Job Overview
The HSE Manager is responsible for the development, implementation, and leadership of all Health, Safety, Security, and Environmental activities at the PHRC refinery site. The role ensures full compliance with local and international HSE regulations and leads initiatives to sustain a safe, secure, and environmentally compliant refinery operation during the Operations & Maintenance (O&M) phase.
Core TechnicalResponsibilities
RegulatoryCompliance&RiskManagement
- Ensure compliance with all applicable Nigerian, regional, and international HSE legislation.
- Liaise with relevant authorities for environmental permits, occupational health approvals, and emergency services coordination.
- Lead internaland external audits,inspections, and regulatory reporting obligations.
Lead implementation of Process Safety Management (PSM) systems including:
- Hot Work Permit System
- Incident Investigation & RCA
- Emergency Planning & Response
- Compliance Auditing.
Conduct regularHAZOPs, ENVIDs, LOPAs, and PSSRs in collaboration with operations.
Emergency Preparedness & Response
- Manage refinery firefighting and emergency response operations.
- Ensure availability and readiness of fire appliances, oil spill response kits, evacuation vehicles, and rescue gear.
- Liaise with external emergency responders for major incidents.
Occupational Health& Medical Services
- Supervise the provision of on-site medicalservices, occupational health surveillance, and emergency care.
- Ensure availability of doctors, occupational health nurses, ambulances,and Medivac arrangements.
- Oversee medical emergency response plans and regulatory compliane.
Environmental Management
- Monitor emissions, effluents, and environmental KPIs to ensure continuous compliance.
- Provide guidanceon environmental permit limits and support impact mitigation strategies.
- Lead initiatives for pollution prevention, waste management, and spill response.
HSSE Training & Competence
- Identify competency gaps and ensureall HSSE personnelare trained as per regulatory and operational requirements.
- Support refinery-wide safety awareness campaigns and drills.
Minimum Qualifications
- Education: BSc or MSc in, Environmental Engineering, Industrial Hygiene, or relevant technical discipline.
- Professional Certification: NEBOSH International Diploma (or equivalent), ISO 45001/14001 Lead Auditor certification.
- Experience: 10+ years in refinery or oil & gas HSSE roles, with at least 5 years in a managerial or senior leadership capacity.
- Technical Expertise: Strong knowledge of PSM, risk management, occupational health systems, emergency response, and regulatory frameworks.
