    Director, Strategic Information

    JOB DESCRIPTION

    • Association for Reproductive and Family Health (ARFH) is one of the leading Nigerian Non-Governmental Organizations implementing programs for improving Reproductive Health and Family planning (RH/FP), Care and Treatment of HIV/AIDS, Tuberculosis (TB) and Malaria etc.
    • We seek applications from qualified persons for the following position in an anticipated USCDC  Key Populations and Adolescent and Young Persons’ project: ’Expansion of Community HIV Response in Nigeria through Civil Society Organizations in some selected states in Nigeria. We offer professional opportunities for career advancement, good working environment and competitive remuneration.
    • We seek applications from qualified persons for the position of Director, Strategic Information in an anticipated USCDC- funded Key Populations and Adolescent and Young Persons’ project: Expansion of Community HIV Response in Nigeria through Civil Society Organizations in some selected states in Nigeria  The candidate will be based in Abuja with oversight functions on  selected states and report to the Project Director.

    SPECIFIC RESPONSIBILITIES

    • The DSI will be the lead technical expert responsible for all SI aspects of the Activity, including monitoring, evaluation, analytics, and reporting of performance and results.
    • S/he will lead efforts to ensure accurate and timely performance reporting for the Activity. This includes overseeing support to community organizations to monitor, document and analyze the performance of their AYPs and KPs services and activities and ensure data quality.
    • S/he will liaise with relevant technical advisers and counterparts responsible for state and LGA level SI functions; and will ensure monitoring and evaluation coordination with PEPFAR and national data systems.

    REQUIRED EXPERIENCE

    • The DSI will be skilled in the development and use of data/data analytics to aid program decision making, with demonstrated ability to perform robust data extraction from internal and external information systems.
    • S/he will have the ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools, making recommendations based on findings. S/he will be able to portray complex data sets in easy to understand formats/visualizations.
    • The DSI will have a working knowledge of Nigeria’s health and social service information systems and M&E processes as it relates to data collection for performance- based reporting, with understanding, experience and competency in working with AYPs and KPs community-led organizations.
    • S/he will have knowledge and working experience in the use of mapping and other similar tools (including computer software programs) to target program interventions and resources; and excellent written and oral communication skills in English.

    MINIMUM QUALIFICATIONS

    • MBBS or Bachelor’s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field is required. A Master’s degree in relevant areas is preferred.
    • Minimum of Eight (8) years of experience in Donor funded program such as USG or United Nations in designing, establishing, and managing M&E systems, to ensure data quality, and management of data for strategic information.

    Director, Finance and Administration

    SPECIFIC RESPONSIBILITIES

    • Takes lead on proposal design and development. financial planning and budgeting. and provides guidance to program managers on same.
    • Monitors cash flow and maintains adequate funds for project implementation.
    • Prepares monthly financial reports (Trial balance, budget tracking, and project performance reports) to donors arid management use.
    • Oversees all financial and management accounting operations of the project.
    • Exercise independent discretion and judgment in continually exploiting opportunities for cost-cutting. cost-sharing and rational use of the project’s resources. and advise the Project Director
    • Ensures the procurement process for materials and services adheres to organizational and donor policies, and inventory management.
    • Manages grant’s disbursement systems and works closely with contracts officers of donors to comply with terms and conditions of the grants.
    • Conducts financial pre-award visits to potential sub-grantees to assess their managerial capability, and provides continuous technical assistance and training to sub-grantees and track their budget and expenditures.
    • Takes a lead in project closeout processes including final financial reports. auditing, and inventory disposal plan.
    • Maintains business relationship with the project banks, external auditors. vendors and other stakeholders
    • Supervises finance and admin stall to ensure accurate and timeliness in management reports Progress Reports and projections to donors.
    • Manages administration System, ie. payroll, travel arrangements, personnel issues, and security systems for office and properties. Others tire legal matters. property leases, communication systems, procurement, premises, assets, staff safety and security, communication systems, premises, assets.
    • Coordinates staff recruitment, compensation and development to increase their commitment and capabilities.

    REQUIRED EXPERIENCE

    • He or She must have at least 10 years experience in finance, audit and administration with Non Governmental organizations.
    • Also a demonstration of experience on automated accounting systems particularly Quick Books, Microsoft excel. words and power point), good knowledge of internal control systems, auditing processes and accounting procedures for multiple donors such as United Nations, USAID, Global Fund. DEID etc.

    MINIMUM QUALIFICATIONS

    • A chartered accountant (ACCA. ACA ar CPA) with a minimum of HDN/B.Sc. degree in Accounting or Social Sciences, Master in Business is an added advantage.

    Deputy Project Director

    • Support the development of annual work plans and budget for project implementation
    • Provide leadership in the implementation of evidence-based interventions for AYPs and KPs across selected states.
    • Facilitate strengthening of linkages between the community-based AYP and KP activities and health facilities in the provision of HIV care and treatment towards ensuring a continuum of care.
    • Ensure capacity strengthening of implementing KP-Led and Youth-Led CBOs in the provision of Comprehensive HIV Prevention, Care and Treatment.
    • Ensure professional documentation and timely submission of project reports and presentations to the project director.
    • Any other duty that may be assigned by the supervisor

    REQUIRED EXPERIENCE

    • Vast experience in managing USG-funded activities, including program planning, implementation, data use, monitoring and reporting.
    • Ability to develop and track project work plans and budget effectively.
    • Proven track record of leadership, supportive supervision, mentoring and coaching skills.
    • Excellent written and oral communication skills in English Language.

    • Manage the relationship between ARFH and Sub- Recipient including Sub-Contractor on the project.
    • Represent ARFH at national high-level meetings with Government of Nigeria (GoN), donor and partners
    • Submit narrative and financial reports to the donor and other relevant stakeholders as at when due.

    REQUIRED EXPERIENCE

    • Minimum of 10 years of experience in senior program management position.
    • Demonstrated experience in AYP and KP comprehensive HIV interventions
    • Proven track record of leadership, supportive supervision, mentoring and coaching skills.
    • Ability to develop and track project work plans and budget effectively.
    • Excellent written and oral communication skills in English Language.
    • Great Interpersonal Communication Skills.
    • Excellent computer skills in Ms Office suite and working knowledge of M & E softwares

    MINIMUM QUALIFICATIONS

    • Work or other health related field.
