    Program Officer, Systems Strengthening - ICHSSA 2

    Job Description

    • We are recruiting a Program Officer to support USAID/Nigeria’s Integrated Child Health and Social Services Award (ICHSSA) program.
    • The purpose of ICHSSA is to reduce the impact of Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (HIV/AIDS) on orphans and vulnerable children (OVC).
    • ICHSSA will ensure that OVCs are cared for and protected by their households, communities, local and state governments.

    Position Summary

    • The Program Officer is responsible responsible for providing technical support for the ICHSSA 2 Lagos Program with emphasis on strengthening social service systems and building capacity of the social service workforce (government MDAs and CBOs).
    • S/he will work closely with the project leadership and staff to ensure program success and will be responsible for designing and implementing workplan and support program activities as it relates to stakeholder engagement and systems strengthening for the OVC program at State and LGA levels.
    • The PO will provide technical support on all aspects of systems strengthening to improve the quality of OVC service delivery by local and State government in Lagos State.
    • S/he will support the technical team to produce quarterly, semi-annual, and annual quantitative and narrative reports, including relevant information on lessons learnt, challenges encountered, and opportunities identified for improvement.  
    • The PO will have cross cutting relationships with the M&E Unit for project indicator performance and document success stories for the project.
    • The Program Officer reports to the Sr. Advisor for Systems Strengthening.

    Program Implementation & Operation (100% LOE):

    • Contributes to program success and technical quality of reports and documents on ICHSSA.
    • Coordinate all systems strengthening activities in accordance with the Sr. Advisor, including activities with CBOs and maintain relationships at all levels.
    • Reviews, analyses and prepares project results in collaboration with field team for presentation within PH and externally as appropriate.
    • Monitors ICHSSA 2 Lagos program by reviewing information, reports and data.
    • Produce monthly and quarterly program reports.
    • Contribute to capacity building for Ministry of Youth and Social Development, LGA and CBOs.
    • Ensure accurate and appropriate reporting of all project activities, plans, annual reports and workshops on DevResults.
    • Develop communication materials and success stories that highlight project achievements.

    Requirements

    • Bachelor's Degree in one of the following: Public Health, Epidemiology, Social work.
    • Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics or a related field is required. A Master’s Degree in Public Health is preferred.
    • Professional Experience / Requirements:
    • Degree in Medical Field, Social Sciences or related disciplines with at least 4 years.
    • Cognate experience, which must include at least 2 years in Programming for OVC and subgranting to CBOs.
    • Knowledge of health systems strengthening activities, knowledge of health programs with the Nigeria public sector, NGOs / CBOs and collaborative relationship and liaison with community leaders.
    • He / she will assist in strengthening technical capacity of CBOs, LGAs and State in OVC programming, service provision and governance as well as provide guidance on referrals for the uptake of services and participate actively in referral coordination meetings.
    • Ensure accurate and appropriate reporting of all project activities including plans, implementation progress, annual reports, and workshops.
    • Lead the development of communications materials including quarterly reports, success stories, and blogs to highlight key issues, achievements, challenges, and lessons learned.
    • Fluency in English.
    • Willingness to travel to project sites and LGAs.

    Physical Demands and Work Environment

    • Physical Demands: While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment. Must be able to communicate in verbal and written form, and must be able to travel internationally.
    • Global Health employees may be required to travel or work in countries where working conditions are classified as “hardship”.
    • Work Environment: While performing the duties of this job, the employee is exposed to a typical office environment with minimal noise level.
