About AGORA
AGORA is a joint initiative of ACTED and IMPACT Initiatives, founded in 2016. AGORA promotes efficient, inclusive and integrated local planning, aid response and service delivery in contexts of crisis through applying settlement-based processes and tools. AGORA enables more efficient and tailored aid responses to support the recovery and stabilization of crisis-affected communities, contributing to meet their humanitarian needs, whilst promoting the re-establishment of local services and supporting local governance actors.
AGORA promotes multi-sectoral, settlement-based aid planning and implementation, structured around partnerships between local, national and international stakeholders. AGORA's core activities include area-based needs and capacity assessments, evidence-based local planning, as well as support to area-based coordination mechanisms institutional cooperation and tailor-made capacity strengthening for local institutional actors.
The project Response to Resilience is being performed by a consortium of IRC, ACTED, and IMPACT. Based on the information delivered by IMPACT, ACTED and IRC will design their project activities. Those activities involve Community forums on the neighborhood level & city level, capacity development for decision makers & first responders, and resilience plans for the three targeted neighborhoods. In the framework of the project, IMPACT, through its initiative AGORA, will realize an area-based assessment in 3 target neighborhoods in Maiduguri. Household quantitative surveys with residents (hosts communities and IDPs), focus group discussions (FGDs) and key informant interviews (KIIs) with service providers will be conducted during the assessment.
In light of the displacement in the north-eastern part of Nigeria, ACTED has set up an office in Maiduguri to respond to the humanitarian needs. AGORA a joint initiative of ACTED and IMPACT Initiatives is therefore looking for an AGORA Assessment Officer to support its mission in Maiduguri.
Functions
- Under the functional supervision of the IMPACT Country Focal Point in Nigeria, and in close collaboration with the senior assessment officer, the AGORA Assessment Officer is responsible the supervision of AGORA / IMPACT assessments, including their preparation, implementation, the creation of information products and follow-up
- Hence, she/he is expected to engage in the entire research cycle, including research design, data collection, analysis, dissemination, and monitoring & evaluation.
The AGORA Field Officer will be responsible for:
- Under the supervision of the Country Focal Point and the Senior assessment officer, designing and implementing AGORA assessment strategy and research cycle.
- Prepare mixed methods tools (quantitative, qualitative, mapping-based) and supervise their implementation during data collection Ensure the writing of timely and accurate assessment outputs, which comply with IMPACT’s guidelines.
- Manage project timeframes and assessment schedules and work with field staff to design and implement assessment procedures.
- Keep track of all project and program assessment and research schedules In partnership with the GIS team (including Geneva HQ), ensure that collected data is geo-referenced enabling the production of maps.
- Ensure regular reporting on assessment progress.
- He / she will manage the planning, implementation, and follow-up of all AGORA and projets specific assessment activities conducted in-country.
- Assessment Officer is responsible for designing the methodology and tools associated with each assessment, according to IMPACT requirements and principles.
- Responsible for contributing to the implementation of assessment projects, providing support to the development of assessment and database tools with the AGORA team.
- Responsible for the development of informative and planning workshops informing the consortiums partners activities and be one driver of success for the evidence-based implementation of the outlined consortium activities.
- The AGORA Assessment Officer is responsible for consolidating all analyses and conclusions from each assessment into AGORA products such as factsheets, reports, and briefs using standard formats
- He / she will liaise with Geneva and Regional GIS / DB Specialists in order to represent data in an interactive web map or static map format, as relevant
- The AGORA Assessment Officer is responsible for following the designated timeline of reports to be submitted to project partners and donors. He / she must ensure the writing of timely and accurate assessment reports and factsheets, ensuring the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information.

Requirements
- Bachelor's Degree in relevant discipline (Social Science, Development Studies, Research, Statistics, Monitoring and Evaluation) required
- Established quantitative and qualitative analytical skills;
- At least 4 years of relevant working experience in data analysis, report writing, conducting research or monitoring and evaluation.
- Excellent communication and drafting skills for reporting and external coordination;
- Strong skills with the Microsoft Office Suite
- Strong technical writing skills
- Excellent experience using ODK for quantitative data collection, or the ability to rapidly master the process
- Some experience creating ODK questionnaires, or ability to learn rapidly
- Fluency in English required;
- Ability to work independently
- Knowledge in Excel as well as SPSS, R or related statistical programming
