    Monitoring Evaluation Result Learning Specialist

    Project Summary

    Pact seeks a Monitoring Evaluation Result and Learning Specialist for an anticipated project that aims to provide protection, assistance, and sustainable solutions towards child protection & gender based violence, health, education and shelter for refugees in the Southern part of Nigeria.

    Position Summary

    The MERL Specialist is responsible for overall leadership and oversight of the project’s MEL activities. S/he will manage the project’s MERL Plan, develop relevant MERL tools, and provide technical training and guidance to the project team and partners on relevant MERL tools and processes on the use of data for decision-making. The MERL Specialist will lead data collection, collation, storage, analysis, and reporting, ensuring that data is incorporated into programmatic decision-making and into program reports for submission to the donor. This position is contingent upon award.

    Key Responsibilities

    Monitoring and Evaluation

    • Oversee project’s MERL system for reporting the progress of the project.
    • Lead the development and execution of the project MERL Plan, ensuring both performance and context monitoring.
    • Lead the development of relevant MERL and data use tools and platforms and provide MERL and data use training, mentoring, and coaching to the project team, partners, and government institutions.   
    • Lead on compilation of regular monthly and quarterly reports using data collected and analyzed. 
    • Review the quality of existing data sources, the methods of collecting them and the degree to which they will provide good baseline data for mid-term and end of project evaluations; based on this review consult partners to develop approaches to address identified gaps;
    • Ensure an effective roll-out of M&E tools and reporting systems at the project level through training, site visits, manuals, and other technical support as needed.
    • Lead data analysis and use data to promote evidence-based programming and provide timely feedback in relation to project targets, work plan activities and objectives, and addressing gaps in programming
    • Perform other duties as assigned.

    Capacity Development

    • Conduct training for project staff and partners on MERL in line with identified capacity needs and provide ongoing mentoring support.
    • Conduct assessment of the partners’ capacity in the field of M&E, and develop and lead the implementation of a capacity development plan.
    • Provide technical support to the Partners to strengthen their monitoring and evaluation systems.
    • Support program staff, senior management, and key stakeholder groups to use data to make informed and timely decisions related to program implementation.
    • Supports training, work-quality, and performance of short and long-term contracted data collection officers.

    Knowledge Management

    • Lead and maintain a knowledge management system for the project, across all project components and partners.
    • Contribute to program reports for submission to the donor.
    • Review the management information systems of the partners and agree on required changes or resources to ensure that data quality standards are monitored and met;
    • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports.
    • Maintain accurate information in project database, as well as accurate and timely electronic files.

    Minimum Requirements

    • Bachelor's degree in any the following or related fields: social science, international development, evaluation research, statistics, or economics.
    • At least five (6) years of progressively responsible experience in designing, managing and implementing results-based MERL activities.
    • Demonstrated relevant technical skills in analyzing quantitative and qualitative data, with excellent organizational as well as English oral and written communication skills.
    • Progressively responsible experience in monitoring and evaluation of conflict mitigation, preventing violent extremism and/or democracy and governance programs, including working with development agencies and organizations, government officials, civil society leaders, community leaders, program beneficiaries and program staff.
    • Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
    • Experience working on U.S. Government-funded projects.
    • Demonstrated supervisory skills, and ability to work well on a team.
    • Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
