Job Summary:
The Finance Manager – Donor Grants is responsible for overseeing all financial aspects of donor-funded projects, ensuring compliance with donor requirements, internal policies, and national regulations. This role ensures transparent financial planning, reporting, and control mechanisms to support effective program delivery and donor confidence.
Key Responsibilities:
Financial Management and Budgeting
- Prepare and monitor project budgets and forecasts in collaboration with program teams.
- Ensure alignment between budgets and donor requirements, flagging variances and recommending corrective actions.
- Oversee cash flow and fund management to ensure timely project implementation.
- Maintain accurate and up-to-date financial records in line with international accounting standards (e.g., IPSAS, IFRS).
Donor Compliance and Grant Management
- Ensure strict compliance with donor rules, financial guidelines, and contractual obligations.
- Review donor agreements and translate financial clauses into operational tools.
- Develop and monitor grant expenditure tracking systems to avoid disallowed costs.
- Lead financial donor reporting (monthly, quarterly, final), ensuring timely and accurate submission.
Financial Reporting and Audits
- Generate periodic financial reports for management, donors, and stakeholders.
- Support and coordinate internal and external audits; address audit queries and implement recommendations.
- Reconcile donor accounts and project expenditures to ensure consistency.
Capacity Building and Team Management
- Supervise and mentor finance staff, ensuring capacity building and performance management.
- Train program and field staff on budgeting, financial controls, and compliance requirements.
- Promote financial literacy among non-finance program staff to improve financial accountability.
Internal Controls and Risk Management
- Establish and enforce internal financial controls to prevent fraud, mismanagement, or non-compliance.
- Conduct periodic risk assessments related to financial and grant management.
- Implement corrective measures to mitigate identified financial risks.
Liaison and Coordination
- Serve as the focal point for financial matters with donors, partners, and relevant stakeholders.
- Collaborate with procurement, logistics, and program teams to align spending with project plans.
- Support proposal development with accurate budget inputs and cost justifications.
Qualifications and Experience:
- Bachelor’s degree in Accounting, Finance, or related field (Master’s degree or MBA is an advantage).
- Professional certification (e.g., ICAN , ACCA, CPA CIMA, CFA) is required.
- Minimum of 5–7 years’ progressive experience in finance, including at least 3 years managing donor grants in an NGO setting.
- Proven knowledge of donor regulations (USAID, EU, DFID/FCDO, UN, GIZ, etc.).
- Strong experience with accounting software (e.g., QuickBooks, SAP, SUN, Dynamics).
- Excellent analytical, communication, and interpersonal skills.
