    Division Manager - Programme Development, ECAD.I

    The Position

    • The role of the Programme Development Division (ECAD.1) is to contribute to effective and efficient implementation of development interventions in the RMCs, through identifying capacity gaps, budgeting, implementing, and monitoring related activities along the project cycle.
    • ECAD.1 contributes to portfolio quality through providing leadership in building the necessary human, organizational, institutional capacity of the people and systems involved in the design, and implementation of Bank funded programs and projects.

    Key Functions
    Specific accountabilities of the function:

    • Provide Bank operations with CD assessment tools to ensure CD integration along the project cycle
    • Provide guidance on assessment of capacity needs and demand during project identification through appraisal and propose tailored response to optimize achievement of project results.
    • Provide fora for Bank project staff and other officials of the RMCs to discuss project and program challenges and agree on sustainable solutions.
    • Coordinate the delivery of CD activities in collaboration with country investment team, to support project implementation and contribute to effectiveness of Bank’s programming.
    • Support the development of M&E framework for the assessment of CD achievements at project mid-term reviews and completion.
    • Support and build partnerships with centers of excellence and other regional and national capacity building institutions in Africa, for delivery of high standard project-related training and learning activities.
    • Coordinate the preparation of annual report on Bank’s CD achievement in the RMCs in coordination with Bank staff involved in project and program development in the RMCs.
    • Generate CD related knowledge to foster CD mainstreaming and enhance development effectiveness.
    • Work in collaboration with the Resource Mobilization and Partnership Unit to mobilize funds from bilateral sources for delivery of project-related CD activities.

    Detailed activities in relation with the accountabilities of the function:

    • Participate in CD and knowledge fora to align the Bank’s supply of CD with RMCs’ demand.
    • Contribute to the review of Bank’s core policy, strategy, and operational documents.
    • Assist the ECVP in the planning and holding of the annual African Economic Conference.
    • Work in collaboration with the Resource Mobilization and partnership unit to identity bilateral sources of funds for training.
    • Provide leadership in developing CD assessment and evaluation tools for use in Bank operations.
    • Oversee the Bank’s Virtual Capacity Development Academy (VCDA) including the virtual campus, and, the knowledge repositories - in particular the Knowledge and Virtual Resources Center (KVRC); and the Interactive Collaborative Environment for CD in the RMCs.
    • Assist in the preparation and submission of ECAD’s input to the AfDB Annual Report
    • Lead the conceptualization and write-up of concept notes for the Bank Group’s Annual Meetings and prepare post-meeting proceedings as well as other corporate documents, presentations, and speeches.
    • Coordinate the preparation of reports, articles, and briefs on capacity development
    • Collaborate with other ECVP departments in the annual preparation of the African Competitiveness Indicators Report and the African Economic Outlook reports.
    • Prepare briefs for the Senior Director and other Senior Management staff on request, including for World Economic Forum Online Modules.
    • Lead the formulation of the Division’s work plan; including the development of key performance indicators to drive the Division’s performance.
    • Contribute to the preparation of annual capacity development reports.
    • Represent the Senior Director in high-level meetings, conferences, etc., upon request.
    • Other duties assigned by the Senior Director.

    Competencies (Skills, Experience, and Knowledge)

    • At least a Master's Degree in Economics, Public Policy, Project Management, Governance or International Development, with top level experience in addressing development challenges in African countries, preferably gained in diverse bilateral, multilateral and / or regional development agencies;
    • At least eight (8) years of relevant experience 3 years of which should be at managerial level in Bank project management, more precisely in project preparation and appraisal, implementation, monitoring and performance measurement.
    • Experience in designing strategies and CD measurement tools is a must.
    • Experience in Managing multi-cultural and inter-disciplinary teams, donor agency CD support Programme in Africa with demonstrated expertise in at least one of the High Fives sectors.
    • Fundraising experience.
    • Strong ability to translate development challenges into knowledge leverage opportunities.
    • Good knowledge of andragogy and experience in design of training programmes and modules
    • Ability to think strategically and to design long-term plans and programs in line with strategic priorities.
    • Familiarity with operational review processes and quality assurance requirements of the Bank.
    • Ability to build and manage strategic partnerships for streamlined and increased support to CD in the RMCs.
    • Results-oriented
    • Communicate and write effectively in French or English, with a good working knowledge of the other language;
    • Competence in the use of standard Microsoft Office Suite applications.
