    Monitoring Evaluation and Learning Officer

    Job Purpose

    The MEL Officer will be responsible for supporting the implementation of robust MEL systems for the Country Programme that track progress, measure results, promote learning and ensure accountability. The role will ensure that monitoring and evaluation processes are participatory, gender sensitive, conflict sensitive and aligned with International Alert’s standards and donor requirements. 

    Key Responsibilities:  

    Monitoring and Data Management

    • Support the development and implementation of project MEL frameworks, logframes and indicator tracking tools.
    • Coordinate routine data collection, verification and analysis across project sites.
    • Ensure data quality through regular data quality assessments and field monitoring visits.
    • Maintain accurate and up to date MEL databases, dashboards and documentation.
    • Support baseline, midline and endline assessments as required.

    Evaluation and Learning

    • Support the design and management of internal and external evaluations.
    • Contribute to the development of learning agendas and reflection processes.
    • Facilitate learning reviews, after action reviews and pause and reflect sessions.
    • Document lessons learned, good practices and case studies.
    • Support adaptive management by translating findings into actionable recommendations.

    Accountability and Participation

    • Support the establishment and management of accountability and feedback mechanisms for communities and stakeholders.
    • Ensure safe, inclusive and accessible feedback channels, including for women, youth and marginalised groups.
    • Track, analyse and support responses to community feedback and complaints.
    • Ensure safeguarding and ethical standards are integrated into MEL processes

    Reporting and Donor Compliance

    • Provide MEL inputs into high quality donor reports, proposals and learning products.
    • Support compliance with donor MEL and reporting requirements.
    • Ensure documentation is complete and audit ready.

    Capacity Strengthening

    • Build MEL capacity of project staff, partners and community facilitators through training, coaching and mentoring.
    • Support partners to develop and use simple, practical MEL tools.
    • Promote a culture of learning and evidence based decision making.

    Cross Cutting Integration

    • Ensure gender equality, social inclusion, conflict sensitivity and Do No Harm principles are embedded in MEL systems.
    • Support integration of safeguarding, PSEA and ethical data collection practices.
    • Contribute to research, assessments and analytical studies as required.
    • Any other reasonable activities as determined by the line manager

    Qualifications and Experience

    • Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Statistics, Development Studies or a related field (Master’s degree an advantage).
    • Minimum of three to five years’ experience in MEL roles within development, humanitarian or peacebuilding programmes.
    • Strong experience in designing and implementing MEL frameworks and tools.
    • Experience with qualitative and quantitative data collection and analysis.
    • Familiarity with conflict sensitive, gender responsive and participatory MEL approaches.
    • Experience working in fragile or conflict affected contexts is an advantage.
    • Strong computer skills including Excel, data collection platforms and data visualisation. 
    • Demonstrated experience using data collection and Analysis tools such as Excel, Kobo toolbox, STATA, SPSS etc.
