    Call for Expression of Interest (EOI) for Local Partnership

    Scope of Work for Partnership

    MdM is a healthcare organization that offers comprehensive medical care to those in Northeast Nigeria who are impacted by the crises. Primary healthcare (PHC) services are offered by MdM, integrating gender-based violence (GBV), nutrition-community management for acute malnutrition (CMAM), and metal health and psychological support (MHPSS) into the PHC. The MdM community-based approach (CBA) seeks to inform the community about the services that are offered; we need CBA to raise people's awareness on health-related issues, so they are able to recognize signs of emergencies or life-threatening situations and take precautions against epidemic disease. Additionally, MdMs CBA seeks to educate the community on malnutrition, hygiene practices, and the significance of immunization and sexual reproductive health and rights in reducing morbidity and death.

    MDM will increase its localization efforts by deepening the already existing partnership with partners and investing in capacity building. MdM plans to delegate the implementation of the community-based activities to partners, while MDM will focus on the capacity building. Partners will cover all community activities through an integrated approach. Partners will play a key function in informing and empowering communities in general on health-related topics with a specific focus on GBV and empowering people to disclose and report GBV when they see it in their communities. The partnership with partners will be supported by a memorandum of understanding explaining the roles and responsibilities of each party, which includes the monitoring, program and finical reporting and the capacity building supported by MdM.

    The scope of work covers, but is not limited to:

    Community awareness activities through an integrated approach which includes:

    • Gender-Based Violence (GBV) prevention mitigation, response, and information about available services.
    • Sexual Reproductive health and rights and available services.
    • Nutrition and Infant Young Child Feeding Program (IYCF) and available services.
    • Promote immunization of PENTA and measles, and available health services,
    • For Community activities this also includes.
    • Provide information on all health topics.
    • Inform about MDM policies regarding protections and against sexual exploitation and abuse, and the reporting mechanism.
    • Establishing a GBV response committee in the community.
    • Community activities will be done through:
    • Campaigns
    • Door-to-Door Sensitization
    • Group awareness
    • Community meetings
    • Focus Group Discussions (FGD) in different groups taking into consideration gender and age;
    • Conduct community-based surveillance for each disease under surveillance in Nigeria, as measles, COVID-19, Lassa fever and cholera using standard case definitions
    • In case of an outbreak: Risk communications and surveillance for the specific disease, incorporating key messages on the specific disease to create awareness on preventive and curative actions in the event of an outbreak.
    • Provide psychological first aid based on identified need;
    • Referral to MDM health and GBV services, with support of MdM implement a feedback and complaints mechanism.

    Medecins Du Monde (MDM) - Nigeria is inviting potential Partners to Express their interest for the implementation of project entitled:

    Strengthening Community-Based Approach to Prevent, Mitigate and Respond to Gender-Based Violence and Raise Awareness on Health, SRH, Mental Health and Nutrition in Damboa LGA, Borno State NE Nigeria’’

    Organizations with complete registration with the CAC and relevant bodies with the states and federal levels, DUNS Number or UEI number are encouraged to apply. Interested organization must include Annexes in MS word format with the following specification:

    • Concept notes
    • (Supporting documents) such as organizational brochure & previous project(s) reports.
    • Font type: Times New Roman,
    • Font Size: 14,
    • Line spacing: 1.5
    • The detailed budget/FY 23/24 must be submitted in excel format.
    • Context and problem analysis: A description of the GBV, Health, SRH, Mental health and Nutrition situation in Borno state and Damboa LGA in particular
    • Justification: Analysis of why it is to implement community-based approach for the prevention, mitigation, and response to GBV, and raise awareness on SRH, Health, Mental health and Nutrition in Damboa, and why your organization is best suited to carry out this assignment (1.5 pages).
    • Expected results: The expected outputs and outcomes of your project (1-2 pages).
    • Project design: Description of strategies and approaches that your organization proposes to address the gaps, how the proposed strategies and activities will address the gaps. In addition, the proposal should address how the organization intends to deliver on the specific objectives as described in the Scope of Work above.

    • Institutional profile: A brief description of the organization, including registration details and relevant experience working on issues pertaining to community mobilization and awareness raising.

    Method of Application

    All submissions will be screened, and successful organizations will be called upon, the DUE DELLIGENCE assessment will be carried out for these partners. The selected partner will be required to submit a proposal base on the Guidelines below:

    Format of Proposal - Given the attached Scope of Work and instructions, the proposal should contain, at least a minimum, the following:

    Section 1. A narrative proposal consisting of:

    • Component 1: Organizational Background and Capacity to implement activities to achieve planned results (max 1.5 pages)
    • Component 2: Expected Results and Indicators (max 1.5 pages)
    • Component 3: Description of the Technical Approach and Activities (max 2.5 pages)
    • Component 4: Monitoring Plan (max. 1 page)
    • Component 5: Risks Assessments/Assumptions and Mitigation measures (1 page)
    • Component 6: Results-Based Budget (max. 1.5 pages)
