THE OPPORTUNITY

• SmartCity PLC is seeking an experienced and results-driven Development Management Manager to establish and lead its Development Management function.
• Reporting directly to the CEO, the successful candidate will serve as the Company's senior project delivery authority, building a robust framework for project governance, construction supervision, contractor management, and delivery performance.
• This is a founding leadership role for a professional passionate about engineering excellence, infrastructure development, and delivering complex projects to the highest standards.

KEY RESPONSIBILITIES

• Establish and operationalise the Development Management function and its four operating units: Project Delivery, Smart Infrastructure, Construction Technology, and Contractor Governance.
• Recruit, develop, and lead high-performing project delivery teams, including Resident Engineers.
• Establish project governance frameworks, technical standards, reporting processes, and digital management systems.
• Oversee construction supervision, contractor prequalification, performance monitoring, and work certification.
• Monitor project schedules, budgets, quality, safety, procurement, and overall delivery performance.
• Drive the adoption of digital project delivery tools, including Building Information Modelling (BIM), Geographic Information Systems (GIS), dashboards, and digital site reporting.
• Strengthen project risk management, stakeholder coordination, and escalation procedures.
• Establish and implement the SmartCity Engineering Academy to build technical capacity and promote engineering excellence across the organisation.

WHAT WE ARE LOOKING FOR

• Minimum of 15 years' experience in construction, development, or large-scale project delivery.
• Strong expertise in construction contract management, procurement governance, quantity surveying, and project controls.
• Proven experience building and leading delivery teams in complex, multi-project environments.
• Sound knowledge of Nigeria's construction industry, contractor management, and regulatory compliance.
• Relevant professional qualification, such as COREN, RICS, CIOB, PMP, or an equivalent credential.
• Familiarity with smart infrastructure systems, including renewable energy, IoT, connectivity, and smart metering, is an advantage.
• Experience with BIM, GIS, drone monitoring, and digital project management platforms is desirable.
• Strong leadership, accountability, stakeholder management, and decision-making capabilities.

• We are seeking an experienced and strategic Chief Financial Officer (CFO) to lead our financial strategy, treasury operations, capital management, investment oversight, and risk management. The successful candidate will drive financial sustainability, optimise capital allocation, strengthen governance, and support the company's long-term growth objectives.

KEY RESPONSIBILITIES

• Treasury & Capital Management: Oversee liquidity, working capital, fundraising, banking relationships, and capital structure optimisation.
• Financial Reporting & Control: Ensure accurate IFRS-compliant reporting, robust internal controls, budgeting, audits, and financial governance.
• Financial Strategy & Investment: Lead financial planning, investment analysis, due diligence, valuations, capital allocation, and financial advisory on strategic transactions.
• Risk & Compliance: Oversee financial risk management, tax planning, regulatory compliance, insurance, and asset protection.
• Leadership & Stakeholder Management: Build a high-performing finance team and manage relationships with investors, lenders, the Board, and other key stakeholders.

REQUIREMENTS

• Bachelor's degree in Accounting, Finance, Economics, or a related field.
• Mandatory ACA, ACCA, CFA, or equivalent professional qualification.
• MBA or relevant postgraduate qualification is an advantage.
• Minimum of 15 years' progressive finance experience, including at least 5 years in a senior financial leadership role.
• Proven experience in real estate investment, private equity, hospitality, or infrastructure finance.
• Strong expertise in IFRS, financial modelling, capital markets, investment analysis, and risk management.
• Excellent leadership, strategic thinking, communication, and stakeholder management skills.
• Experience with international investors, Development Finance Institutions (DFIs), and multilateral agencies is an advantage.

KEY RESPONSIBILITIES

• Financial Planning & Analysis: Prepare budgets, forecasts, financial projections, and variance analyses to support management decision-making.
• Investment Analysis: Evaluate investment opportunities, analyse financial returns, assess risks, and support investment appraisal and due diligence.
• Financial Modelling: Develop and maintain financial models, cash-flow projections, scenario analyses, and investment performance reports.
• Treasury & Cash-Flow Management: Monitor liquidity, forecast cash requirements, track fund utilisation, and support effective cash-flow planning.
• Portfolio Performance Monitoring: Track the financial performance of investments and projects against approved budgets, targets, and expected returns.
• Capital Allocation Support: Provide financial insights to support funding decisions, capital deployment, and the assessment of investment priorities.
• Management Reporting: Prepare periodic financial analysis and reports highlighting performance, risks, opportunities, and recommended actions.
• Cross-Functional Collaboration: Work with the Accounts, Compliance & Audit function to obtain reliable financial data while maintaining a clear distinction between accounting operations and finance responsibilities.

QUALIFICATIONS & EXPERIENCE

• Bachelor's degree in Finance, Accounting, Economics, or a related discipline.
• Approximately 4–8 years' relevant experience in corporate finance, financial planning and analysis, investment analysis, treasury, or a related field.
• Experience in real estate, investment management, infrastructure, or other capital-intensive industries is an advantage.
• Strong knowledge of financial modelling, budgeting, forecasting, cash-flow analysis, and investment appraisal.
• Proficiency in Microsoft Excel and financial analysis tools.
• ACA, CFA, or an equivalent professional qualification, completed or in progress, is an advantage.
• Strong analytical, problem-solving, communication, and presentation skills.
• High levels of integrity, commercial awareness, attention to detail, and sound financial judgement.
