The Internal Control Officer is responsible for providing independent assurance over procurement, payments, inventory, logistics and export processes, without participating in routine operating decisions. The role verifies procurement documentation and approvals, reviews supplier transactions and payment support, conducts stock and document checks, tests compliance with approved procedures, reviews warehouse, inventory and export records, identifies control weaknesses and recommends corrective actions, follows up on agreed remediation actions, and remains independent of Procurement and Operations at all times.
Job Details
Procurement Documentation and Approval Verification
- Verify procurement documentation and approvals for completeness, accuracy and compliance with approved procurement policy and authorisation limits.
- Flag missing, incomplete or irregular procurement documentation for follow-up.
Supplier Transaction and Payment Support Review
- Review supplier transactions and supporting documentation for payments, ensuring transactions are properly authorised, accurately recorded and adequately supported.
- Identify discrepancies, duplicate payments or unsupported transactions for investigation.
Stock and Document Checks
- Conduct independent stock and document checks across procurement, warehouse and inventory records to verify accuracy and completeness.
- Reconcile physical stock/documentation against system records where applicable and report discrepancies.
Compliance Testing Against Approved Procedures
- Test compliance with approved operating procedures, policies and internal controls across procurement, payments, inventory, logistics and export processes.
- Document testing results and identify instances of non-compliance for follow-up.
Warehouse, Inventory and Export Record Review
- Review warehouse, inventory and export records for accuracy, completeness and consistency with underlying transactions.
- Identify record-keeping gaps or inconsistencies and report findings.
Control Weakness Identification and Corrective Action Recommendation
- Identify control weaknesses arising from reviews, checks and compliance testing, and assess their significance and risk.
- Recommend practical corrective actions to address identified control weaknesses.
Remediation Follow-Up
- Track agreed remediation actions arising from reviews and audits, following up to confirm timely implementation.
- Escalate unresolved or overdue remediation actions to the Head of Business / appropriate independent authority.
Independence from Procurement and Operations
- Maintain independence from Procurement and Operations at all times, ensuring reviews and findings are free from undue influence.
- Escalate any attempts to compromise independence or access to information required for reviews.
Requirements
- B.Sc./HND in Accounting, Finance, Business Administration, or a related field.
- A professional certification in accounting, auditing or internal control (e.g., ICAN, ACCA, CIA) is an advantage.
- Membership of a recognised professional accounting/audit body is an advantage.
- Minimum of 4-6 years' experience in internal audit, internal control, or compliance roles, preferably within an agro-commodity, trading, or similar operational environment.
