    Reporting Officer (Displacement Tracking Matrix (DTM))

    Core Functions / Responsibilities: 

    • Support the implementation of DTM activities and field assessments involving multi-layered data collection techniques to gather timely information about displacement, population mobility, and movement flows and returnee assessments.
    • Participate in the development and implementation of data collection, tools, and analysis exercises in alignment with Nigeria's DTM strategic and operational plan, including its reporting and dissemination.
    • Identify gaps and areas for improvement and propose solutions to improve data collection, analysis procedures, reporting, effectiveness, and efficiency of the methodologies used and the processes to maximize performance and contextualization of DTM field activities.
    • Contribute to the development of information products on DTM deliverables, including, but not limited to, technical analytical and statistical reports, predictive trend analysis, displacement profiles, GIS maps, infographics, technical guidelines, lessons learnt and best practices, and other relevant products.
    • Review collected data and information and map the identified conditions and needs in displaced areas. Moreso, assist in managing the field reporting mechanism and ensure routine updates are cross-checked with the field teams, uploaded on Kobo and disseminated periodically on a daily, weekly, monthly, quarterly, and annual basis.
    • Support the DTM programme implementation and reporting in line with the donor timelines, track progress, and check that deadlines are met. Besides, research, evaluate, draft, and format internal and external DTM programme reports (narrative, qualitative and quantitative) and other crucial documents.
    •  Recommend relevant information for inclusion in all DTM programmes, such as reporting and proposal development. Monitor and follow up on proofreading and editing of DTM products, publications, and internal and external/ donor reporting, including liaising with the Project Support Unit (PSU) on proposal matters, kick-offs/ review meetings, and project reporting.
    • Facilitate the integration of cross-cutting and mainstreaming issues, including disability inclusion, protection mainstreaming, accountability to the affected population (AAP), gender perspectives and attention to specific women/girl's and children's rights issues (vulnerable groups) within DTM field activities (data collection), tools development, methodologies (qualitative and quantitative) and publications.
    • Coordinate and supervise the dissemination of DTM information to programme units, partners, donors and other stakeholders through presentations, discussions, meetings, and other relevant methods. Besides, maintain close contacts with programme units, UN agencies, INGOs/NGOs, Government counterparts, and other stakeholders on pertinent issues to DTM implementation as required.
    • Support the integration of IOM's data protection principles and best practices on humanitarian data protection and ethical use of data across all DTM data management, sharing and dissemination. Bring issues of non-compliance to the attention of the DTM Coordinator.
    • Organize and deliver capacity-building initiatives to the DTM field staff, operational partners, NGOs and government authorities on data, Information Management (IM), reporting, etc. Facilitate on-the-job training and knowledge transfer to DTM staff dealing with IM and reporting.
    • Participate in meetings and engagement with partners and local authorities on matters related to displacement data, as well as undertake duty travel, as required, related to project implementation, coordination, training, and liaison with partners.
    • Provide technical guidance on planning, monitoring, reporting, and disseminating DTM activities. Additionally, contribute to developing new research methodologies for data collection, publications, guidelines, and SOPs.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience: Education

    • Master's degree in Information Management, Computer Science, Political or Social Science, International Law, Humanitarian Affairs, or a related field from an accredited academic institution with two years of relevant professional experience;

    or 

    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in emergency response and humanitarian assistance and the implementation of early recovery activities;
    • Experience with ECHO and BHA reporting templates is advantageous;
    • Experience in data collection, research, and report writing;
    • Experience working with data protection guidelines and principles;
    • Experience in project implementation in a humanitarian context;
    • Experience writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
    • Experience in data analysis and data visualization;
    • Knowledge of UN, IOM, international organizations and NGO mandates and programmes in humanitarian assistance to IDPs and conflict-affected populations;
    • Knowledge of ESRI ArcGIS and other GIS-related software; is an advantage;
    • Experience writing technical requirements documents, proposal inputs, planning specifications to technical briefs for data capture/ analysis, compiling diverse datasets, etc.

    Skills

    • Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
    • Excellent knowledge of the IOM project management cycle;
    • Good knowledge of UN and bilateral donor programming;
    • Ability to write and speak clearly and concisely in English;
    • Proven high-level representation skills, such as speaking at meetings and providing situational analysis;
    • Solid computer skills, including proficiency in MS Office packages (Excel, PowerPoint, Outlook) with relational databases, graphic design using Adobe tools, etc.
    • Expertise in data collection tools, e.g., Kobo and ODK, etc.

    Languages

    • IOM’s official languages are English, French, and Spanish. External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
    • For all applicants, fluency in English is required (oral and written). Working knowledge of Hausa is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
