    Procurement Officer

    JOB SUMMARY

    • The Procurement Officer will oversee the acquisition of goods and services critical tdrilling, production, and refining operations. This role requires deep expertise in OCTG (Oil Country Tubular Goods), MR(Maintenance, Repair, and Operations), and capital equipment. You will mitigate supply chain risks, negotiate high-value contracts (upstream and downstream), and ensure compliance with industry standards (API, ISO, NACE).

    KEY RESPONSIBILITIES

    Strategic Sourcing and Operations

    • Lead end-to-end procurement for operations including drilling rig components, pumps, valves, and chemical treatments.
    • Develop and execute sourcing strategies for high-risk categories (subsea equipment, pressure control systems, and logistics).
    • Manage the full lifecycle of purchase orders (POs) from RFQ tdelivery, ensuring alignment with drilling/production schedules.

    Contract & Supplier Management

    • Negotiate long-term agreements (LTAs) with domestic and international suppliers, focusing on payment terms, lead times, and liquidated damages clauses.
    • Maintain a pre-qualified vendor registry (PVR) ensuring suppliers meet API Q1, IS9001:2015, and HSE (Health, Safety, Environment) requirements.
    • Conduct quarterly business reviews (QBRs) tdrive cost reduction (target: 8-12% YoY) without compromising quality.

    Risk & Compliance

    • Ensure procurement activities adhere tinternational and local content regulations 
    • Mitigate supply chain disruptions by developing alternative sourcing channels and safety stock strategies for critical spares.
    • Collaborate with HSE taudit supplier safety records (TRIR/OSHA).

    Stakeholder Collaboration

    • Interface with Project Managers, Drilling Engineers, and Maintenance teams tforecast demand and prevent production downtime.
    • Support the finance department with budget forecasting, cost allocation, and working capital optimization.

    REQUIREMENTS (SKILLS & QUALIFICATIONS)

    Education and Certifications

    • Bachelor’s degree in Supply Chain Management, Engineering, Business, or related field. MBA or Master’s preferred.
    • Certifications would be an added advantage: CPSM (ISM), CSCP (APICS), or CIPS.

    Professional Experience

    • Minimum 3-5 years of progressive procurement experience in Oil & Gas, Petrochemical, or Heavy Industrial sectors.
    • Proven track record negotiating drilling consumables, wellhead equipment, or refinery catalysts.
    • Experience with ERP systems would be an added advantage (SAP MM, Oracle, or Microsoft Dynamics 365) and e-sourcing platforms (Ariba, Coupa).

    Technical Competencies

    • Deep understanding of INCOTERMS 2024 (specifically CIF, FOB, and EXW for international freight).
    • Proficiency in data analytics (Excel Power Pivot, Power BI) for spend analysis.

    Soft Skills

    • Crisis management (e.g., rig downtime requires parts in 48 hours).
    • Cross-functional leadership (bridging gap between engineers and accountants).
    • High ethical standards.
