    MEL Director, Nigeria - USAID/Nigeria Healthcare Financing and Human Resources for Health

    • Banyan Global is recruiting for a MEL Director for the anticipated USAID/Nigeria Health Financing and Human Resources for Health.
    • The MEL Director will lead the MEL team and is responsible for ensuring the successful implementation of the Adaptive Monitoring, Evaluation and Learning Plan (AMELP) by overseeing project results, data management, reporting on indicators, capturing evidence and learning, and supporting evidenced-based decision-making.
    • S/he will have experience designing and implementing monitoring and evaluation frameworks for public health programs.
    • The position is full-time and based in Abuja with travel to various states and is contingent upon funding.

    Responsibilities

    • Provide strategic guidance, vision, and management for successful monitoring, evaluation, and learning (MEL) of the project.
    • Develop and finalize a comprehensive AMELP for the project's life in collaboration across all program components including identification of process, output, and outcome indicators.
    • Oversee the program’s collaborating, learning, and adapting (CLA) process in collaboration with the Chief of Party; ensure that the program’s CLA approach is applied with consistency and rigor; and work with the leadership team to apply program learnings in pursuit of adaptive management.
    • Build high quality monitoring, evaluation, research, and learning system for the project.
    • Lead the implementation and management of monitoring and evaluation for the project at the Federal and State levels.
    • Support programmatic decision-making at all levels through data analysis, reporting and communication of program learnings across multiple states.
    • Support and manage the design, implementation, and/or oversight of research, evaluations or assessments.
    • Lead preparation of all program reporting requirements and lead the development of learning products for information sharing with appropriate stakeholders.
    • Ensure high quality throughout monitoring, evaluation and research activities including the design of activities, development of qualitative and quantitative data collection instruments, data analysis, and the presentation of findings.
    • Collaborate with relevant health sector stakeholders on health information, health sector M&E, and other relevant technical areas related to program MEL to ensure processes reflect local contexts and priorities.
    • Provide coaching and support to local implementing partners to co-create and lead distinct MEL activities.
    • Conduct supplementary analysis of existing USAID, academic, or government source data.
    • Support MEL training, workshops, capacity building events and related initiatives for project staff and implementing partners.

    Qualifications

    • Master’s degree or higher in a relevant field such as monitoring and evaluation, data science, statistics, demographics, public health, development studies/affairs, or a related discipline.
    • Demonstrated progressive experience in monitoring and evaluation of health systems strengthening (HSS) programs and working with development agencies and organizations, government officials, project beneficiaries, and project staff; experience with USAID-funded programs in Nigeria preferred.
    • Experience with USAID's CLA approach, including developing and integrating the CLA approach within project frameworks and leading CLA approaches across partners and technical focus areas to yield successful collaboration and integration.
    • Strong knowledge of health program data collection and analysis methodologies (e.g., qualitative, quantitative, and mixed methods.
    • Detailed knowledge of USAID program reporting requirements; previous leadership experience designing and overseeing M&E systems for comparable large, complex USAID programs.
    • Professional experience involving issues related to healthcare financing and/or human resources for health preferred.
    • Extensive experience in knowledge management and dissemination of results and research findings.
    • Familiarity with quantitative and qualitative data analysis software packages.
    • Excellent organizational, analytical, oral, and written communications skills in English; demonstrated supervisory skills; and ability to work well on a team.
    • Nigerian citizenship or residency with work authorization in Nigeria is required.
