    Construction Mechanical Completion Engineer, MCE

    Location: Port Harcourt, Rivers
    Project: NNPC-PHRC-Port Harcourt Refinery
    Reports to: Mechanical Completion Coordinator 

    Job Summary / Role Description 

    • The project concerns the EPC for the utilities, infrastructures and off-sites facilities of a greenfield plant for the treatment of Natural Gas, located in East Russia. 
    • Mechanical Completion Engineer is responsible for the data input on the MCDB (Mechanical Completion Database). 

    Duties and Responsibilities 

    • Record the Punch List information into MCDB; 
    • Update/Closeout of the Punch List on the MCDB; 
    • Collect and record information about personnel authorized to open Punch List; 
    • Submit on daily/weekly basis status of Punch List to Discipline Supervisors. 
    • Receive (by discipline supervisors) original punch list, recording them on the punch list record logbook and assuring their insertion in the Mechanical Completion Data Base;  
    • Supply discipline supervisors with punch list printouts;  
    • Take punch list from file for collecting responsible signature when the work on the field is completed;  
    • Maintain updated progress report of closed punch list items;  
    • Address discipline supervisors / subcontractors punch list close-out as per given priority by the Pre-commissioning Group;  
    • Monitor status of pending priority punch list in each subsystem and keep Construction Management informed;  
    • Monitor discipline completion. When a discipline is completed within a Subsystem he shall issue the Discipline Acceptance Certificate according to “Mechanical Completion Manual”;  
    • Monitor Final Completion Dossier status for each Subsystem/System. When the Subsystem/System is completed he shall issue the Subsystem/System Ready for Commissioning Certificate according to “Mechanical Completion Manual”.  
    • Monitor the Final Completion Dossier preparation by Subcontractor/Precommissioning / Commissioning Group respectively.  

    Knowledge & Qualifications 

    • Relevant University Degree. 

    Experience:

    • Experience in Civil, Mechanical, Piping; 
    • Similar role covered at least in last three projects, of comparable size;

    Construction Instrumentation Supervisor (ISS)

    Location: Port Harcourt, Rivers
    Reports to: Construction Manager

    Job Summary / Role Description 

    • Construction Instrumentation Supervisor (ISS) directs Subcontractor activities for Instrumentation Construction, ensuring that Plant Construction works are performed according to the erection schedules and Project documents, within the assigned cost budget, and according to Quality & Safety procedures, as well as according to the terms and conditions of the subcontract. 

    Duties and Responsibilities 

    • Prior to the start of works, to check the Supplier’s material and technical documentation delivery schedule. Check that the same is in line with Construction schedules and contractual commitments; 
    • Prior to the start of works, control and approve the Method Statements submitted by the Subcontractors, ensuring their correct application on the field; 
    • He ensures the implementation of all the HSE procedures and standards for the areas or activities (subcontractors) of responsibilities; 
    • He directly participates to the HSE activities at site as defined for his position in the Site HSE plan and related procedures; 
    • To check that the said schedule is kept to, and to promote action to recover any delay; 
    • To check that the equipment and manpower employed by the Subcontractor are adequate and that the works performed by the Subcontractor conform to design documents, Safety regulations, and to the Quality level fixed by the same; 
    • Perform inspections and sign the necessary certificates as per Site Inspection Plans; 
    • To prepare the non-conformity register for each Subcontractor and co-ordinate nonconformity resolution; 
    • To detect any design errors, and where possible rectify the same or request the Site Engineer to make the necessary changes; 
    • To check Subcontractors’ work progress status sheets and sign the same for approval; 
    • To manage vendor specialists; 
    • To assist the Contract Manager/Engineer in defining new prices, in preparing amendments to subcontracts and in analysing and discussing claims. 

    Knowledge & Qualifications 

    • University Degree in relevant discipline 

    Experience 

    • Similar role covered at least in last three projects, of comparable size.
