    Procurement and Logistics Assistant

    Context

    • Under the overall supervision of the Resource Management Officer and the direct supervision of the Supply Chain Officer; and in collaboration with relevant units in Yola Sub-Office, the successful candidates’ primary role will support in coordination and implementation of the procurement process including obtaining quotations, tendering, purchases and deliveries of supplies/services at the Yola as well as the Mission in Nigeria in accordance with IOM’s Procurement policies and procedures:

    Core Functions / Responsibilities

    • Provide procurement and logistics support of goods/services in accordance to the IOM’s procurement policy and other related regulations and procedures.
    • Receive Purchase Requisition Forms prior to procuring using the authorization matrix as applicable for the Sub-Office and Mission as a whole.
    • Participate in preparation of objective evaluation criteria to evaluate bids for Works, services, and supply in coordination with requesting units and ensure these criteria are featured in the solicitation documents before advertising or sharing them with potential Bidders. Publish tenders on IOM Website and United nations Global Market Place (UNGM).
    • Solicit offers/quotations/proposals, prepare bids analysis accordingly and share with the supervisor and related Programme Manager and make recommendation for best offers received on goods/services; and seek the related approval according to the Mission’s approval matrix.
    • Guide Bid Evaluation Committee (BEC) on the process of Bid Opening, evaluation and recommendation while ensuring full compliance with IOM Procurement Rules and Regulations.
    • Prepare Purchase Order (PO) through PRISM system using Material Management (MM) module and ensure necessary information on asset number, specifications, quantity, prices, delivery and payments terms are captured, obtain acknowledged copy of Purchase Order (PO) from the Vendor.
    • Participate in negotiations with contracted firms on the implementation of activities under the project components and monitor progress of contracts implementation to ensure that they abide by the stipulated standards, procedures, and planned work/delivery Schedule.
    • Process all procurements in accordance with the IOM procurement Manual (IN168 Rev.3) and implement existing mechanisms to avoid fraud and ensure transparency to complement the IOM rules and regulations on procurement.
    • Prepare Request for Payment, ensure proper supporting documents from Purchase Request until Goods Receiving Note are attached, submit it to Finance Department and update the logbook accordingly.
    • Verify compliance with IOM and donor requirements including guidelines, rules, and regulations, such as the field procurement manual and report any non-compliance.
    • Provide a monthly report on Open Purchase orders and Purchase Requests and follow up with relevant colleagues to ensure their timely closure in the PRISM MM Module.
    • Develop Key Performance Indicators (KPI’s) with the guidance and support of the Supply Chain Officer, document the performance of Suppliers against the Established Long -Term Agreements (LTAs) using established KPI’s and follow up with suppliers on improvements.

    Education

    • University Degree in Business Administration, Purchasing and Supply Management, or a related field from an accredited academic institution with 3 years of relevant experience or High School Diploma with five years of relevant experience in the above fields.

    Experience:

    • Professional experience in Supply Chain Management procurement and Logistics humanitarian field.
    • Experience in managing large dynamic teams, with a customer service, IT, or administrative background.
    • High computer literacy with in-depth use of MS office applications in Windows and MS Office is mandatory.
    • Knowledge of Supply chain, as well as previous secretarial and archival experience, an added advantage; and,
    • Previous working experience with NGOs or international organizations is an added advantage.

    Languages:

    • Fluency in English (oral and written) required, working knowledge of the local language.

    Skills:

    • Skills and knowledge in Conducting local/international procurement, clearing & forwarding, Government laws and regulations, insurance and inventory/stock/supplies and management.

    Laboratory Technologist

    Context

    • Under the overall supervision of the Chief Migration Health Officer and direct supervision of the Senior Laboratory Technologist, the incumbent will be responsible for technical support to laboratory services with respect to Migration Health Assessments (HAP) and other programmes implemented by the IOM Migration Health Division in Abuja, Nigeria.

    Core Functions / Responsibilities

    • Perform laboratory procedures as assigned by the laboratory supervisor for pre-examination, examination, and post-examination activities through the use of the standard relevant equipment.
    • Contribute to the implementation of laboratory quality management systems under the guidance of the laboratory supervisor. Take on the focal point role for one or more quality system essentials (QSE) as requested by the laboratory supervisor.
    • Ensure standards and the quality of laboratory procedures by strictly following the Standard Operating Procedures (SOPs).
    • Adhere to biosafety measures adopted in the laboratory, being responsible for the safety of oneself and others.
    • Organize and operate activities on assigned station for accurate, efficient and timely delivery of results.
    • Perform quality control and quality assurance activities for assigned stations and document results as required.
    • Facilitate laboratory equipment maintenance to ensure these are in good working order and operate equipment appropriately following SOPs.
    • Facilitate laboratory stock management and monitor that the equipment and consumables are sufficient for the anticipated work.
    • Alert the laboratory supervisor to any problems related to operations, including equipment, stock management and biosafety.
    • Facilitate maintenance of established systems of organized record keeping and information management for timely delivery of results, data collection, analysis and reporting for laboratory monitoring and facilitation of operational research.
    • Develop and/or update SOPs in coordination with the laboratory supervisor.
    • Participate in the improvement of the service system according to the adopted work plan in the laboratory.
    • Manage and meet client expectations by prioritizing interests and providing services with guiding principles of patients’ dignity, beneficence and non-maleficence in a courteous manner.
    • Ensures compliance with IOM instruction INS 278 and undertakes all designated mandatory trainings.

