    CONTEXT, DUTIES AND RESPONSIBILITIES

    Operational Context:
    The Camp Coordination and Camp Management (CCCM) Officer P1/NOA is a focal point for camp management activities in designated LGA in North East and reports to the CCCM Officer P3 in Maiduguri.   The incumbent supports the office strategy of enhancement of IDP response program through an integrated approach working closely with Protection, Programme and field-based staff.
    The incumbent will undertake missions to all Local Government Areas where the office’s integrated IDP interventions are taking place making direct contact with the target population to assess needs and to monitor the response while staying abreast of challenges and opportunities posed by the local political, economic and socio-cultural context impacting on project implementation.

    The CCCM Officer assists in the design and preparation of the Office CCCM interventions, by ensuring that it is based on consultations and actual needs of affected population. To achieve this, the incumbent will aim at strengthening Implementing Partners’ and other stake holders’ capacity, including local authorities, in CCCM principles, approaches, operational standards and tools.

    Achieving his responsibilities will be continuous relation with services providers (shelter, wash, protection, health, nutrition, GBV, child protection) but also with local authorities (Camp management, Camp administration), IDPs, donors

    Functional Statement:

    • Assist the supervisor in ensuring that UNHCR delivers on its commitments and accountability as co-lead of the Global CCCM Cluster, which in turn can support preparedness and provides the technical capabilities needed for timely, effective and well-coordinated interagency humanitarian response to needs of management and coordination in camp and camp-like settings.
    • Provide advice for decision-making and operational responses relevant for CCCM at country-level and throughout the life-cycle of a crisis, ensure they are tailored to the country/regional context (such as guidelines, protection considerations).
    • Ensure staff and partners at country level can access guidance as well as the necessary tools, resources and support to recognize and respond effectively to the protection needs/risks of crisis-affected populations in the context of communal (camp and camp-like) settings throughout the cycle of a crisis.
    • If requested, represent UNHCR in inter-agency cluster processes, establish and maintain appropriate contacts with other UN agencies, NGOs and other actors in order to foster effective mechanisms to facilitate collaboration and exchange of information on IDP situations.
    • Partner with other humanitarian actors to contribute to the planning and evaluation of IDP cluster approaches to Camp Coordination and Management, ensuring that latest lessons learnt, and best practices are widely disseminated for replication
    • Monitor the living conditions of people of concern (PoC), define gaps and prioritize needs.
    • Maintain effective collaboration and communication with PoC, partners and key stakeholders, in line with the Global CCCM Cluster strategic framework.
    • Ensure clarification of roles and responsibilities amongst stakeholders in the site, for maintenance of site infrastructures with a focus on sustainability and community/local government ownership.
    • Support maintaining site information management systems and monitor service provision including cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV), health, psychosocial support and HIV among others in all sectors according to agreed guidelines, standards and indicators.
    • Work with NGO and government partners to promote the use of a community-based approach to camp coordination and management and age, gender and diversity analysis in planning, evaluation and monitoring to ensure respect for the rights of all and gender equality. 
    • Represent UNHCR within interagency coordination bodies and at meetings on issues related to the displacement management in and out of camps and camp-like settings.
    • Support camp management agencies and local authorities as they facilitate the search for durable solutions for the displaced population.
    • Perform other related duties as required.                    

    ESSENTIAL MINIMUM QUALIFICATIONS:

    • Undergraduate degree (equivalent of a BA/BS) in Law, Political Science, Economics, International Relations, Business Administration, Social Science or other relevant field plus minimum of 1 year of previous work experience relevant to the function. Graduate degree (equivalent of a Master’s) or Doctorate degree (equivalent of a PhD) may also be accepted.
    • Knowledge of camp and campsite-based monitoring.
    • Competent use of MS office
    • Knowledge of English and UN working language of the duty station if not English and local language.

    • Diverse field experience desirable.
    • Good and timely reporting Skills.
    • Strong sense of personal integrity.
    • Attention to detail and ability to work in difficult environment.
    • Training in CCCM cluster coordination, emergency management.
