    Human Resource and Operations Officer

    Type of Contract: Fixed Term Contract

    Duration: 6 months

    Duty Station:  Maiduguri, Nigeria

    Background

    The Restoration of Hope Initiative (ROHI) is a National Non-Governmental Organization that seeks to create lasting positive impact for vulnerable persons it supports. In the areas of education, protection, livelihood and water sanitation and hygiene promotion ROHI supports communities and advocates for policies and systems which allows for sustained humanitarian and development interventions.

    Summary of the Role

    The purpose of this role is to provide human resource support for the organization in line with ROHI policies, donor requirements and Nigerian laws. Furthermore, the role will provide support to procurements and logistics of the organization in line with ROHI policies and donor requirements. The Operations Officer provides day-to-day support to the project operations in he/she will undertake tasks under procurement, administration, logistics, vehicle management.
    The officer will be responsible for intra/inter office communication, office building/supply management, streamlining administrative and operational procedures including procurement and its processes, inventory control maintenance/management.

    Responsibilities

    Human Resources:

    • Communicates within ROHI and externally with vendors, service providers, consultants etc. The post holder will ensure effective administration of all Human resource process, policy, and procedure with support from the Line Manager.
    • Ensure that all steps of the recruitment process are followed accordingly: Development and approval of Job description, posting and circulation of advertisement, review of applications and coordination of interviews with the requesting manager.
    • Update and maintain ROHI’s HR system.
    • Ensure that all information related to payroll is received and filed in a timely manner and that supporting documentation is filed.
    • Ensure that signed time sheets and pay slips are received, tracked and filed correctly for all staff
    • Act as the primary contact person with the insurance providers, communicating the start and end of insurance coverage promptly and ensuring the necessary administrative follow up is done
    • Lead on all new staff onboarding/induction process, as well as regular refreshers and policy awareness sessions.
    • Facilitate staff trainings on Human Resource policy and procedure, as assigned.
    • Track the performance appraisal due dates for all staff and follow up with managers and to ensure they are reviewed in a timely manner.
    • Extract and track relevant training information from performance appraisals and submit to line manager.
    • Participate in the research and identification of training opportunities for staff in the response.

    Operations:

    • Assist procurement processes and logistics to support activity implementation, strictly following all rules and regulations.
    • Assist with day-to-day support to staff in general office operations and identify future needs.
    • Controls store inventory levels by conducting physical checking and counts.
    • Ensure store management and other support services for staff and visitors.
    • Coordinate travel arrangements, arrange hotel bookings and coordinate car hire pick-ups.
    • Manage the monitoring diesel consumption of generator ensure diesel for generator is within buffer stock level.
    • Manage the monitoring and reporting generator preventive and maintenance due hours with a view to alert the service company.
    • Arrange for the repair and maintenance of office equipment and machinery to ensure that staff works effectively without any disruptions.
    • Coordinates the planning and organization of meetings and workshops in the state.
    • Manage office vehicles and provide oversight on vehicle logs and maintenance as applicable.
    • Coordinate transportation and delivery of procurement and inventory.
    • Conduct and update inventory database of the office on a monthly basis to the operations coordinator.
    • Perform any other project operation related duties as specified by the operations coordinator.

    Requirements

    • Proven experience as HR officer.
    • Knowledge of HR functions (pay & benefits, recruitment, training & development etc.)
    • Understanding of labor laws and disciplinary procedures
    • Proficient in MS Office; knowledge of HRMS.
    • Outstanding organizational and time-management abilities
    • Excellent communication and interpersonal skills
    • Problem-solving and decision-making aptitude
    • Strong ethics and reliability
    • HR Credentials (e.g. PHR from the HR Certification Institute)

    Qualification and Experience:

    • A bachelor’s in administration of Business or social sciences; an Advanced Degree is desired.
    • At least two years of experience in Human Resources or capacity building in the non-profit sector.
    • Strong English skills are also preferred.
    • Ability to perform presentations and trainings.

    Knowledge and Skills:

    • A Minimum of 3 – 4 years’ experience in Human Resource or administration or any other related areas
    • Ability to speak fluent English
    • Proficient in the use of Microsoft applications including, word, excel, PowerPoint and outlook (or similar software)
    • Knowledge of databases and skills needed to access & analyse information; basic analytical and statistical skills
    • Strong problem solving, analytical and operational abilities
    • Excellent planning; organizational and time management skills
    • Ability to maintain confidentiality
    • Good knowledge of human resource practice, policies and procedures
    • Familiarity with Local Labour Law.
    • Building and nurturing relationships
    • Excellent interpersonal written and oral communication and presentation skills
    • Ability to work with minimum supervision
    • Ability to multi-task and work with deadlines

    • Strong ability to deploy and use various forms of tracking.
