    Data Science Advisor

    Position Summary

    • The Public Health Information Surveillance Solutions and Systems (PHIS3) project is a US Centre for Disease Control and Prevention (CDC) funded project to strengthen systems to improve HIV service delivery and other public health interventions through continuous quality improvement, monitoring and evaluation, Surveillance, Health Informatics and laboratory quality management in Nigeria.
    • This project will work with implementing partners, national and sub-national health managers, health workers and other stakeholders to strengthen the already existing national data repository and other modules which has helped to improve harmonisation of fragmented information systems, reduce duplication of data collection and improve monitoring and tracking of national level health trends and priorities.

    Position Description

    • S/he will lead the collection of large datasets from different sources, clean, analyze and draw insights for improved program implementation.
    • In addition, S/he will design Innovative solutions at short notice, participate in scientific publications, including peer-reviewed publications, liaise with stakeholders and provide solutions for their data need.
    • The Data Science Advisor will report to the Director of Monitoring, Evaluation and Surveillance.

    Duties and responsibilities

    • Write scripts for frequent on-demand and routine data analysis for both internal and external use
    • Analysis of big data In HIV, TB or any other field assigned by the supervisor
    • Work with large datasets and perform basic procedures such as sub-setting, merging, deduplication, re-labelling, amongst other important
    • Build models such as predictive models using advanced statistical and machine learning approaches
    • Use machine learning (ML) and neuro-linguistic programming (NLP) to provide  greater insight, accuracy, and consistency
    • Analyze data using appropriate, advanced statistical methods such as multiple linear regression, mixed effect modelling, amongst other methods
    • Carry out data analysis, draw inferences and write the report
    • Design surveys, determine sample size, write and review research reports, and share research findings in different dissemination platforms, including conferences and peer-reviewed journals
    • Build simple to complex program dashboards on Excel, PowerBI and or other platforms
    • Work with team members from other departments
    • Other tasks that may be assigned.

    Qualifications

    • Master's and/or Ph.D in Data Science, Mathematics, (Bio)statistics, Epidemiology, Computer Sciences or any related scientific field is required.

    Experience:

    • A minimum of 5 years’ experience doing data analysis or epidemiology in HIV programs, or any infectious disease program such as TB
    • Professional experience working with at least two of STATA, Python, R, and/or MySQL.

    • Excellent Excel skills
    • Strong mathematical, statistical, and machine learning skills
    • Strong critical thinking, problem solving and innovative approach to challenges
    • Great interpersonal skills, communication (written and spoken) skills, accountability and integrity

    Language:

    • Fluency in English Language (professional level).

    Surveillance and Implementation Science Advisor

    Position Summary

    • PHIS3 seeks a Surveillance and Implementation Science Advisor to lead its Surveillance and Implementation activities.
    • Activities will include supporting the Monitoring, Evaluation & Surveillance Lead to improve and/or expand the surveillance data collected and ensure that relatively new data sources such as Electronic Medical Records and Laboratory Information Management Systems are utilised as appropriate for Surveillance.
    • S/He will lead surveillance activities such as recency surveillance, case-based Surveillance, mortality surveillance and HIV Drug resistance surveillance.
    • The successful candidate will provide technical and strategic direction and support to the project team to scale up of priority health information systems at all levels of the health system.
    • S/He will coordinate and liaise with government agencies, other donor-funded projects, implementing partners, CDC and other stakeholders to promote the systematic uptake of synthesised Surveillance findings and other evidence-based practices into routine practice,
    • The Surveillance and Implementation Science Advisor reports directly to the Monitoring, Evaluation & Surveillance Director in activity implementation and management.

    Duties & Responsibilities

    • Responsible for the overall management of the surveillance systems strengthening component of the project.
    • Work with relevant stakeholders to coordinate Recency, Case-based and Mortality Surveillance activities for the National HIV AIDs program.
    • Design and implement performance monitoring and Continuous Quality Improvement activities needed to ensure that surveillance systems activities are on track adhere to donor and GON Requirements.
    • Work with other unit leads in the Monitoring, Evaluation, and Surveillance Directorate to ensure that relevant Publications, Technical reports, and documentation on surveillance systems are technically relevant and are disseminated appropriately
    • S/He is the lead for all surveillance systems strengthening activities within the project and will act as the Surveillance FP for CDC and other external stakeholders and partners.
    • S/He provides technical assistance and capacity building to government counterparts and key stakeholders on surveillance systems.
    • Oversees the design and conduct of training, capacity building, mentoring, and other Surveillance activities for Implementing Partners staff, relevant government ministries, and partners supported by the project.
    • In close collaboration with the Monitoring and Evaluation Lead and other unit leads, provides technical guidance and direction on strategies and approaches in collecting, analysing, reporting, and using quality surveillance data.
    • Lead the development of Data governance documents (SOPs, Policies, technical guides) for Surveillance in collaboration with other unit leads.
    • Perform other related duties as assigned.

    Qualifications

    • MBBS, MPH, Master's of Science in Epidemiology and / or Statistics and an other relevant areas.
    • 5 years of experience implementing public health programmes with at least 3 years experience in Surveillance.
    • Experience working on a team in a developing country to create interoperability among information systems, including the use of unique patient identifiers across systems, is desired.
    • Thought leadership in the fields of health information systems and/or technology for global health.
    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required).
    • Excellent coordination and information management skills.
    • The ability to work well under pressure; skilled at change management, crisis management, and problem solving.
    • Demonstrated knowledge of strategic planning methodology and documentation processes.
    • Ability to develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness and innovation sense.
    • Excellent ability in spoken and written English with a high-level proficiency in a second language highly preferred.
    • Ability and willingness to travel frequently.
