    Technology Products & Platforms (Governance & Regulatory) Manager

    JOB SUMMARY    

    Responsible for driving governance, regulatory compliance, and technical programme delivery across the Group Technology Products & Platforms (GTPP) portfolio. The role leads the development and management of regulatory documentation, governance frameworks, and proof-of-concept (POC) programmes, ensuring technology initiatives progress from concept through regulatory and governance approvals. The Technical Program Manager serves as the custodian of compliance documentation, programme governance, and regulatory engagement, enabling technology products to meet internal standards and external regulatory requirements while supporting timely delivery and informed executive decision-making.

    • Certainty must match the severity of the action. No POC clears a gate on optimism; the confidence behind a sign-off must be proportional to what is being approved.
    • Measure what matters: submissions cleared, gates passed, and gaps closed, not the volume of documents produced.
    • Bias to clarity: every brief, register, and status leaves the reader able to make a decision.

    REPORTING RELATIONSHIPS    Reports To: Director of Group Technology, Products & Platforms

    Key Responsibilities

    Regulatory Documentation & Compliance

    • Develop, maintain, and continuously update regulatory and licensing documentation across the technology portfolio, including pMint and other technology ventures.
    • Maintain a comprehensive register of regulatory obligations for all entities and products, ensuring timely monitoring and closure of compliance requirements.
    • Prepare and coordinate regulatory submissions, licence applications, and responses to regulatory enquiries.
    • Ensure all regulatory documentation meets audit and regulatory standards with minimal rework.

    Governance & Controls

    • Develop and maintain governance frameworks, policies, decision-rights, and documentation supporting GTPP initiatives.
    • Coordinate governance review processes and compliance monitoring activities.
    • Identify governance and compliance gaps, recommend remediation actions, and monitor implementation.
    • Partner with Legal, Compliance, Risk, and Information Security teams to ensure adherence to regulatory and Group governance requirements.

    Technical Programme & Proof of Concept (POC) Management

    • Define Proof of Concept (POC) scope, business requirements, regulatory considerations, success criteria, and acceptance gates.
    • Coordinate the delivery lifecycle of POCs from initiation through Go/No-Go decisions.
    • Manage programme timelines, dependencies, risks, and stakeholder engagement across Product, Engineering, Legal, Compliance, and external partners.
    • Produce executive-ready specifications, governance papers, programme updates, and decision-support documentation.

    Regulatory Reporting & Stakeholder Coordination

    • Serve as the central point of coordination for regulatory, governance, and POC reporting across the technology portfolio.
    • Prepare periodic reports highlighting programme status, compliance progress, risks, and key milestones.
    • Escalate critical issues with clear recommendations and implementation options.
    • Coordinate engagements with regulators, external advisers, and internal stakeholders to support regulatory approvals and governance requirements.

    Regulatory Submissions & Approvals

    • 100% of planned regulatory submissions filed within approved timelines.
    • 90%+ of submissions accepted without material rework.
    • Average regulator response turnaround time maintained within agreed SLA.

    Compliance & Governance Management

    • 100% of regulatory obligations tracked in the obligations register.
    • 100% quarterly review of the obligations register completed.
    • Zero material compliance gaps left unresolved beyond agreed remediation timelines.

    POC Programme Delivery

    • 90%+ of POCs progress from specification to Go/No-Go decision within approved cycle time.
    • 100% of POCs have documented scope, requirements, success criteria, and acceptance gates before execution.
    • Average POC decision cycle time tracked and improved quarter-on-quarter.

    Documentation Quality

    • 100% of governance and regulatory documents maintained in approved repositories.
    • 95%+ first-pass approval rate for executive and governance papers.
    • Zero critical audit findings attributable to documentation deficiencies.

    Stakeholder & Risk Management

    • 100% of high-risk issues escalated within 48 hours of identification.
    • 90%+ of stakeholder action items closed within agreed timelines.
    • Monthly governance and programme status reports delivered by agreed reporting dates.

    SPECIFICATION / QUALIFICATION

    Qualification

    • Bachelor\'s degree in Computer Science, Information Technology, Engineering, Business Administration, Law, or a related discipline.
    • Professional certification in Project Management (PMP, PRINCE2), Governance, Risk, or Compliance is an added advantage.

    Minimum Experience

    • Minimum of six (6) years\' experience in Technical Programme Management, Governance, Regulatory Compliance, or Project Management within fintech, financial services, or another regulated industry.
    • Demonstrated experience managing regulatory submissions and interactions with regulatory bodies.
    • Proven experience delivering technical programmes and Proofs of Concept (POCs) through governance and approval processes.
    • Strong understanding of Nigerian regulatory frameworks, including CBN, SEC, NDPC (Data Privacy), and related financial services regulations.
    • Experience working with cross-functional teams across Product, Engineering, Legal, Risk, Compliance, and Information Security.
