    Sample Movement Consultant

    JOB DESCRIPTION

    • The Sample Movement Consultant will support the TB/HIV and CPPM implementation in the select state with special focus on sample referral to ensure adequate documentation and monitoring.
    • This position reports to the Director of Program-TB/HIV.

    SPECIFIC RESPONSIBILITIES

    • Ensure appropriate mapping of the hub and spoke model for the sample referral in the state
    • Ensure the sample couriers apply the developed hub and spoke model in the sample referral process
    • Ensure that DOTs Officer/TBLS are Called for sample shipment and prompt Transportation of samples to GeneXpert sites for diagnosis.
    • Ensure that DOTS officers and sample couriers observe all bio-safety measures and infection control to prevent transmission.
    • Review processes to ensure appropriate documentations are done in the correct documenting tools i.e. forms and registers.
    • Ensure the confidentiality of patient information and sample results i.e. they are not discussed or shared with unauthorized person(s).
    • Ensure weekly report using summary form to the TBLS and ARFH representative(s)
    • Collate and review monthly sample referrals/result retrievals and submit summary of sample movement as required by the Principal Recipient.
    • Ensure that the monthly sample movement report is processed for timely request for funding of the couriers, to ensure uninterrupted sample referral and result retrieval in the states.
    • Travel to supervise and monitor effectiveness of the sample referral process within the state.
    • Ensure attendance at regular stakeholders’ meetings and training sessions
    • Perform any additional duties as assigned by ARFH.

    REQUIRED EXPERIENCE

    • 1 –  2 years’ relevant work experience with development agencies. Experience in TB/HIV program is an added advantage

    MINIMUM QUALIFICATIONS

    • Education: A University Degree in Social Sciences or any other field.

    Knowledge, Skills and Abilities:

    • Good communication and writing skills
    • Good knowledge of the State applied for
    • Ability to use Microsoft office suite packages
    • Result driven with strong analytical /problem solving skills
    • Good planning/organizational skills
    • Ability to follow instructions and procedures, take initiative and work unsupervised
    • Have a high sense of confidentiality, initiative and good judgment.

    State Adhoc Staff

    JOB DESCRIPTION

    • Conduct visits to the CBO to review their documents and tools to ascertain the presumptive and positive TB/HIV cases in their registers
    • Conduct visits to the DOTS and Lab facilities to verify presumptive and diagnosed TB/HIV cases from the community/CBO in the facility and lab registers
    • Ensure that the test results of sputum samples supplied from the CBO/community are promptly released to CBO/ DOTS facilities

    SPECIFIC RESPONSIBILITIES

    • Conduct visits to the CBO to review their documents and tools to ascertain the presumptive and positive TB/HIV cases in their registers
    • Conduct visits to the DOTS and Lab facilities to verify presumptive and diagnosed TB/HIV cases from the community/CBO in the facility and lab registers
    • Ensure that the test results of sputum samples supplied from the CBO/community are promptly released to CBO/ DOTS facilities
    • Ensure that all the diagnosed TB/HIV cases from the community are also in the LGA register and receiving treatment
    • Collate the verified results from the facilities and CBOs on monthly basis and report to ARFH for payment to CBO (Report to ARFH must be done on the 2nd day of the new month)
    • Facilitate the capturing of Community TB data by the TBLS and ensure the data is presented at the State Review Meeting of the STBLCP.
    • On a monthly basis, collect case finding Report from the TBLS of the implementing LGAs. (Must maintain a very good working relationship with the TBLS)
    • Perform oversight functions to the CBOs/NGO and Community Workers (CWs) on the modalities and implementation of Active case findings (ACF) in the selected slums.
    • Report and Liaise with ARFH for data collection, analysis and reporting on ACF activities to ARFH.
    • Support the CBO in the documentation of retirements for advances received and sign off the fund advance retirement form.
    • Collect and collate the retirements and report of activities (program and financial) implemented for advances provided to CBOs on or before TWO days after the MONTH of implementation and send soft copy of report to ARFH.
    • Summarize the collated data from the CBO report and share with TBLS and STBLCP.
    • Submit Hard copy to ARFH on monthly basis. (Preparation of weekly program implementation briefs, workplans, budgets and other working documents and reports, as required).
    • Hold meeting with CBO member and CWs during supportive supervision to strengthen service delivery.
    • Perform additional duties as assigned by the Director of Programs-TB/HIV.

