Lead Civil Structural Engineer at Value Edge Management Service Limited

Job purpose:

• Responsible for overseeing Civil and Structural engineering discipline and Pre-FEED/FEED Contractor in delivery of all aspects of civil and structural design to ensure technical objectives are met within the approved scope, budget and schedule.  Ensures technical requirements such as project specifications, data sheets, procedures, etc. developed during FEED fully comply with project requirements and executed in the field.  
• Provide clear guidance to the Pre-FEED/FEED contractor and facilitate resolution of technical issues to complete civil/structural field engineering activities to meet project objectives and milestones.
• Provide field engineering oversight of Pre-FEED/FEED civil and structural building scope and deliverables to support pre-FEED/FEED Contractor and sub-contractors in the execution of civil/structural activities.
• Monitor civil/structural/building field execution quality, schedule and progress.

Responsibilities

• Support Civil/Structural Head on civil/structural/building field engineering execution activities to meet project milestones and objectives
• Designing structures using available aids (various computer software applications, charts and curves). 
• Prepare design calculation and cost estimates for proposed designs in the bidding process. 
• Develop test procedures, observes testing and write test reports as a prelude to full scale testing for structures and components per customer requirement and/or Research and Development procedures. 
• Maintain design integrity and quality requirements through the management of change, specification deviation, Technical Query and field design change processes.
• Leads Civil/Structural/building field engineering support activities for the Pre-FEED and FEED scope.  Provides leadership, coaching and guidance to the Pre-FEED/FEED contractor and sub-contractors to make them successful in delivering project civil/structural/buildings scope
• Applies sound engineering judgment to address technical issues as they arise during construction and commissioning execution.
• Demonstrates visible safety program leadership.
• Ensures Contractor and Sub-contractors have adequate plans and work schedules (short term and long term)
• Maintain full project chronology of civil and structural engineering design revisions (including cause / effect data) to ensure change management is clearly documented
• Ensures quality and timing of civil/structural/building field execution activities. 
• Works side by side with quality personnel to address systematic quality issues for civil/structural/building scope
• Engages resources outside the PMT on a timely basis to resolve key engineering issues beyond experience
• Conduct site surveys to validate field conditions in relation to queries or validation of completed works, including witnessing of field executed testing
• Verify site conditions to facilitate construction works such as suitability of ground conditions for heavy lefts
• Support the review of temporary works designs for any critical site construction activities, including design review of Critical Temporary Construction Aids (CTCA)
• Review of construction method statements for critical construction works including lifting studies (when required)
• Prepare detailed technical drawings for site Preparation and overall site development design criteria and other scoping documents related to civil and structural design work.
• Squad check of drawings from other engineering disciplines as part of inter-discipline. 
• Quality Assurance/Quality Control exercise. 
• Prepare lists of engineering deliverables and man-hour requirements for each task. 
• Meet and coordinate with Client Engineers and personnel for design review and gathering technical data.
• Coordinate with other Lead Engineers about the scope of work for each task.
• Could be deployed to any other adhoc duties as assigned from time to time

Qualification/Requirements:

• 10 to 15 years\' experience in civil/structural engineering including detailed design and field engineering construction/commissioning phases.
• Experience in Oil & Gas Facilities, especially LNG facilities and or large utilities systems with large civil/structural/building scope.
• Knowledge in geotechnical, foundations design, underground installations, drainage, precast concrete, steel structures 
• Experience with building design and field execution
• Some construction execution experience, and understanding of the interfaces with other disciplines related to work installation and sequencing
