    Unit Head: Program Management Officer

    Job Objectives   

    • Responsible for leadership, oversight, monitoring and management of the PgMO.
    • Responsible for designing the governance frameworks within which projects and programs are created, managed and completed within the PgMO of the company and the Project Management  Offices (PMO) of its sister companies.
    • Responsible Establishment of methodologies, standards and dependencies according to which projects and programs are designed and managed.
    • Accountable for overseeing the management of projects and programs launched to the PgMO by multiple internal and external clients, ensuring activities are delivered within agreed constraints.
    • Coordinating the successful delivery of projects and programs across Technology Group functions and other departments and groups that are not technology-based.
    • Responsible for leading the delivery of projects and programs from project initiation to transition to operations and to meet the desired business benefits and objectives.
    • Accountable for providing reports and  dashboards on statuses and progress of project and programs  to aid better management insight and decision-making

    Job Responsibilities

    • Manage day-to-day activities in the Program Management Office (PgMO) to ensure programs and projects meet 
    • organization goals and requirements.
    • Ensure that appropriate systems and procedures are established and followed, ensuring best practices in project and program management are continually developed and used with
    • appropriate governance frameworks in place.
    • Provide implementation guidance to sister companies’ Project Management office (PMO) on established PgMO’s processes  and policies.
    • Oversee the work of PgMO staff, and work with other department leaders to define, prioritize, and develop projects and programs.
    • Direct the delivery of projects and programs through active sponsorship, leadership and involvement in specific initiatives to ensure they meet scope, schedule (time), budget (cost), resource, risk, quality and customer satisfaction requirements.
    • Implement an effective review, reporting and presentation structure.
    • Line-manage a central pool of project managers and project officers; participating in the recruitment and onboarding of new project managers when required.
    • Work closely with project managers responsible for delivery of the constituent workstreams within programs.

    • % of projects and programs remaining  at same status for x reporting periods
    • % of projects and programs stopped.
    • % of projects and programs that failed to be delivered.

    Competence Requirements

    • Portfolio and program management experience.
    • Project management experience.
    • Exceptional track record of on-schedule, on-budget and to- specification delivery of programs and projects.
    • Experience of managing multiple and complex projects to quality, time and budget.
    • Proven ability to manage relationships with internal customers and clients.
    • Excellent communication skills (written and oral)  in English Language and  interpersonal skills.
    • Data analysis skills
    • Adequate knowledge of organizational strategies and needs.
    • Strategic and analytical mind used to determine relevant KPIs in service of company objectives.
    • Expert knowledge of the creation of frameworks,user guides, tools, processes and systems optimised to efficiently reach organizational goals.
    • Productive communication skills towards PgMO staff, motivating them within the implemented framework.
    • Constructive feedback techniques.dashboarding process to ensure that information is accurate and timely for executive decision drivers, business requirements, solutions strategies and alternatives, etc., being considered and/or implemented.
    • Review project reporting including overall performance of the program and project completion documentation.
    • Establish a consistent approach to oversight and  performance reporting of large- scale projects and programs.
    • Provide leadership in the resolutions of inter-program and inter-project issues.
    • Own budgetary and direct expense responsibilities.
    • Conduct post-delivery project and program  evaluations towards continuous improvement and  increased customer satisfaction.
    • Get involved in the hiring and development of staff as well setting individual KPIs and metrics for staff.
    • Maintain oversight of live projects and programs and provide regular performance reports to senior management. .
    • Manage subordinate staff in the day-to-day performance of their jobs, and ensure that project/programs/department milestones/goals are achieved.
    • Work closely with colleagues and stakeholders across the organisation to understand their need for project management support.
    • Implement the automation of project and program execution through the deployment of Project and Program Management Software

    Educational Qualification 

    • Minimum of a Higher National Diploma (HND) or Beachelors degree in Computer Science, Computer  Engineering, Electronic and Information  Engineering  or related areas.

    Professional Qualification 

    • Possession of the following certifications is recommended: PMP, Prince 2 Practioner, Agille-PM , Certified Scrum Master etc

    Desired Experience 

    • 12 to 14 years of functional experience in ICT, project and program management, commercial and other related fields