    Representation and advocacy functions:

    • Representing ARFH in relevant fora with a view to providing meaningful inputs to promote and advance the objectives of the organization.
    • Carry out ongoing advocacy to maximize partners/donors and philanthropic support towards the realization of goal of the project and priorities.
    • Support the identification of sources of funding within the State.

    REQUIRED EXPERIENCE

    • Minimum of 2 years’ relevant work experience with Development agencies; experience in TB/HIV program is an added advantage
    • Must have experience in donor-supported Active Case Search intervention with CBOs and mentored/supervised the community workers
    • Must have served as a link between the community and the health facilities (DOTS Clinics) working closely with LGA TBLS
    • Must have been involved in TB M&E data collation and verification

    MINIMUM QUALIFICATIONS

    • Education: A University Degree in Public Health, Social Sciences, international development or any other discipline.

    Knowledge, Skills and Abilities:

    • Good communication and writing skills in English and local language is required.

    State Community TB/HIV Cascade Monitor

    JOB DESCRIPTION

    • The State Community TB/HIV Cascade Monitors will coordinate all aspects of monitoring and evaluation and contribute strategically to the success and impact of the overall Global Fund GC7 Project.
    • He/She will ensure that all community TB/HIV integrated services in the GC7 grants are carried out and all targets met.

    SPECIFIC RESPONSIBILITIES

    • Ensure appropriate support for the implementation of TB/HIV integrated services in the communities.
    • Ensure active case finding in the communities in the State of implementation
    • Align M&E activities with organizational goals, ensuring monitoring and evaluation contribute to program success and impact.
    • Work closely with the State Technical Officer and other stakeholders in the planning and design activities to integrate robust M&E components into program structures and implement all community activities for active case finding.
    • Contribute to developing logical frameworks, results frameworks, and performance indicators.
    • Supervise and lead other team of data collectors in the implementation state and provide guidance, mentorship, and support.
    • Foster a collaborative and results-oriented team culture.
    • Maintain an effective M&E system that includes data collection, management, analysis, and reporting processes.
    • Ensure the use of appropriate technology and tools to streamline M&E activities.
    • Oversee data collection, analysis, and interpretation to measure program performance against established indicators.
    • Supervise data quality assessment processes and ensure corrective actions are implemented.
    • Prepare and present comprehensive M&E reports for internal and external stakeholders, highlighting key findings, lessons learned, and recommendations.
    • Communicate M&E results in a way that informs decision-making and program implementation.
    • Plan and manage program evaluations, ensuring that evaluation methodologies were rigorous and aligned with organizational standards.
    • Utilize evaluation findings to make evidence-based recommendations for program enhancement.
    • Build the capacity of state data collection officers in monitoring and evaluation principles and practices.
    • Conduct training sessions to enhance data collection, analysis, and reporting skills.
    • Collaborate with internal and external stakeholders, including donors, government agencies, and partner organizations, to ensure alignment of M&E activities with project goals.
    • Establish effective communication channels for ongoing engagement.
    • Lead efforts to continuously improve the M&E system, incorporating feedback and adapting methodologies to changing program needs. – Identify opportunities for innovation and efficiency.
    • Ensure adherence to ethical data collection, analysis, and reporting standards, prioritizing confidentiality and data protection.
    • Take roles as assigned by the State Technical Officer or representative of the executive management.

    REQUIRED EXPERIENCE

    Experience & Skills:

    • Minimum of 3 years’ professional experience in an M&E position responsible for implementing M&E activities in public health projects.
    • Experience in designing tools and strategies for data collection, analysis and production of reports.
    • Experience in digital/mobile data collection tools.
    • Proven ICT skills, especially in the development of MIS software using database software
    • Expertise in analyzing data using statistical software such as MS Excel, Stata and SPSS for project implementation.
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
    • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
    • Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
    • Experience of Implementation of Global Fund (GF) grant is an added advantage.

    MINIMUM QUALIFICATIONS

    • Education: Bachelor’s degree in statistics, demographics, public policy, international development, economics, public health or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E will be an added advantage.

    Desired Competencies:

    • Ability to think strategically and align M&E activities with the overall goals and objectives of the organization.
    • Proficient project management skills to oversee M&E activities within the program.
    • Advanced analytical and problem-solving skills to interpret complex data, identify trends, and draw meaningful conclusions. Excellent written and verbal communication skills to convey M&E findings and recommendations to diverse audiences, including stakeholders and decision-makers.
