    Data Clerk

    Scope

    • The role of the Data Clerks is to ensure the effective execution of the LGA level data validation microplan data development, proper personnel replacement process, that aligns with the SMC guidelines, culminating in the identification and selection of the most suitable personnel for the implementation of the 2026 SMC round in the state.
    • They are expected to collaborate with LGA teams, Ward Focal Persons, traditional leaders, and Officers in Charge (OiCs) of all SMC implementing facilities.
    • These aforementioned stakeholders are required to adhere to SMC administration protocols and personnel selection criteria.
    • The data clerks will engage with the LGA teams where applicable, keeping them informed about programme progress and ensuring high-quality microplanning in all the LGAs/Area Councils of the 10 supported states.

    Specific Activities of the Data clerks
    Programme Implementation, Micro plan Development, SMC Personnel Selection:

    • Support the 2026 SMC micro-plan development
    • Support the 2026 SMC personnel selection across the LGAs in the 10 PF-Supported states.
    • Verification and upload of 2026 personnel details using the appropriate tool.
    • Collaborate with the LGA teams, WFP, traditional leaders, and OICs to ensure accountability and quality in the personnel selected for the 2026 SMC database.
    • Ensure personnel replaced/selected as CDDs have android phones that meet specifications
    • Finalize the list of identified personnel through screening, distribution, and collection of personnel data forms for compilation in the development of the 2026 personnel database.
    • Maintain a positive relationship and work collaboratively with states and LGA teams and other partners to ensure LGA ownership of the personnel selection process.

    Reporting & Data Quality Control:

    • Review all lists submitted by the LGA teams and Ward Focal Persons, verify them before sharing personnel nomination forms, provide feedback on areas needing correction, and submit the final hard copy report to the Programme Officer after LGA-level approval.
    • Ensure all account numbers are accurate and verified during the screening process.
    • Assist the Senior Monitoring and Evaluation Officers with data quality queries, rectifying identified personnel account details and other information promptly.
    • Ensure the submission of a comprehensive LGA databases to the Senior Monitoring and Evaluation Officers and State Project Managers within the stipulated deadline.

    Deliverables

    • Fully populated and validated micro-planning templates containing community and health facility-related information for all LGAs.
    • A comprehensive and accurate database of all selected/replaced SMC personnel, including their verified details (names, contact information, account numbers, and eligibility status).
    • Distributed and retrieved personnel nomination forms across all LGAs, with documentation of selection and verification processes.
    • Reviewed and validated lists with corrections addressed before final submission.
    • Successful verification and upload of SMC personnel details using Kobo Collect or any designated tool. Final Narrative Report-A detailed report summarizing:
    • Micro-plan development activities
      • Personnel selection and verification process
      • Data quality assurance efforts
      • Challenges encountered and recommendations for future implementation
      • Signed off by State SM&E Officers and approved by State Project Managers.
    • Reporting:
    • Narrative Report to be submitted within 2-3 days after the activity and shared to the respective State SM&E Officers and signed off by the SPMs.

    Qualifications and Experience

    • Science, Social Science, or Public Health-related qualification with at least two years’ field experience in related field.
    • Fluency in English or other local languages is required.
    • Experience working in drug/commodity supply management, M&E and logistics.
    • Ability to communicate effectively with a variety of audiences including LGA staff, HFW and community leaders.
    • Must be familiar with the use of Kobo Collect, SurveyCTO, and Microsoft Office suite.
    • Experience in conducting quality supportive supervision and data use.
