    Request for Applications - Construction Supervision Engineer for Water and Sanitation Facility Construction and Rehabilitation

    Objective of the Assignment

    • The consultant will provide technical support to contractors engaged in the construction and rehabilitation of water and sanitation facilities in selected communities of Isuikwuato and Ohafia Local Government Areas (LGA), Abia State and Obubra and Odukpani LGA in Cross River State where the project is being implemented. The selected consultant will spend most of his/her time providing technical assistance and supervising contractors’ work in the project communities.
    • The consultant will work closely with Tulsi Chanrai Foundation (TCF) - technical partners on this project - in providing technical assistance and supervising contractors engaged by the project in the communities. S/he and TCF will ensure that contractors adhere to approved technical standards and specifications for all construction and rehabilitation work. Specific tasks include:
    • Supporting TCF to effectively monitor and supervise ongoing construction and rehabilitation works (water and sanitation facilities) in project communities and ensuring that contractors adhere to and implement processes and procedures according to donor policies and guidelines.
    • Ensuring quality control systems are in place, as well as contractors’ compliance to technical specifications and acceptable quality standards.
    • Supporting the Project Monitoring Team (PMT) to monitor and evaluate contractors’ performance and work at specified milestones.
    • Identifying, managing risks and initiating corrective actions where necessary to ensure maximum benefit to beneficiaries and stakeholders is achieved.
    • Performs other relevant duties as per supervisor's request.

    Reporting
    The consultant will have a reporting responsibility to both PfD and TCF. S/he will work effectively, in coordination and collaboration, with all project stakeholders including State level PMTs, PfD field staff, TCF, State RUWASSA, and LGA WASH Units.

    Deliverables
    The consultant is expected to provide the following deliverables based on assigned tasks:

    • Detailed work plan to achieve set objectives. Monthly work plans approved by the PfD and TCF
    • Weekly summary update of activities
    • Monthly progress/status report for all water and sanitation construction and rehabilitation facilities and activities of the project
    • Detailed final report at the end of the assignment
    • Administration and Duration of Consultancy
    • The consultant shall be based in Abia or Cross River State duration of the consultancy, three months, July 15 to October 14, 2018.
    • The consultant is expected to be full time.
    • The consultant is expected to make frequent and regular travels to project sites and communities across the two project States - Abia and Cross River. Monthly travel plans will be agreed with PfD and TCF.
    • Payment for this consultancy shall be done monthly on receipt of certified monthly reports against approved detailed work plans.

    Work experience and Technical Background

    • The consultant should be a qualified Civil Engineer, Water Engineer, or Geologist with minimum 5 years' experience supervising and providing technical assistance in WASH projects.
    • Proven experience in water and sanitation facility rehabilitation/construction projects through all stages of implementation from project planning and preparation of tender documents, through construction contract management.
    • Experience in implementation with site supervision, monitoring quality control, and assurance.
    • Relevant experience in water and sanitation projects is highly required for this consultancy (water networks, pump stations, tanks construction, and sewage and wastewater system).
    • Proficiency in computer applications like word processing, spreadsheets, graphics and other engineering software etc.
    • Proven ability to analyze technical data.

    Language Skills
    Fluency in oral and written English and good working knowledge of local language of Abia and Cross River State will be an added advantage.

    Consultancy Remuneration
    Remuneration on this consultancy shall be monthly. Interested candidates should include expected monthly fees in their application to guide negotiations. All travel expenses shall be paid directly by PfD according to its Travel Policy.
