Assistant Director, Technology & Data Services – AIRS 007 at Anambra State Government

Requirements

• Bachelor’s degree (BSc) or Higher National Diploma (HND) in relevant computer-related field such as Computer Science, Information Technology, or Software Engineering.
• Master’s degree in a related discipline is an added advantage.
• Membership in a recognised professional body such as the Computer Professionals
• Registration Council of Nigeria (CPN) or the Nigeria Computer Society (NCS).
• Certifications in IT governance and project management frameworks (ITIL, COBIT, PMP, Prince2) are essential.
• Additional certifications in Cybersecurity, Data Protection and Governance, or Cloud
• Infrastructure (AWS/Azure) will be considered an added advantage.
• Minimum 8–10+ years of post-qualification experience in ICT leadership and management role.
• Knowledge of setting up and managing on-premise infrastructure for government services
• Proven track record in managing large-scale digital platforms, preferably within tax administration or public sector environments.

Responsibilities

• Maintain functional expertise in IT systems, applications, and infrastructure critical to tax administration.
• Define and develop the long-term technology roadmap and strategic plan to align IT with the agency’s mission and overall business strategy.
• Design and implement an overarching ICT strategy and governance framework to support revenue targets.

Internal

• Lead the modernization of tax processes, including optimizing the electronic tax portal for cloud-based filing and payments.
• Manage the agency’s Local Area Networks (LAN) and Wide Area Networks (WAN) to ensure uninterrupted service for taxpayers and field officers.
• Facilitate real-time data sharing and integration with state and federal agencies (e.g., FIRS, CAC, NIS) to track high-net-worth individuals and expand the tax base.
• Ensure systems enable timely issuance of Electronic Tax Clearance Certificates (e-TCCs) within mandated timelines.
• Implement advanced cybersecurity measures for threat detection and prevention to safeguard taxpayer data and financial transactions.
• Develop and maintain Business Continuity Plans (BCP) and Disaster Recovery Plans to guarantee uninterrupted revenue collection during system failures.
• Manage user-role consoles and encrypted soft tokens to prevent payment fraud and illicit transactions.
• Utilise data analytics to provide senior management with real-time insights on revenue collection, audit status, and taxpayer compliance.
• Build predictive models to identify potential tax evaders and target informal sector segments for enumeration.
• Mentor and manage a diverse team of software developers, network engineers, and system administrators.
• Organise regular ICT training for AIRS staff to enhance proficiency in automated tools and egovernance initiatives.
