    Consultant - Assessment into Malaria Programming in Nigeria

    Consultancy Code: MLP91919
    Location: Nigeria
    Job Type: Short Term
    Time and Level of Effort: This consultancy shall not exceed 30 days.

    Background

    • CRS Nigeria has identified malaria programming as an area in which to focus its business development and influence efforts in the next 3-5 years. The Country Program currently implements one of the largest malaria grants in the world.
    • CRS has successfully managed the distribution of over 15 million LLINs in Nigeria, with some of the highest redemption rates ever recorded.
    • CRS pioneered the use of technology to improve the efficiency and impact of LLIN distribution campaigns and has built the technical capacity of the National Malaria Elimination Program as well as one other organization to use this technology.
    • CRS is also supporting routine case management services for malaria in over 10,000 health facilities in Nigeria, as well as managing the supply chain for malaria commodities and diagnostics to these facilities.
    • CRS sits on a number of National Malaria Technical Working Groups which provide a platform to influence policy and practice.

    Primary Purpose:

    • To research past and current malaria interventions – including CRS programming – with the aim of making recommendations to CRS for pre-positioning for future malaria work.

    Main Tasks/Deliverables:

    • Map significant past and current malaria interventions by location, donor and type of interventions; and comment on their impact and their challenges.
    • Document CRS’ malaria programming history, achievements and challenges in Nigeria.
    • Review and document current malaria elimination strategies and priorities by international organizations such as the World Bank and Global Fund; major institutional donors including USAID and DFID; and, the Federal Government of Nigeria.
    • Highlight and elaborate on challenges and hurdles hampering elimination of malaria in Nigeria and make programmatic recommendations on how to mitigate against these challenges, in line with global best practices.
    • Identify and report on innovations– including use of ICT4D – in delivering malaria interventions and make recommendations on their viability in the Nigerian context.
    • Identify new opportunities for the use of ICT4D across the sector

    Approach and Method:

    • Research / desk study.
    • Interviews with key malaria stakeholders including donors, CSOs and government ministries, departments and agencies (MDAs).
    • Interviews with CRS staff including members of the Global Fund Malaria.

    Schedule of Deliverables:

    • A briefing document – not exceeding 4 pages – of CRS Nigeria’s malaria interventions and successes.
    • A consultancy report with a concise executive summary. The consultant is encouraged to annex supplementary information to the report.
    • A debrief meeting at the CRS Abuja offices where the consultancy will be expected to present his / her findings and recommendations.
    • A concise summary document for external publication / dissemination.

    Required Qualifications

    • An advanced degree in any Health related field.
    • Understanding of the Nigerian health system context.
    • Thorough understanding of major institutional donors’ strategies and funding mechanisms.
    • Hands on experience in delivering malaria interventions / designing malaria funding instruments / formulating malaria elimination policies.
    • Extensive networks within donor agencies, CSOs and government MDAs.
    • Familiarity with the malaria burden in Nigeria and efforts to eliminate malaria in Nigeria and globally.
    • Ability to carry out research and synthesize findings into white papers.
    • Knowledge of English knowledge and excellent writing skills are mandatory.
    • Capacity to self-manage, work independently and remotely and deliver on time.
    • Excellent organizational skills, including time management, and ability to work independently (seeking clarification when needed in a timely manner) and to meet deadlines and work under pressure.

    Payment Schedule

    • CRS will pay a consultancy fee based upon a mutually agreeable daily consultancy rate. Logistics for field trips will be arranged separately. CRS will reimburse operational and logistical costs if they are identified and approved by the Consultancy Manager in advance.
    • Please note that CRS will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% withholding Tax from the total consultancy fees in accordance with the Nigerian Tax Law.
