Security and Safety Analyst at UN Women

The Security and Safety Analyst will directly support the Country Representative and will report to the operations manager with a technical reporting line to the UN Women Global Security and Safety Advisor, through the UN Women Regional Security and Safety Specialist. The Security and Safety Analyst will provide technical security and safety oversight, monitoring, management, and functional advice to the country office.

Duties and Responsibilities

Provide technical support, guidance and advice to the Nigeria Country Office

• Provide timely and accurate security and safety advice and recommendations to the Nigeria Country Office and Maiduguri Field Office
• Clarify, interpret, and implement existing UN and UN Women security and safety policy as applicable;
• Coordinate security and safety evaluations and provide advice on security and safety measures for the residences (Residential Security Measures - RSM) of UN Women personnel, as well as on the latest trends and threats to personnel safety and security;
• Assess and implement SRMMs ensuring UN Women Nigeria Country Office and Maiduguri Field Office are compliant at all times.
• Gather and verify information on developing threats and related risks, reviewing the impact of security and safety factors and risks on UN Women personnel, premises, assets, programme design, and delivery;
• Provide security and safety surge support outside of the designated ‘Duty Station’ as required;
• Provide remote security and safety support to identified UN Women personnel, offices, programmes, and projects as required;
• Participate as a member of security and safety groups, particularly IASMN Working Groups as designated by the UN Women Global Security and Safety Adviser, where applicable.

Conduct security and safety assessments and take necessary action

• Provide substantive assessment of the security and safety situation at the duty station and ensure adequate gathering and verification of security and safety information;
• Conduct security and safety assessments of UN Women premises and equipment and provide recommendations on risk management;
• Initiate organizational security and safety assessments to enable UN Women programme delivery.

Liaise with and participate in the local security and safety community

• Liaise and coordinate with the host government security and safety organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations, UN entities, and other non-State actors;
• Review all LCSSBs and report findings to RSSS and DRSSS to allow support
• Participate in all Security and safety Cell meetings and report to the Rep on issues to be tabled at SMTs
• Provide an advisory presence at UN security and safety management meetings such as the country SMT;
• Maintain a security and safety network of international and national security and safety personnel.

Collect, update and communicate security and safety information

• Provide updates and information to RSS and DRSS in relation to the security and safety intranet portal and documentation;
• Disseminate security and safety information and measures to personnel, ensuring RSSS and DRSSS is in copy;
• Disseminate analytical products and outputs of the Section to stakeholders; Conduct regular communications with UN Women Security and safety Focal Points in Nigeria;
• Establish a UN Women Warden System/Communication Tree, where applicable.
• Update all UN Women Security and safety platforms, BCCMA, Everbridge and SSCS

Maintain, manage, and implement the UN Women Security and Safety Plan, including updating personnel lists

• Manage the preparation and review of the UN Women Security and Safety Plan and provide technical support in its implementation;
• Provide advice and recommendations in the selection and purchasing of security and safety equipment, keeping RSSS and DRSSS in copy;
• Prepare and submit security and safety clearance/movement of personnel requests;
• Maintain, coordinate and implement the UN Women Warden System, where applicable;
• Track and update of information related to UN Women offices and residences including the Global Premises Directory.

Monitor, manage and implement UN Women compliance of the Security and Safety Risk Management Measures (SRMM) established for the geographical locations and duty station/s

• Compile data required for the SRMM Self-Assessment of the UN Women and UN Security and Safety Compliance Survey (SSCS) Programme;
• Provide technical support to and advise the UN Women Security and Safety Focal Point in the completion and updating of the SSCS;
• Provide technical support to and advise the UN Women Security and Safety Focal Point in the evaluation and implementation of the UN Women Security and Safety Compliance Action Plan (SSCAP) and UN Women Security and Safety Compliance Enhancement Funding (SSCEF);
• Implement SRMM for UN Women personnel, premises and assets, and systems and protocols as required, ensuring the mainstreaming security and safety;
• Support security and safety compliance input of all UN Women offices within AOR.

Report security and safety incidents affecting UN Women personnel, programmes, offices, and assets

• Collate information and provide inputs to security and safety reports, such as the Security & Safety Incident Reporting System (SSIRS), Security Risk Management (SRM) Assessments and other ad-hoc incident reports;
• Provide updates to ongoing incidents as required;
• Coordinate security and safety evaluations and surveys of Nigeria Country Offices
• Develop accurate and timely written country briefings;
• Provide information to the country's UN Security Management System (UNSMS) as required.

Develop and conduct training courses on security and safety awareness, preparedness, mainstreaming, BCCMA, and specialized security and safety UN Women now have a security and safety training coordinator, and all requests to be channeled through them

• Participate in the development of UNSMS training;
• Contribute substantial inputs to UN women-specific security and safety training; conduct security and safety training;
• Provide security and safety orientation to newly assigned personnel members and security and safety briefings;
• Ensure records of training are maintained;
• Provide security and safety mainstreaming sessions as required;
• Provide BCCMA training sessions as required;
• Coordinate with DRSSS and RSSS to provide UN Women Representatives and Heads of Offices security and safety briefings.

Coordinate the Budget and Finances

• Compile the inputs to the security and safety annual work plan and related budget; initiate budget revisions for approval
• Prepare security and safety budgets as well as completion of UN Women SSCEF funding requests;
• Provide security and safety inputs to UN Women Annual Workplan/SN, programme appraisal bodies, and related budgets;
• Monitor and support allotted UN Women Security and Safety Compliance funds to budget and utilize them in a timely manner within Quantum;
• Monitor that costs and expenditures remain within budget and approved limits through the monitoring of monthly Quantum budget reports;
• Keep the Operations Manager updated on expenditures in the operational budget and follow closely remaining expenditures;
• Prepare budget closures and reports as per Country processes;
• Ensure that all projects and programmes contribute resources to the implementation of security and safety measures.

Perform other security and safety-related tasks including but not limited to

• Maintain liaison with commercial companies used for UN Women security and safety at offices and residences, in order to ensure the effective and efficient use of guard forces;
• Prepare and administer documentation related to travel arrangements, both local and international, including Travel Authorizations as required.

Required Skills and Experience

Education and certification:

• Master’s Degree or Equivalent, preferably in social sciences, management, or a related security and safety field.
• A formal multi-year education in Security and safety Management, such as military or police senior Command and Personnel College (minimum 9 months’ full time) qualification, with command experience at senior level, is considered equivalent to a Master’s
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

• A minimum of 4 years of relevant security and safety and development related experience (2 years if applicant is in possession of a Master’s degree in a relevant security and safety field).
• Budget management experience as it relates to field support is desirable;
• Experience of conducting security and safety risk assessments as integral part of operational planning and the enabling of operations is desirable;
• Experience of disaster and/or conflict surge support is desirable.

Language Requirements:

• Fluency in English and Hausa is required
• Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
