    Regional Investigation Officer 1

    Job Description

    • Under the direct supervision of Regional Investigation Manager based in Amman or designate, the Regional Investigation Officer 1 works collaboratively with internal and external stakeholders, undertakes investigations of alleged misconduct or violations of ICRC internal policies, procedures and ensuring best practices.

    Responsibilities

    • Plans, organizes, conducts investigations of serious and complex cases of corruption and fraud as well as sexual misconduct. This includes adducing evidence, obtaining, and reviewing pertinent documentation, conducting interviews, and taking statements, analysing facts and determining findings.
    • Undertakes investigations and ensures that inquiries and investigations are coordinated by the Ethics Risk and Compliance Office. Develops, implements, monitors, and evaluates assigned inquiries and investigations.
    • Obtains and reviews relevant documentation; conducts interviews and takes statements; analyses facts, determines findings, and formulates recommended disciplinary and jurisdictional actions; gathers and analyses electronic evidence.
    • Determines whether matters involve potential fraud, corruption or other illegal or criminal conduct warranting referral to national authorities.
    • Prepares complete and concise investigation reports and conducts post-investigation tasks.
    • Works collaboratively and in coordination with colleagues to achieve Organizational goals, in accordance with ICRC Code of Conduct Framework and Guidelines and in compliance with other Organizational principles and regulations.
    • Performs other preventive compliance activities as required including training.
    • Prepares cases for submission to the internal justice system and/or referral to relevant national jurisdictions and supports the case manager in the triage process.
    • Performs other related duties as requested by the Head of Investigations or Regional Investigation Manager.

    Education and Experience Required

    • University Degree in Social Sciences, Economics, Human Resource Management or Law and/or professional certification (e.g., ACFE).
    • 4-6 years of experience with investigatory procedures and practice. Experience within international organizations and International investigation are asset
    • Knowledge of accounting principles and practices and/or participation in investigation training courses an asset.
    • Experience in investigatory procedures and practice, investigation technique; particularly where conduct also may have criminal implications that could result in prosecution before local courts.
    • Knowledge of legal, procedural, evidentiary standards, victim handling and safeguarding activities
    • Previous experience in investigating internal fraud, sexual harassment, harassment, abuse of authority, and/or sexual exploitation and abuse cases is a strong asset.
    • Computer proficiency.

    Desired profile and Skills:

    • Fluent English is mandatory, and knowledge of a second language is a strong asset Excellent spoken and written English; passive understanding of French as asset with an Outstanding written (and verbal) communication skill.
    • Ability to maintain confidentiality of highly sensitive data, including personal and non-public information
    • Strong listening and investigating skills including assessing authenticity
    • Excellent use of context analysis and Good training skillset
    • Self-directed and able to determine appropriate course of action with limited supervision, including excellent time management, project planning and outward communications
    • Intercultural mindset, with demonstrated success communicating with diverse populations
    • Strongly motivated by humanitarian work and specifically ICRC
    • Able to work under pressure in a potentially dangerous environment
    • Willingness to travel within the region and out of the region.

    Finance and Administration Manager 2

    Location: Maiduguri, Borno

    Job Description

    • Under the direct supervision of the Finance and Administration Manager 3, the Finance and Administration Manager 2 is responsible for the integrity of financial and analytical accounting and for reporting from the field.
    • S/he oversees all financial resources and administrative activities, such as management of premises and staff travel, in the Sub Delegation of Maiduguri (MIU) and its Area of Responsibilities.

    Main Duties and Responsibilities

    • Ensures adequate premises setup and condition, including office equipment and furniture in accordance with the ICRC standard housing equipment and housing policy.
    • Negotiates the rental contracts and participate in other contract negotiation as required by Rules on Financial Management.
    • Ensures the smooth flow for the reception of new arrivals and sending of necessary message notification for the departure/movement of ICRC mobile and resident staff.
    • Supervises the attribution of accommodation for ICRC staff and visitors in the residences or hotels as well as provision of breakfast items for new staff on their beginning of mission.
    • Implements controls on cash movements (payments, cash flow, bank withdrawals, safe management, working advances etc.).
    • Coordinate with the MIU Head of Finance and Abuja Finance Unit to updates the bank signatories on MIU bank account.
    • Supervises, checks, and approves the monthly accounting closing, monthly telex and make sure that the monthly closing dates are respected.
    • Safeguards the financial interests of ICRC and when possible, find ways to reduce costs without jeopardizing the operations (e.g., energy consumption, control of communication expenses.)
    • Ensures that budget guidelines are respected by monitoring the expenses and analysing the financial and analytical reports.
    • Understands and supervises the Performance Management & Development activities for employees under supervision of the above position.
    • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

    Education and Experience Required

    • Minimum of University Degree, preferably in Business Administration, Accountancy, or equivalent field.
    • 4 - 6 years of Administration/Finance experience in a similar function.
    • Excellent interpersonal, management and coordination skills.
    • Rigorous and trustful person, and proven capacity to work independently, with exemplary conduct.
    • Excellent in management and negotiation skills.

    Desired profile and Skills:

    • Fluent in written and spoken English and knowledge of local languages in Borno State, Nigeria is an asset
    • Expert level in computer skills, proficient in Microsoft Office software skills (outlook, Excel Power Point, Word).
