    Voucher Examiner

    Duties

    The incumbent performs full range of voucher examination functions for State department and more than 13 other agencies and is responsible for the complete voucher process until the final certification. The Incumbent is required to process a wide variety of payments with the use of Integrated Logistics Management Systems (ILMS) E-invoicing system and the Regional Financial Management System (RFMS) in a timely manner within ICASS standard while adhering to US Government regulations. Incumbent processes, examines, and audits invoices and other supporting documents, which require payment for goods and services and other expenses delivered to the USG. Incumbent ensures payment vouchers are valid, accurate, adequately supported by proper and sufficient documentation and consistent with the terms and conditions stated in contracts, purchase orders, blanket purchase agreements, leases, grants, authorizations, provisions of pertinent regulations, and issues the required payment in USD or local currency. 

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE: 

    • A minimum of two (2) years of experience in bookkeeping or accounting including at least six months of experience in voucher examining work is required.
    •  An intermediate understanding of the host country laws and regulations is required. Working knowledge of host country financial best practices and banking procedures to ensure vendor payments and salary payments is required. 

    Education Requirements:

    • Two (2) years of University studies is required.

    Evaluations:

    • This may be tested. Please specify your level of proficiency in the language listed.

    LANGUAGE:  Fluency in speaking/reading/writing of English is required.  

    SKILLS AND ABILITIES:  

    • Proficiency in Microsoft Outlook, Excel, Spreadsheet, Word, PowerPoint is required. Effective communication in English and excellent customer service skills are required.  Good analytical and interpersonal skills, attention to details and high level of accuracy especially when working with numbers is required.
    • Must be flexible and able to work with constant changes in work priorities.
    • Must be able to maintain confidentiality regarding all records.
    • Must exercise considerable judgement in interpreting and applying complex guidance.
    • High proficiency in using calculators is required. Incumbent must be effective in time management.
