    QHSE & TQR Manager

    • Governance: Participate in Africa QHSSE and TQR strategy, monitoring & challenging, Information meetings; Organize relevant (annual management review(s), Impartiality Committee, Operational Excellence Committees, Engagement Committees, QHSSE Committees, MBR, STBT, etc.); Report scorecard, safety reports, environmental reports, compliance reports and QHSSE committee meetings at agreed frequency – ensure appropriate team members are contributing; Escalate issues in a timely manner to appropriate responsible person; Validate and approve, or obtain validation and approval as per procedures. Assist in translating year's strategy to monthly measurable objectives. Ensure Scorecard are deployed locally. Consolidate, analyze, challenge entities
    • Management system: Ensure implementation of the Group and Africa Management system. Suggest improvement in the Management systems. When not available at Africa level, develop local procedures to be approved by Africa
    • Risk Management: Map services; Assess risks (health, safety & security; environment; quality; impartiality) while ensuring participation of all stakeholders (employees, supervisors, maintenance teams, managers, etc.) with an emphasis on high HSSE risk activities and high technical risk activities; Ensure identified corrective & preventive measures are implemented; Identify trends and risks from findings across audits and incidents for the district, and develop action plans.
    • Audits : Prepare, follow and ensure the annual audits (ISO 9001, ISO 14001, ISO 45001, ISO 17020, ISO 17021, ISO 17025, ISO 17065, client, accreditation body, public authority, etc.) program for its district is performed as planned; Participate in the Audits opening & closing; If qualified, perform internal audits; Have an overview of all findings from internal & external audits; Participate in Root Cause Analysis investigation; Support in action plan development and corrective action (CA) implementation; If relevant, deploy CA in whole district
    • Operational Compliance: Monitor overall compliance to group policies and procedures, and ensure recording of non compliance.
    • Special projects (telematics, environment, equipment management, regulatory watch, etc.): Identify, propose and ensure availability of project representant for the district. This person will work with project manager for the duration of the project
    • HSSE-specific prevention programs: Deploy HSSE programs. Ensure that actions issued from safety alerts are implemented. Monitor of participation rate (STBT, safety campaign), challenge entities. Perform safety walks and especially in activities with high safety risks. Ensure that CA from safety walks are closed properly. Review HSSE plan for large project developed by Local HSE
    • HSSE Incidents : Be aware of all incidents reported. Support CA implementations. Validate unsafe conditions / Near Hits. Check that incidents are reported properly (i.e category of incident, time to report, etc.). Create accidents for accidents with injuries, property damage, security incidents, etc.). Request RCA when necessary based on our procedure. Participate in RCA investigation. Schedule RCA restitution to Africa team.  Participate in action plan development. Monitoring of action plan completion. Check if in the district similar situation is occurring and manage deployment of similar  CA if any. Inform Africa HSSE immediately in case of accident with injuries
    • Security: Supports and review that security plans for high and extreme risk countries are filled appropriately with all evidences for approval and sent to Africa QHSSE. Inform Africa QHSSE for any significant security events
    • Environment: Define targets according to Africa target. Coordinate environment projects. Ensure Greenhub reports are submitted and validate reports in the dedicated tool. Analyse data and provide description.
    • Governance of Local license to operate (LTO) and Service Level Agreements (SLA): Assess periodically the service portfolio: identify and monitor new products and services, as well as the need for LTO. Manage a close and fruitful relationship with accreditation bodies and/or authorities. Maintain LTOs with the district: coordinate the application, monitor compliance and ensure timely renewal. Ensure compliance to internal SLAs. Escalate accordingly. Have a current copy of LTOs and SLAs at all times
    • Impartiality: Facilitate the Impartiality Committee and impartiality risk assessment process. Monitor the risk or threat linked to impartiality. Ensure implementation of actions plans
    • Regulations: Monitor regulations pertinent to the district’s identified risks and execution of services
    • Referentials: Ensure access to norms and standards necessary for execution of services
    • Qualifications: Ensure each employee and sub-contractor are identified and recorded as a resource in group qualification system. Work with Africa TQR and Business Lines to assign required qualifications. Work with human resources and business unit managers in the preparation of the yearly technical training plan and yearly supervision plan.  Ensure plans satisfy path to qualification and implementation of such plans. Monitor compliance to supervision plan
    • Equipment and software: Ensure work is executed with calibrated equipment and approved software
    • Approve and Follow up on;

    • Standard operating procedures: Ensure work is executed using approved procedures
    • Offer review: Monitor offers issued to client, challenge business units on potential risks identified in offers before issuance. Ensure escalation to Engagement Committee for opportunities above threshold, with a new scope or presenting high risk to Bureau Veritas. Approve risk scoring before submission to Africa Engagement Committee
    • Deliverables: Monitor work is executed within traceable systems, using approved format of delivery while following standardized processes and procedures. Escalate to Operational Excellence officer any request for improvement
    • Quality incidents and complaints: Ensure recording of quality incidents, feedback from customer satisfaction surveys, complaints & claims. Inventory counterfeit deliverables. Escalate accordingly. Ensure implementation and closing of CA.
