    Request for Proposals: Consultancy for Review of Human Resource Practices In Nigeria - EAN/RFQ/082218/038

    Our current flagship programs include:

    • Dispensers for Safe Water is an entrepreneurial program scaling the chlorine dispenser system - a proven innovation that dramatically expands access to water treatment at an extremely low cost. Deworm the World Initiative actively supports the scale-up of school-based deworming programs worldwide to improve children's health, education, and long-term development.
    • As part of our strategic intent, we are expanding our work in Nigeria where currently we have engaged our local staff to implement our program under a consultancy arrangement. With the registration of Evidence Action in Nigeria, we intend to convert the staff from consultants to full time employees, and establish a fully-fledged HR function in the country. We are seeking an experienced consultants (individual or firm) to provide technical guidance on all labour related statutes and social charges, review all HR related documents and guide on best practice on salary, benefits and contract administration.
    • Scope of Work
    • The area of jurisdiction for this assignment is Nigeria.
    • The assignment has to be completed with 2 months.
    • Assessment of HR/labour statutory requirements for engaging staff members in Nigeria. The successful applicant will have demonstrable knowledge of Nigerian Labour laws and Human Resources practice to provide guidance and advice on human resources best practices, labour and technical guidance including review of company policy documents, benefits offered to staff, and employment contracts.

    Expected outputs
    The assignment will have the following deliverables:

    • Detailed work plan for the assignment, due within one week of appointment Guidance of Nigeria Labor Statues – written report with summary of applicable laws that need to be incorporated into human resource policies and practices Detailed reports and recommendations on reviewing existing draft HR documents - employment contracts, HR policy manual for Nigeria, and benefits package - and marked up copies of these documents to ensure compliance with prevailing labour
    • laws. Evidence Action will provide drafts of these documents upon signing the contract.
    • Timeframe A maximum of 60 days is expected. The assignment will tentatively start in September 2018 and end on October 2018.
    • Working relationship and contractual arrangements
    • The consultants will be working under the overall supervision of the Africa HR Manager The consultants are under the obligation of confidentiality. Information, data, database, knowledge resources in the forms of briefings, reports, proceedings, articles, essays, etc. issued by are Evidence Action's property and require permission for use and disclosure.

    Qualifications and requirements

    • Experience specializing in labour law / human resource management
    • At least 5 years post qualification experience working in the Nigerian Market
    • Specific experience handling similar assignments will be an added advantage
    • Eligibility of Applicants

     

    Applicants cannot apply if they:
    Are bankrupt or in the process of going bankrupt.
    Have not fulfilled obligations related to payment of taxes and other statutory charges
    and fees. Have been found guilty of serious misinterpretation in supplying information. Are in situations of conflict of interest. Conflict of interest MUST be disclosed to Evidence Action and vendors should only participate if approval is granted. A conflict of interest is created by any family or commercial relationship between the supplier and any member of the Evidence Action Tender Committee. Have seriously defaulted and declared as such in the implementation of similar contractual obligations in the past Are on any list of sanctioned parties issued by the United States Government.

    Cover letter not to exceed one page Proposal not to exceed 2-3 pages, including the budget CV not exceeding three pages
    Three references who can speak about relevant previous work
