    Consultant for Gender and Protection Study in Nigeria

    Project Background
    Rationale for the Project

    • Action Against Hunger (AAH) is an international humanitarian organization working across 40 countries in the world. The aim of AAH is to save lives of most vulnerable with a vision of “Zero Hunger” through dealing the causes and consequences of hunger. The organization works on Health and Nutrition, Mental Health, Care Practice, Gender and Protection (MHCPGP), Water Sanitation and hygiene, Food Security and Livelihood, Disaster Risk Reduction and communication with community in addition to mainstreaming Gender and Protection.
    • Operational in Nigeria since 2010, Action Against Hunger has responded to the high rate of chronic malnutrition in Northern Nigeria through an integrated programming approach that addresses the nutrition and health and related WASH, social protection and food security and livelihood concerns of IDPS and host communities. AAH currently delivers programs and established relationships with key Ministries, LGA authorities and the State with a presence in 10 LGAs in Borno State, 11 LGAs in Yobe and 6 LGAs in Jigawa State.
    • The large-scale humanitarian crisis continues to affect Borno, Yobe and Adamawa states in North-East Nigeria for over a decade. The conflict has caused widespread displacement, the loss of civilian lives and the gross violation of their human rights. This SIDA project proposes a rapid emergency response initiative to contribute towards the provision of emergency WASH services to an overall HRP target of 2,517,740 people out of an identified 3,685,845 people in need.
    • Action Against Hunger also benefits from a funding from the German Federal Foreign Office (GFFO) and European Civil Protection And Humanitarian Aid Operations (ECHO) for its RRM projects.

    Geographical scope covered by the analysis:

    • The geographical scope of the study will cover Borno, Yobe and Jigawa States, in Nigeria (subject to change depending on security concerns).

    Purpose and Objectives of the Study
    Objectives of the Evaluation:

    • A comprehensive gender and protection analysis on differential impacts of the crisis to women, men, girls, and boys is needed to capture and determine the vulnerability of affected population in conflict affected area.
    • Pre-existing and changing power dynamics and gender roles will be considered in the analysis including access to and control over resources, and different constraints and risks faced by the population.

    Profile of the Consultant
    The study will be carried out by a third country national or a host country national consultant with the following profile:

    • Preferably with post graduate degree or equivalent in social sciences, gender / women’s studies, international development, human rights, or related field.
    • Minimum 5 years of experience working on gender issues, gender and development, gender equality, gender mainstreaming, policies analysis, and capacity building.
    • Demonstrated expertise in gender and protection analysis, mainstreaming of gender and protection in projects and programmes.
    • Considerable experience in adaptation, development and use of gender and protection analysis tools and methodologies, analysis and quality reporting
    • Good communication and facilitation skills
    • Experience in conflict areas is an asset.
    • Able to work independently
    • Maturity, cultural sensitivity, tactfulness, diplomacy, inter-personal skills and ability to work well under pressure in a demanding environment and tight deadlines.
    • Computer Skills (knowledge of Microsoft Office and Outlook is a pre-requisite)
    • Fluency in written and spoken English required
    • Experience working in Northeast Nigeria preferred
    • Knowledge of Hausa is an advantage

    Consultant for Final Projects Evaluation in Nigeria

    Project Background
    Rationale for the Project:

    • In order to address the urgent humanitarian needs of internally displaced persons (IDPs), host community members and returnees affected by the conflict in Northeast Nigeria, Action Against Hunger proposed an integrated resilience leaning food security and livelihood and WASH intervention coupled with a rapid response capacity to cope with sudden emergency needs, which might arise in the course of the project lifetime.
    • Under this intervention, Action Against Hunger contributed towards improving the food security and nutrition status for the most vulnerable people in the conflict affected areas of Yobe and Borno, and building their resilience through context specific pro-poor economic empowerment initiatives and improved all year-round production of diversified nutritious foods.
    • The project aimed at improving the capacity of vulnerable populations to be less dependent on aid, recover from conflict inflicted losses, and transition from the fragile emergency driven setting towards safe, dignified and sustainable livelihoods.
    • This intervention provided targeted agro-recovery, economic empowerment and community resilience support integrated with WASH activities and reached 3,000 HHs in Yobe and Borno for FSL and 118,162 individuals for WASH services.
    • This evaluation will be conducted as an exercise of accountability towards the donor, the Swiss Agency for Development and Cooperation and the beneficiaries at its final implementation stage. It aims to provide useful insights for program learning and accountability especially in light of the transitioning process from full-scale emergency operations to rehabilitation/reconstruction and resettlement.

    Purpose and Objectives of the Study
    Objectives of the Evaluation:

    • The overarching purpose of the evaluation is to assess the overall performance of the project and to determine if it has achieved its intended outputs and outcomes. The evaluation should capture and assess both intended and unintended effects and compare the results as opposed to the project plan.
    • Likewise, the evaluation should clearly explain why (or why not) these outputs and outcomes were achieved through an integrated analysis of the entire result chain (inputs, activities, outputs outcomes and Likelihood of Impact) and other contextual factors. The evaluation will use OECD DAC criteria (effectiveness, efficiency, relevance, sustainability and impact) in addition the consultant will look at design, coverage and coherence.
    • The consultant will draw the extract the best practices, lesson learned, what worked and what did not and recommendations to enhance the quality of AAH future programming for emergency food security activities.

    Profile of the Evaluator
    The study will be carried out by a consultant with the following profile:

    • Knowledge in Food Security and Livelihood sector with particular experience on agricultural and livelihood interventions, WASH, nutrition security and nutrition;
    • Significant field experience in the evaluation of humanitarian / development projects;
    • Relevant degree / equivalent experience related to the evaluation to be undertaken;
    • Significant experience in coordination, design, implementation, monitoring and evaluation of programs preferably FSL and WASH;
    • Good communications skills and experience of workshop facilitation;
    • Ability to write clear and useful reports (may be required to produce examples of previous work);
    • Fluent in English;
    • Understanding of donor requirements (SDC) including donor evaluation guidelines ;
    • Ability to manage the available time and resources and to work to tight deadlines;
    • Independence from the parties involved;
    • Familiarity with the context of the humanitarian situation in Northeast Nigeria will be an added advantage.
