    Summary

    • The work schedule for this position is: Time (40 hours per week)
    • Start Date: Candidate must be able to begin working within a reasonable period of time (6 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    • The job holder will travel across Africa, Europe and the U.S.A for interagency partner's in-country and host nation collaborators, as well as travel to deliver speeches/presentations.

    Duties

    • Under direction of the Regional Cooperative Engagement Office (RCEO) Chief located in Morocco, but with minimal supervision, the incumbent persistently engages with a diverse array of senior and national-level officials in law enforcement, military, maritime, transportation, security, academic, human/animal health sciences and the private sector throughout DTRA'S Area of Responsibility (AOR) in Africa, to identify, mitigate, and/or counter complex Weapon of Mass Destruction (CWMD) threats.
    • S/he is the WMD specialist for Nigeria, but will also support on going activities in Liberia, Senegal, and Guinea of other ECOWAS countries as directed by the RCEO Chief in DTRA'S portfolio, and as such, will be required to provide accurate, concise and timely analysis and advice to DTRA Headquarters.

    Qualifications and Evaluations
    Experience:

    • Minimum of six (6) years (cumulative) professional work experience in one of the following areas: Military, intelligence, security cooperation, disaster preparedness/response, law enforcement, or public/animal health is required.

    Job Knowledge:

    • Basic knowledge of Chemical, Biological, Radiological, and Nuclear (CBRN) issues, law enforcement and/or disaster preparedness/response. Good understanding of transnational crime and public health issues in Africa.

    Education Requirements:

    • Bachelor's Degree in one of the following fields of study: Public Health, International Relations, Business Management, Public Administration, Disaster / Humanitarian Response is required.

    Evaluations:

    • This may be tested. Please specify your level of proficiency in the language listed.

    Language:

    • English Fluent in reading / speaking / writing is required.

    Skills and Abilities:

    • Proficiency with MS Word, PowerPoint and Excel is required. Incumbent is required to use the following proprietary software on regular basis: INVEST, ILMS, APACS, MyServices, DOD SharePoint, DOS SharePoint, Zoom, WebEx, Skype, Microsoft Teams, Adobe Pro.
    • Note: Training for these systems will be provided to job holder upon selection.
    • Ability to draft precise and complete reports in English, with strategic context with limited requirement for editing.
    • A typing ability is required, speed is not a factor, but accuracy will be emphasized.
    • Ability to manage multiple, complex and diverse tasks simultaneously and for extended periods.
    • Ability to exercise initiative and resourcefulness in obtaining information, assistance, and support with minimal oversight.
    • Ability to interact with other people from diverse backgrounds, use sound judgment and provide accurate reporting data to senior level officials.

    Benefits
    Agency Benefits:

    • Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Abuja, Nigeria may receive a compensation package that may include health, separation, and other benefits.
    • For EFMs, benefits should be discussed with the Human Resources Office.
    • The pay plan is assigned at the time of the conditional offer letter by the HR Office.

    Hiring Preference Selection Process

    Important

    • Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.
    • ** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.

    • N10,908,677; USD47,619 / annum.
