    Vice Chancellor

    Job Description

    • The ideal candidate will be an energetic visionary and entrepreneurial person to take the university to the next level of its development.
    • S/he should be an effective planner and consummate administrator with the capacity to build partnerships with a wide range of stakeholders in the furtherance of the university's mission which places a great deal of importance on equipping students with skills for the competitive global job market and creating opportunities to support the university's development through self-supporting enterprises in an environment that nurtures a strong culture of research and innovation.

    Responsibilities
    The Vice-Chancellor shall:

    • Be responsible to Council for maintaining efficiency and the good order of the University and for ensuring the proper enforcement of its statutes and regulations.
    • As Chief Executive Officer and Chief Accounting Officer, s/he must have the competence to advise Council on all matters affecting the administration, finances and policy thrust of the University.
    • Provide academic leadership as Chairman of Senate and several other statutory bodies, as prescribed by the university law
    • Provide leadership for external outreach, to promote partnerships with various stakeholders, including governments, development agencies, foundations and private sector corporations.
    • Be responsible for staff and student discipline and welfare.
    • Undertake any other duties that will promote the growth and development of the University.

    Eligibility of Candidates

    • A candidate for the post of Vice Chancellor is expected to possess an earned Doctoral Degree from a recognised University and should have proven experience in successful management of human and material resources in a higher education or equivalent environment.

    Specifically, the candidate should have the following attributes:

    • Be a highly distinguished academic of the rank of Professor of no less than six years standing in that rank, with a solid record of publications in highly rated journals;
    • Have the capacity to provide academic leadership and must have been in a tertiary academic environment for at least twelve (12) years of continuous service;
    • Should not be more than 65 years of age on assumption of duty;
    • A scholar of outstanding national and international repute, with proficiency in Information Communication Technology (ICT) and considerable experience at top levels of University Administration;
    • A person with a track record of teaching; research and community service
    • A person with entrepreneurial and innovative abilities with the capacity to garner resources for the sustainable growth and development of the university,
    • A person with a clear vision for the development of the University in realization of its mission to focus on research and innovation, infrastructure development
    • Ability to foster regional and international partnerships, including securing opportunities with the local and international business community for the achievement of the University's strategic goals;
    • Have the ability to cultivate a strong academic culture that can foster the advancement of learning, research and innovation
    • Have a strong desire and willingness to work with a wide spectrum of people and have a commitment to diversity and guard against discrimination in any form
    • Should be a person of sound mental and physical health, pleasant disposition, unassailable integrity and strong moral character capable of inspiring and maintaining moral discipline among staff and students.
    • Should not have a criminal record or a prior conviction for any financial crime.

    Tenure
    The successful candidate shall serve for a single term of Five (5) years.

    Conditions of Service
    Remuneration and other conditions of service are as applicable to the post of Vice Chancellor in Bayelsa State and as may be determined from time to time by the Governing Council of the University.

    University Bursar

    Position Description

    • The Bursar will be a Principal Officer of the university and serve as the university's Chief Financial Officer, directly responsible to the Vice-Chancellor for the management and control of the finances of the University.
    • S/he serves as advisor to the Vice-Chancellor on finance-related matters, coordinates the development of the University's financial management plans, and coordinates the preparation of periodic income and expenditure statements, balance sheets, cash flow estimates and ensures compliance with State and Federal tax laws.
    • S/he provides important support in not only safeguarding the resources of the university but also in identifying opportunities to safely invest, augment and enhance the university's financial resources.
    • S/he provides leadership in ensuring the keeping and maintenance of accurate records of all assets and liabilities held by the University, amongst other responsibilities.

    Qualifications and Requirements

    • The ideal candidate for the post of Bursar must be in possession of a Degree in Accounting, from a reputable University, with a minimum classification of Second Class (lower division) or a Higher National Diploma (HND) in Accounting from a recognised Polytechnic and awarded at grade no lower than Lower Credit.
    • In addition, the applicant must possess at least one of the following professional Accounting qualifications: ANAN, ACA, CIMA, CPA, ACCA, or ICAN
    • S/he must have at least fifteen (15) years post-graduation experience, of which at least twelve (12) were spent in an appropriately senior managerial level in a higher education institution, ideally, not below the rank of Deputy Bursar for at least four (4) years.
    • The appointee must demonstrate appropriate financial management skills, as well as certification in IFRSEvidence of success with automating financial and accounting reporting systems will be a significant advantage.
    • S/he should not be older than sixty (60) years of age at the time of assumption of duty.
    • Candidates will be required to demonstrate familiarity with digital banking management and monitoring systems such as CoBis, Tenemos, IC-Banking or Balance Familiarity with key enterprise management systems such as SAP, Oracle, BannerCoBis, Tenemos, etc will be a significant advantage.

    Terms and Conditions of Service Applicable to the Post

    • The Bursar shall hold office for a single term of five (5) years only on such terms and conditions as may be specified in the letter of appointment.
    • The remuneration and other conditions of service are as applicable to the post of Bursar in public universities in Bayelsa State and as may be determined from time to time by the State Government and/or the Governing Council of the University.

    University Librarian

    The Position

    • In accordance with the University of Africa Act (2016), the University Librarian is a Principal Officer of the University and Head of all library services.

    Responsibilities

    • The University Librarian is responsible to the Vice Chancellor for the overall administration of the University Library, its branches and extensions, and for providing library services for the entire University community
    • S/he will also be responsible for linkages with other library and information management organisations and publishers, both national and international.

    Qualifications

    • At a minimum, the ideal candidate for the University Librarian position must possess a good Honours Degree in any discipline, a Master's Degree in Library Information Studies / Sciences from recognised Universities. In addition, the candidate must possess an earned Doctoral Degree in Librarianship or Library / Information Studies or Sciences.
    • In addition to the requisite academic and professional qualifications, the candidate must show evidence of membership of library professional bodies and registration with the Librarian Registration Council of Nigeria (LRCN), which is the regulatory agency for the practice of librarianship in Nigeria
    • The candidate must show evidence of robust continual scholarship and contribution to knowledge through publications in reputable peer-reviewed outlets, both within and outside the country.
    • Above all, the candidate must possess good managerial skills and competencies, including a clear understanding of the impact and use of information technologies as tools for the effective provision of and access to current literature across disciplines, in line with global best practices in contemporary university libraries
    • Evidence of a disposition that shows the ability to harmoniously lead and manage staff will be an added advantage.

    Work Experience:

    • Only candidates who are currently serving or have recently served in a capacity that is at a level no less than Deputy Librarian for at least three (3) years will be considered
    • The ideal candidate must have a minimum of fifteen (15) years of relevant work experience in managing a university library.
    • Furthermore, the candidate should not be more than 65 years old by the date of assumption of duty.
