    Technical Advisor - Gender

    Job Description

    • Serves as ECEWS Gender POC and resource person on matters related to ECEWS and CDC global gender policies and strategies, including other relevant U.S. strategies and legislation, to ensure that all Gender activities at offices and supported facilities across Delta, Osun & Ekiti States comply with the relevant ADS and related guidance and policies towards Gender integration, Gender Based Violence, Gender equality/ equity and women’s empowerment.
    • At the directives of the Associate Director – OVC/Gender, s/he will participate and represent ECEWS at all levels of Gender TWGs, including CDC IPs Gender POC Working Group meetings and respond to required directives and deliverables as it pertains to Gender programming.
    • Leads advocacy visits to relevant State actors/ designated GoN staff (From relevant line Ministries/ Agencies) and Stakeholders on need for effective collaboration/ partnership, ownership and sustainability of set up structures, approaches and processes on Gender & Gender Based Violence programming, while intensifying training efforts on their technical skills, capacity development and networking to support technical intervention and response to address Sexual and all forms of GBV.
    • Provides technical support to Technical Offices on CDC Gender & GBV Technical Priorities which include; Addressing IPV in the context of PrEP, index testing and care & treatment services (routine and clinical enquiry), Providing post-violence clinical care services at HIV care & treatment sites, Improving linkage between community-based HIV, GBV prevention interventions and clinical post-GBV care services, Improving monitoring of GBV case identification, prevention, and response activities, towards informed/ improved program design, implementation, evaluation and overall program achievements.
    • Provides guidance on indicators, performance monitoring and activity work plans related gender, as required by CDC on the Project.
    • Trains and mentors’ technical staff to ensure they have sufficient capacity to successfully assume responsibilities on training/ mentoring designated staff at supported facilities on Standard Operating Procedures for administering post-violence care services, including clinical management specific to children and adolescents, as well as referral for non – clinical services and reporting appropriately.
    • Reviews, provides guidance and clearance on all gender analyses, assessments, technical activity descriptions, as well as manage, monitor, and provide oversight to ACE Gender technical staff and facility designated staff to ensure program progress, results, and impacts.
    • Advise Management, Program/ Project Directors, Managers, team leaders, including HR Office, on matters where gender inclusiveness, integration and awareness is critical.
    • Trains, mentors and works strategically to enhance the awareness, knowledge and overall capacity of Project staff on Sexual & Gender Based Violence, gender inequality, human rights and other issues related to gender.
    • Lead efforts of technical skill and capacity development, networking to support technical intervention and effective collaboration and response to address SGBV by relevant State actors and Stakeholders, learning and adapting among designated State actors/ GoN, HQ, States and facility staff as well as community volunteers.                                                                                                                                                      
    • Prepares frequent updates, including those from various Gender working groups meetings and responds timely and effectively to regular reporting, including monthly, quarterly Semi Annual and Annual progress reports. Other reporting deliverables include; High resolution program intervention photographs and Gender success stories that best captures CDC progress on the Project.
    • Any other duties as assigned.

    Minimum Recruitment Standard

    • Master's Degree in Development, Public Health, Social Work, or related degree, or equivalent combination of education and work experience
    • 10+ years of professional experience in international development, with at least seven years of experience implementing programs based in Nigeria.
    • 5+ years of experience in GBV prevention and/or response initiatives, including program design, training, facilitation, management, monitoring and evaluation, and/or research
    • Demonstrated success with multi-million dollar proposals for Gender programming
    • Experience working on US government-funded programs
    • Experience as a case worker or supervising case workers and a thorough understanding of GBV case management principles
    • Field experience
    • Expert conceptual and practical knowledge of gender-based violence and gender issues, including methods for gender and power analysis, socio-ecological models for violence prevention and associated interventions, social/gender norms change interventions, measurement and evaluation of GBV interventions, and expertise on integration of such approaches into multi-sectoral programs;
    • Fluent in English.
