    Protection Field Officer

    Job Summary

    • Under the supervision of the Protection delegate, the Protection Field Officer is responsible for the implementation of Protection (mainly Protection of Civilian Population and Detention) activities including transversal topics such as Sexual Violence, Health Care in Danger (HCiD), and Child Protection (CP).
    • He/she participates in the analysis of the security situation and humanitarian issues in their AoR. Identifies protection problems and ensures proper treatment of enquiries following violations of IHL and other humanitarian consequences of the armed conflict.

    Main Duties and Responsibilities

    • Provides comprehensive and documented analysis on the humanitarian, political, economic, and security situation in the AoR and specific topics relating to PROT concerns (e.g. farmers, IDPs, Borno Model, etc).
    • Identifies protection problems through various sources and contributes to the implementation of the PROT strategy of the SD.
    • Conducts release checks and debriefings in their AoR and supports the delegate to prepare DET visits
    • Participates in FAS IHL trainings and disseminations with weapon bearers to present PROT work and specific themes such as SV/CP/HCiD as relevant
    • Documents cases of alleged violations of International Humanitarian Law through discussions with victims, witnesses, and other sources and inputs them into PROT6.
    • Supports other PROT activities, when needed, including tracing cases, RFL in detention follow ups and registration of vulnerable people.
    • Contributes to stakeholder mapping for Protection actors in their AoR through communication with different sources and NGOs / UN agencies in the outreach locations. Works closely with the Field colleagues to ensure alignment of interlocutors and consistent messaging on Protection topics and ICRC activities.
    • Participates in networking and dialogue with relevant interlocutors, ensures interaction with other departments (Assistance, Prevention and Cooperation), Sub-delegations and offices, the NRCS and external contacts.
    • Oversees the proper entry and quality of information in the protection database and proactively analyses the information.
    • Reports and follows up PROT issues for individual cases and ensured a holistic ICRC response (ECOSEC, health, PRP, MST, etc) and external referrals.
    • Translates with accuracy, verbally and in writing, Hausa-English (vice versa), Kanuri-English (vice versa), and local other languages if relevant
    • Regularly checks with field Health teams to track issues related to HCiD and participate in FAT in their AoR.
    • Ensures the implementation of the SV and CP strategies in their AoR at Sub Delegation level.

    Education and Experience Required

    • University Degree in International Relations, Social Sciences, Law or another related field.
    • 3-5 years of working experience with a humanitarian organization and/or NGO/CSO.
    • Good knowledge of the political, security, and socio-cultural dynamics of the North East of Nigeria in general.
    • Good communication skills with excellent knowledge of written and oral English and very good reporting skills (writing reports).
    • Fluency in Hausa and Kanuri is required. Knowledge of other local languages will be considered an asset

    Desired Profile and Skills:

    • Good understanding of the do no harm principle.
    • Good ability to interview and speak to persons in sensitive situations.
    • Good public speaking skills and proven ability to effectively engage and introduce the ICRC to multi-level stakeholders (beneficiaries, security personnel, community leaders, religious groups, other humanitarian actors).
    • Advanced computer skills (Word, Excel, PowerPoint).
