and mitigation

Knowledge management and Monitoring:

• To provide a central point for the recording of collated information on Safeguarding Children and Young People Policy implementation activity taking place across the field offices
• To support the annual SCYP implementation standard self-assessment completion and develop action points application and monitoring the application with departments and partners.
• To discuss with supervisor any challenges and concerns on SCYP application in order to address them strategically in organization.

Other:

• Perform other duties as reasonably requested by the supervisor and Plan International.

Dealing with Problems:

• Building effective working relationships and being able to communicate and influence others to ensure, sometimes at a distance.
• Providing strong facilitation and coordination for supporting to implementing partner NGOs, Plan’s programs and support department for SCYP application.

Technical Expertise, Skills and Knowledge
Knowledge:

• University Degree in Social Sciences or Rural Development, or related field.
• Good knowledge of UN CRC implementation and all forms of child abuses
• Good knowledge of Child Rights and women’s rights implementation in Nigeria and in the region
• Good knowledge of Child Protection and Safeguarding Children and Young People Policy development, implementation and monitoring
• Good knowledge and experience in governance and management of CSO partnership in (Name of Country office)
• Good knowledge of community development and updated information on social development scenarios in rural Nigeria

Skills:

• 3 - 4 years experience in implementing Child Protection / other related Safeguarding Children and Young People Policy.
• Experience in working with and through partner organizations and government departments for implementation.
• Excellent in training conduction and facilitation
• Ability to coordinate a wide variety of stakeholders at different levels for SCYP implementation and monitoring. 
• Ability to conduct field assessment, internal audit, spot check and monitoring.
