    Global Fund Grant Manager/Project Director

    Overview

    • The Project Director leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including vision and technical strategy; project management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other MSH projects and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU) where applicable.

    Specific Responsibilities
    Project Results:

    • Oversees implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project.
    • Serves as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.
    • Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

    Technical Strategy and Vision:

    • Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy,  M&E plan and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards,  and RMS guidelines.
    • Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.

    Project and People Management:

    • Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).
    • Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
    • Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

    Client and other Stakeholder Relationships:

    • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners.
    • Provide effective and timely responses to inquiries and concerns.

    Coordination and Synergy:

    • Collaborate with the MSH Country Representative and participate as required in activities organized in the context of MSH Representation in country.
    • Ensure harmonious collaboration with and cost-effective use of the Country Operations Management Unit.

    Qualifications and Experience

    • A Master's Degree or higher in Public Health or related field.
    • 10+yrs of progressively responsible, related experience is required.
    • Demonstrated subject-matter expertise in technical content relevant to the project.
    • Demonstrated leadership and management abilities.
    • Prior experience and success directing similar or larger international donor-funded projects.
    • Demonstrated strategic planning and visioning skills.
    • Familiarity with Global Fund regulations and administrative procedures in the implementation of donor assisted projects.
    • Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
    • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, CAs, and donor organizations.
    • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
    • Willingness and ability to travel within Nigeria as needed.

    M&E Senior Manager

    Overview

    • The Senior Manager, Monitoring & Evaluation (M&E) leads and coordinates monitoring and evaluation and systems development and related activities.
    • The Senior Manager, M&E ensures the smooth operation and quality performance of technical efforts and field activities by coordinating programmatic reporting, quality of data management and information. 
    • S/he is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the project’s activities. 
    • S/he ensures adherence to monitoring of project activities using developed tools and indicators.  In collaboration with the Project Director and Senior Technical staffs at all levels, the Senior Manager, M&E ensures that the quality of implementation, recording and reporting of project activities is maintained, in accordance with Global Fund requirements and in support of NMEP, State MEPs and the National Malaria Control Strategy.

    Specific Responsibilities

    • Design and implement the project’s Monitoring & Evaluation (M&E) system to generate timely and accurate information for project counterparts at all levels, and for the GlobalFund.
    • Submit project reports to Global Fund every three months for the first year and every six months in subsequent years, in coordination with the Project Director and other Senior Technical and project staffs.
    • Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of project interventions. Make these available to managers at all levels of the health system to gather, analyze, report and solve problems related to human resources.
    • Contribute substantively to the project’s Knowledge Management system for identifying, disseminating and applying/validating promising project practices and oversee staff in this area.
    • Develop and implement a strategy for participating in working groups, meetings, and other fora on M&E for system strengthening to be articulated and implemented.
    • Develop and monitor the project’s PMP to systematically document project performance for project technical leads and the project leadership team.
    • Provide M&E training and on-going assistance to local implementing partners to ensure quality data collection, transmittal, analysis, use of data for decision making and timely report writing.
    • Evaluate results achieved by the program and its partners against agreed upon targets and track overall progress in achieving the program goals and performance targets
    • Capture lessons learned from mainstreaming and scaling up best practices.
    • Oversee pertinent implementation research activities.
    • Supervise and build capacity of the project M&E staff.

    Qualifications and Experience

    • Postgraduate degree in Statistics.
    • At least 10 years hand-on-experience at a senior position in M&E with very good analytical, presentation, communication and reporting skills.
    • Significant experience in developing monitoring plans and/or management information systems 3 years of which spent working with NGOs in an African setting.
    • Excellent interpersonal, multi-cultural and team building skills.
    • Familiarity with Global Fund reporting systems highly desirable.
    • Excellent writing skills, oral and written communication skills and fluency in English.
    • Demonstrated computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint and Outlook, and relevant statistical packages such as SPSS, Epi Info, etc.
    • Willingness and ability to travel within Nigeria as needed.

    Senior Technical Manager, Supply Chain Management

    Overview

    • The Senior Technical Manager for Supply Chain Management (STM-SCM) is the lead technical manager responsible for the planning, implementation and evaluation of all project supply chain activities.
    • S/he works closely with the Chief of Party, Deputy Chief of Party, other project staff, international partners, local partners, and stakeholders for the development and implementation of supply chain policies and procedures in support of medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution.
    • The STM-SCM provides technical leadership and direction for the development and implementation of innovative strategies and activities to support the strengthening of supply management systems in Nigeria.
    • The STM-SCM works with other project staff on the development and deployment of appropriate logistic management information systems that support the planning and monitoring of supply chain operations.
    • S/he supports supply chain capacity building efforts and ensures that systems and processes are in place to assure the continuous availability of key program commodities.

