    Humanitarian Mine Action Manager

    Location: Maiduguri, Borno
    Supervised by: Head of Programme
    Reporting to: Head of Programme
    Employment Period: One Year

    Background

    • Danish Refugee Council (DRC), and its Humanitarian Disarmament and Peacebuilding technical unit - the Danish Demining Group (DDG), has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally.
    • Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

    Purpose

    • Under the overall supervision of the Head of Programme, the responsibility of the Humanitarian Mine Action Manager is to provide oversight and ensure planning, implementation and reporting of DRC humanitarian mine action (HMA) activities in Nigeria focusing in the North-east region.

    The activities include: 

    • Humanitarian mine action project design and monitoring.
    • Training education and awareness of Explosive ordnance and safe behaviour resulting in reduced risk-taking behaviour within the conflict-affected communities and the identification of hazardous areas through non-technical survey that will enable safe return of communities and/or land freed for productive use.
    • Explosive ordnance risk education and non-technical survey teams’ management and supervision.

    Duties and Responsibilities
    Implementation:

    • Identify the critical needs for risk education according to geographic areas and target groups
    • Initiate, plan and coordinate EORE and NTS activities in targeted communities.
    • Analyse data on contamination collected by the survey teams and provide analytic reports on the level of contamination.
    • Conduct frequent field visits and quality assurance of the NTS an EORE activities to enable the identification of training gaps.
    • Demonstrate a good budget management.
    • Keep the NTS SOP’s and others related updated

     Coordination:

    • Liaise with local authorities, community leaders, and stakeholders to ensure the smooth running of the NTS, EORE and EOD activities.
    • Maintain good communication with partner organizations.
    • Facilitate and participate in mine action working group’s meetings
    • Maintain good relationships and communication with other mine action organizations in the area and ensure good coordination and
    • synergy.
    • Adapt the integrated DRC / HDP emergency response approaches

    Reporting:

    • Prepare weekly/monthly/quarterly work plans and reports.
    • Ensure that all reports from the field are properly completed and submitted in a timely manner.
    • Ensure timely reporting to the Head of programme, United Nation Mine Action Service (UNMAS) and donor.
    • Keep monthly records of NTS/ EORE teams’ progress and activities
    • Undertake any other tasks as required by Head of office

    Qualifications

    • Master's Degree in Political Science, Peace & Conflict Studies, History, Disaster Management or a Military Education.
    • In lieu of the above, a Bachelor’s Degree and Seven years of relevant experience.
    • Strong on liaison and networking with stakeholders, both on a national and local level.
    •  Politically and culturally sensitive with qualities of patience, tact and diplomacy.
    • The capacity and willingness to be flexible and accommodating in difficult and insecure circumstances.
    • At least 3 years of proven recent experience in HMA project management. 
    • Experience working in multicultural work settings
    • Experience working in hostile or hazardous environments
    • Full professional proficiency in English
    • Proficiency in Hausa or other Nigerian languages is considered an asset but not a requirement.

    General Regulations:

    • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
    • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
    • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
    • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
    • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
