Reporting line: Head of Programmes , Democracy and Governance
Role Overview:
The Monitoring, Evaluation and Research Analyst (MERA) will play a pivotal role in strengthening Democracy and Governance programming through data-driven monitoring, evaluation, and research. The Analyst will design and implement M&E frameworks, lead research projects, produce high-quality evidence for learning and advocacy, and ensure that programming is responsive, adaptive, and impactful. This role is crucial for driving data-informed decision-making, deepening thought leadership, and amplifying the organization's impact in women’s political participation and governance.
Key Responsibilities:
Monitoring and Evaluation (M&E):
- Develop, operationalize, and manage Monitoring, Evaluation, and Learning (MEL) frameworks, logframes, and project-specific indicators.
- Conduct baseline, midline, and endline assessments for Democracy and Governance projects.
- Lead the collection, management, and analysis of data to track program performance and impact against targets and KPIs.
- Manage monitoring tools and platforms (e.g., KoboToolbox, ODK, Airtable) to support efficient and real-time data collection.
- Support the design of project theories of change, results frameworks, and learning agendas.
- Develop periodic M&E reports for internal review, donor reporting, and external dissemination.
Research and Insights:
- Design and implement research studies and political ecosystem assessments (e.g., women’s political participation trends, legislative performance reviews, electoral environment studies).
- Lead literature reviews, policy mapping, and data analysis to generate insights that inform program design, policy advocacy, and strategy.
- Produce knowledge products such as briefs, position papers, reports, and infographics.
- Collaborate with external research partners, consultants, and academic institutions where needed.
Learning and Adaptation:
- Facilitate periodic learning reviews, after-action reviews, and program reflection sessions to promote adaptive management.
- Document and disseminate lessons learned, best practices, and recommendations for program improvement.
- Contribute to the creation of a learning culture within the organisation by building internal capacities on M&E and research.
Stakeholder Engagement:
- Support donor engagement through the development of high-quality reports, case studies, success stories, and data visualizations.
- Engage with project beneficiaries, implementing partners, political stakeholders, and community groups during data collection and dissemination activities.
Required Qualifications and Experience:
- Bachelor’s degree in Political Science, Development Studies, Public Policy, Statistics, Gender Studies, or a related field. (Master’s degree is a strong advantage.)
- Minimum of 3–5 years of professional experience in Monitoring, Evaluation, and/or Research, preferably within Democracy, Governance, Gender, or Development sectors.
- Experience conducting political research, program evaluations, and impact assessments.
- Demonstrated ability to develop M&E frameworks, tools, and databases.
- Proficiency with spreadsheets & data analysis software (e.g., SPSS, STATA, NVivo, R, or PowerBI).
- Solid understanding of gender-responsive monitoring, political inclusion frameworks, and human rights-based programming.