    Specific Responsibilities

    • Lead the development of PROJECT work plans and budgets as they relate to supply chain activities in collaboration with other PROJECT staff, partners, and stakeholders. Provide input into updating and implementing the annual work plan and budget, as necessary.
    • Provide technical assistance to the MOH, NMEP and local partners for the quantification of key commodities including the establishment of appropriate forecasting and supply planning mechanism and information systems to assure availability of data necessary for adequate quantification.
    • Collaborate with the MOH, NMEP and local partners to assure that effective and efficient warehousing and distribution systems are in place for medicines and other key commodities.
    • Participate in identifying and prioritizing capacity development activities for strengthening national and State level pharmaceutical supply chains, and building expertise in monitoring and supervision in collaboration with the MOH, NMEP and other relevant team members and partners. Develop and implement appropriate training and supervision programs.
    • Provide TA to develop standard operating procedures (SOPs) for inventory management and other aspects of supply chain management that will assure the availability and quality of medicines and other commodities.
    • Along with country partners and other PROJECT staff, develop and implement a comprehensive approach for ensuring the quality of the commodities procured and used.
    • Monitor and document progress of activities toward achieving results of supply chain activities of the approved PROJECT work plan, by taking baseline and periodic measurements of indicators.

    Qualifications and Experience

    • A Master’s Degree or higher in Public Health, Logistics Management, Pharmacy, or related field.
    • A minimum of 10 years of experience implementing supply chain system improvement programs of large projects in developing countries.
    • Demonstrated knowledge and skills in health commodity procurement, warehousing, distribution and logistics management information systems.
    • Familiarity with public health, malaria programming, data collection, analysis and presentation.
    • Experience working with MOH and national level organizations.
    • Strong project management and communication skills required.
    • Previous experience in developing training materials and the delivery of training sessions.
    • Strong organizational skills and ability to work in a team-oriented environment.
    • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook; knowledge of appropriate methods for data analysis and reporting.
    • Excellent representational and communication skills, written and oral proficiency in English.
    • Experience working with Global Fund-funded programs highly desirable.

    Senior Technical Manager, Malaria

    Overview

    • The Senior Technical Manager, Malaria position is designed to provide technical assistance, specifically to the NMEP and State-levels MEPs, in meeting the technical demands of the Global Fund malaria grant.
    • The Senior Technical Manager, Malaria is expected to support the NMEP to ensure quality malaria case management delivery in public and private facilities and to assist in the monitoring of activities as they relate to the M&E plan.
    • Also, the incumbent will plan and coordinate with other Global Fund Malaria Grant partners assisting the NMEP to improve quality of malaria case management in other States and among different technical support areas such as Supply Chain, Supervision (OTSS) and M&E.
    • The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the NMEP, State MEPs and LGAs, establishing dialogue, and developing activities to support improved quality of malaria case management practices in public and private facilities.
    • The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.
    • The Senior Technical Manager, Malaria provides professional leadership support to the NMEP, State MEPs and LGAs for the achievement of objectives set forth in the Global Fund Malaria Grant, which support the National Malaria Control Strategy.
    • The principal task of the incumbent is to provide overall management, technical guidance and leadership to the NMEP and State MEPs around implementation of the Global Fund Malaria Grant.

    Specific Responsibilities

    • Assist the NMEP and State MEPs to ensure quality malaria case management practices by leading support for training of health staffs in public and private facilities.
    • Assist the NMEP and State MEPs in roll out of OTSS in support of supervision and improving quality of malaria case management.
    • Work with States and LGAs in planning and coordinating training and OTSS activities.
    • Work with other grant partners in coordinating training, OTSS, and M&E oversight in all 13 target States.
    • Work closely with Grant Supply Chain Managers and State-level units responsible for malaria commodity distribution, to ensure that supply chain issues are addressed in the context of improving malaria case management.
    • Work with Grant implementation leadership to ensure proper coordination among States, LGAs and Grant implementation partners.
    • Work in collaboration with the NMEP and Implementing Partners to support a malaria routine data system as part of the Health Management Information System (HMIS).
    • Other activities related to technical input and oversight of the Global Fund Malaria Grant as identified in collaboration and coordination with the NMEP, Grant Implementation Partners, States and LGAs.

    Qualifications and Experience

    • Advanced degree (Masters, PhD, or MD) in a Health-related field or Management field required. Specialized experience in malaria is highly preferred.
    • At least 10 years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries.
    • Demonstrated experience managing successful teams comprised of experienced professionals.
    • Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
    • Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation and reporting).
    • Ability to work effectively in a team environment and communicate information to both health and non-health audiences, and achieve consensus on policy, project, research, and administrative matters.
    • Excellent verbal communication skills, tact and diplomacy are required to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations.
    • Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners and team members.
    • Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.
    • Excellent computer skills (MS Word, Excel, Power Point, and Outlook, Access, SPSS and other statistical and other relevant software) are required for effectively operating in this position.
    • Good computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements.
    • Willingness and ability to travel within Nigeria as needed.
