    Security Sector Analyst

    Duties and Responsibilities
    Under the direct supervision of CIMIC Specialist and in close collaboration with Senior Management of UNDP Nigeria, the Security Sector Analyst will be responsible for the following tasks:

    Provides technical analyses for designing and implementation of the interventions for Output 1-  Security and Rule of Law under Stabilization Facility of Nigerian Window:

    • Support analysis of security situation of the North East region of Nigeria and identify strategic areas of support for UNDP in areas of security, Civil-Military coordination, and rule of law under Nigerian Window of Stabilization Facility;
    • Assist in designing a detailed implementation plan of the identified interventions in consultation with the respective stakeholders, such as the government bodies, security actors, UN agencies, NGOs, and local communities;
    • Support the development of project implementation methodologies and coordination mechanisms for Output 1 of Nigeria Window of the Stabilization Facility in accordance with UNDP’s rules and regulations;
    • Support the Stabilization Facility team in developing plans for immediate stabilisation interventions and delivery in specific locations, working closely with local government and security agencies;
    • Identify priority intervention opportunities for strengthening government and community capacity and function for security and rule of law to respond the needs of the affected populations and ensure synergies with other components of the Stabilization Facility and other relative programmes/projects in North East Region of Nigeria;
    • Ensures the integration of cross-cutting issues, such as gender, peace building, human rights and resilience into stabilization and crisis response;
    • Regularly Monitor and update a dynamic conflict analysis of North-East Nigeria and ensure that this analysis shapes engagement with government and security agencies and UNDP decisions on project deployment and implementation of Nigerian Window of Stabilization Facility;
    • Support a coordination mechanism on security for the facility, and when required facilitate meetings in each State;
    • Support civilian law enforcement providers in regard to proposed scope of cooperation between each Agency and the Facility (Police, Nigeria Security and Civil Defence Corps, Immigration, Customs etc);
    • Promote community engagement to enhance security and safety in the target areas.

    Provides policy analyses and capacity building support to the Government of Nigeria at Federal and State levels, military forces, law enforcement actors as well as local communities and facilitate knowledge sharing support with Stabilization Facility, UNDP and UN agencies, NGOs/CSOs, development partners other key stakeholders on the issues of security, civil-military coordination, and rule of law:

    • Assist in building solid relationships with key national partners and identifies institutional development and capacity building opportunities and priorities, where relevant, for security, civil-military coordination and rule of law;
    • Support systematic and effective security analysis, project site situation monitoring, including regular field visits and report the findings and recommendations to UNDP senior management, Head of Stabilization Facility, and Project Board and/or Steering Committee meetings;
    • Facilitate technical engagement with local stakeholders, including state government, Nigerian military and police, LGA leaders and CJTF to communicate and encourage ownership and further development of the overall approach to stabilization
    • Support and facilitate needs assessment of the law enforcement agencies in regard to priority Facility investments to allow them to fulfil functions agreed by Security Planning Groups;
    • Support the conduct of conflict and political assessments in NE Region as well as Monitoring & Evaluation exercises in the field.
    • Promote strategic coordination and partnerships with the key actors, including donors, government officials, community leaders and the academics for successful implementation of the project activities and policy advocacy, including mobilization of resources and support
    • Facilitate coordination with the Nigerian military (and military actors from other supportive nations) as well as other relevant security actors, including the security focal points in UNDSS and UN agencies to ensure regular and effective CIMIC coordination and deconfliction

    Provides security and safety guidance analyses for programming and activity implementation of Nigerian Window of Stabilization Facility:

    • Provide security policy guidance and security management advice on Nigerian Window of Stabilization Facility in North-East Region of Nigeria to UNDP senior management team, enabling continuation or resuming of programme activities as security situation permits within the framework of all UN security policies and procedures.
    • Ensure the mainstreaming of security into all levels of programme design, implementation and delivery in North East region of Nigeria through substantive monitoring of ongoing and future projects and programmes providing innovative and proactive support, direction and solutions where required.
    • Review the impact of current as well as future potential security factors and trends on UNDP planning, programme design and delivery of the Nigeria Window of Stabilization Facility and UNDP project in North-East region, as well as the possible impact that programme design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented.
    • Liaise with military authorities at all levels in regard to enhancing CIMIC mechanism for the target areas

    Impact of Results:

    • The key results have impact on effective positioning of UNDP among security sector actors in NE Nigeria. The results will provide opportunity for UNDP’s Stabilisation Facility in promoting effective civil-military coordination, which provides enabling environment for the implementation of programme interventions. 

    Required Skills and Experience
    Education:

    • University Degree (Master degree or Bachelor's Degree/Equivalent) or higher, preferably in Social Science, Business or Public Administration, International Relations, Peace Studies, Political Science, or a related security field or formal multi-year deduction in Security Management, such as military or police, Junior Command and Staff College (minimum 9 months full time) qualification with command experience.

    Experience:

    • Depending of the degree 2 or 5 years working on international peace and security issues, ideally with direct experience of stabilisation programme design and implementation
    • Experience of working in conflict environments, ideally in support of local government or security providers in meeting the needs of vulnerable populations
    • Experience of leading planning and the technical development of peace and security interventions, ideally at a sub-national level
    • Relevant experience working in peace and security, in close coordination with security/police sector in Nigeria
    • Experience of civil-military relations and engagement with security actors, local government and civil society is an asset
    • In-depth experience of security management and risk management.
    • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

    • Understanding the challenges of working in a multi-cultural environment and working in  a  crisis setting
    • Excellent writing skills in English. Proficiency in French is an asset.