    Education

    • Diploma certificate from an accredited academic institution in Medical (Clinical) Laboratory Sciences, Microbiology, or a related discipline with Five years of relevant experience
    • Registration/License to practice with the relevant authority in Nigeria.

    Experience:

    • Three years for Bachelor’s degree holders and five years for diploma holders of relevant clinical laboratory experience in a busy institution, preferably in a laboratory;
    • Relevant technical knowledge and practices to personnel and laboratory operations;
    • Knowledge and experience in clinical laboratory techniques;
    • Knowledge of laboratory quality management systems;
    • Knowledge of the principles and practices of laboratory biosafety;
    • Computer literate with an understanding of accurate data collection and analysis for monitoring and continuous improvement of laboratory services and performances; and,
    • Good awareness of the laboratory role in health systems, optional use of resources for quality and efficient services delivery.

    Senior Laboratory Technologist

    Context

    • Under the overall supervision of the Chief Migration Health Officer (CMHO) and direct supervision of the Migration Health Officer (MHO) in Abuja AND Laboratory Manager in Lagos, the incumbent will be responsible for technical support to laboratory services with respect to Migration Health Assessments (HAP) and other programmes implemented by the IOM Migration Health Division in country Abuja, Nigeria.

    Core Functions / Responsibilities

    • Organize laboratory services and oversee daily activities for efficient and optimal service delivery while adapting services to prevailing local conditions, levels of expertise and available technology.
    • Implement a laboratory quality management system according to national and/or international guidelines, towards compliance with ISO 15189:2012 or similar standards, in collaboration with the regional laboratory coordinator.
    • Ensure that facilities and biosafety measures in the laboratory meet international standards and country requirements; inform the Regional Laboratory Coordinator of any non-compliance and propose corrective actions.
    • Ensure that IOM quality standards for laboratory services are applied and meet the needs for HAP and other programmes or other project requirements through the development and maintenance of a laboratory quality manual that includes Standard Operating Procedures (SOPs) which are up to date and undergo annual review.
    • Ensure that the equipment and consumables are sufficient for the anticipated workload. Plan and coordinate procurement, delivery, installation, maintenance, and operation of all laboratory equipment and optimal expenditure of consumables.
    • Implement and maintain the system of organized record-keeping, using IOM LIMS and MedStock applications, and information management for timely delivery of results, data collection, analysis, and reporting for laboratory monitoring and facilitation of operational research.
    • Maintain and promote high quality with regards to international standards in all aspects of service delivery via internal quality control and organizing participation in external quality assurance according to IOM standards.
    • Monitor needs of staffing levels for planned workload. Participate in and facilitate recruiting, training, guiding, and supervising laboratory staff. Maintain records of staff development and training.
    • Ensure that external laboratories performing testing on behalf of IOM meet IOM and national quality standards.
    • Achieve and maintain national licensing and/or recognition according to the national requirements or agreement, in collaboration with the CMHO and CoM.
    • Participate in annual HAP activities planning and budget preparation related to laboratory services.
    • Liaise on laboratory-related topics with national laboratories and laboratories in other countries, IOM Departments, and national relevant entities.
    • Establish, monitor, and ensure a system of laboratory customer services meeting the expectations of clients, medical personnel, and counterparts; prioritize clients’ interests and delivering of services with guiding principles of clients’ dignity, beneficence, and non-maleficence in a courteous manner by the laboratory.
    • Ensures compliance with IOM instruction INS 278 and undertakes all designated mandatory trainings.
    • Perform such other duties as may be assigned.

    Education

    • Six years for a Bachelor's Degree holder with relevant clinical laboratory experience in a busy institution, preferably in a laboratory.
    • Proven management and/or Supervisory, organizational and planning skills.
    • Demonstrated experience in clinical laboratory techniques;
    • Demonstrated ability to implement a laboratory quality management system;
    • Demonstrated knowledge of the principles and practices laboratory biosafety;
    • Demonstrate effective managerial and leadership skills in the provision of quality laboratory services;
    • experience working with government officials, particularly the Ministry of Health is highly desirable,
    • Computer literate with a good understanding of data collection and analysis for monitoring and continuous improvement of laboratory services and performance.
    • Awareness of the laboratory role in health systems, optimal use of resources for quality and efficient services delivery.
