    Senior Health Informatics and Health Information Exchange Specialist

    Position Summary

    • PHIS3 seeks a Specialist to work on the Health Information Systems (HIS) development and HIS exchange solutions.
    • The Specialist will provide the technical expertise and support necessary systems to facilitate effective HIS solutions development i.e. Lab Data Management Systems (LDMS), EMR integration/interoperable tools, and other ETLs.
    • The successful candidate will work with other units to design and develop health information systems.
    • He/She will report directly to the Public Health Information Systems Advisor in activity implementation and management.

    Duties and Responsibilities

    • Design and develop Health Information Systems software solutions.
    • Troubleshoot performance and data issues on existing systems.
    • Support the implementation of the appropriate data management platforms as needed.
    • Develop/Manage Lab Information Management Systems (LIMS) and installations.
    • Support project teams in preparing project activities for presentation at PHIS3 or stakeholder level.
    • Ability to interact with a broad range of end-users and use various technical resources to provide support.
    • Improves data integration by designing and evaluating new data interchange formats.
    • Integrate Lab equipment into existing data systems (EMR, NDR, SORMAS, etc.)
    • Execute development and integration activities (planning, execution, testing, deployment, and post-implementation support) of existing and new solutions.
    • Run checks to ensure the security and confidentiality of identifiable health data.
    • Maintenance and upgrade of Health Information Systems (HIS) hardware and software used for program Monitoring, Quality Improvement, and Evaluation.
    • Demonstrated ability to train and build the capacity of stakeholders on technical development tools, analysis, and procedures.
    • Conduct capacity-building sessions for the Government of Nigeria, Implementing partners, and PHIS3 staff respectively.
    • Excellent oral and written communication skills.

    Qualifications and Requirements

    • B.Sc / M.Sc in Software Engineering, Information Technology, Computer Science discipline or relevant certification.
    • Five (5) years of experience providing high-level Health system development, management, and maintenance.
    • Strong technical knowledge of Lab systems integration/configurations and installation.
    • At least five (5) or more years of experience in Software Development, Database Management.
    • Supervise the deployment of the developed software and database tools to sites.
    • Experience in developing and managing a Lab Information Management Systems (LIMS)
    • High-level software analysis and design skills.
    • Solid coding skills in more than one programming language (Javascript, Java, C# .NET, Python)
    • Five (5)+ years experience with data warehousing environments and corresponding concepts (Development of Metadata, Business Rules, Data Forms, Mapping, and Data Loads)
    • Strong technical knowledge of admin/metadata tools, security, and ETL.
    • Ability to maintain system stability, support multiple versions and optimize the production database and the ETL.
    • Familiarity withn PEPFAR HIV/AIDS programs, the Nigerian public sector health system and HIV/AIDS response.
    • Prior work experience in a non-governmental organization (NGO) is an added advantage.
    • Proven working experience in health systems development.
    • Familiarity with database design, documentation, and coding.
    • Experience in API and other interoperability layer software.
    • Problem-solving skills and ability to think algorithmically
    • Must speak and write fluent English, skills in oral and written communication.
    • Proficiency with MS Office Suite,
    • Ability to troubleshoot and resolve data and performance issues within the data warehouse framework.

    Finance & Admin Officer (NEST360 Project)

    Project Overview

    • Reducing newborn deaths is a critical global health priority. The Sustainable Development Goal (SDG) 3.2 has a target for all countries to reduce neonatal mortality rates below 12/1,000 by 2030. At current rates of progress, sub-Saharan Africa will be the last global region to achieve SDG 3.2, reaching the target over fifty years or more too late. NEST360 (Newborn Essential Solutions and Technologies) catalyzes change for newborn care, enabling African countries to meet the 2025 ENAP coverage targets and the SDG 2030 newborn survival targets. The NEST360 international alliance has been optimizing this multi-stakeholder, evidence-based model in Nigeria since 2019. Building on demonstrated evidence of impact at seven hospitals in the southwest region of Nigeria and two health facilities in the FCT, NEST360 in Nigeria is currently positioned to scale up interventions to more public and private Nigerian hospitals with a high volume of inborn and outborn newborn rates throughout the country.
    • NEST360 aims to end preventable newborn death in African hospitals by 2030. Our solution begins with the insight that saving newborn lives requires simultaneous delivery of a package of interventions that cut across the entire health system.  Together with African governments, educational institutions, and the private sector, NEST was created as a proven package of Newborn Essential Solutions and Technologies designed to ensure that all newborns receive quality care. In view of this, NEST360 is now a program that delivers life-saving affordable newborn technologies; builds strong human resources to support newborn care; provides medical technology management and innovation; and shares evidence-based strategies and an investment case to scale and sustain quality newborn care.
    • The Project team in partnership with APIN Public Health Initiatives is working alongside the FMOH, the current implementing states, Oyo, Lagos and the FCT,  strengthening their capacity to effectively deliver quality Comprehensive Newborn Care services.
    • As part of our scale up strategies and as we look forward towards better coverage of the care of the small and sick newborns across the country, we will require the services of a Finance & Accounts Officer

    Role Purpose

    • Reporting to the Project Director, the successful candidate will be responsible for overseeing both financial and administrative functions and preparing financial reports, keeping assets records and reconciling budget and expenses the NEST360 project.
    • S/He will be responsible for instituting standard and general administrative and accounting procedures suitable for the implementation of the project. Maintain detailed, accurate up-to-date budget information and general operations to inform decision-making.
    • S/He will ensure maximum compliance of tax laws, especially for PAYE and withholding taxes.

    Other Responsibilities

    • Monitoring of financial transactions at the program office for compliance with APIN financial & administrative policies, statutory and donor regulations.
    • Coordinate program office budget preparation and budgetary control.
    • Maintain a financial system, including electronic spreadsheet and QuickBooks accounting software for management reporting to track project expenditures.
    • Maintain program office petty cash, cheque books, ensure proper authorization for payments; upload payments to banking platform and ensure swift processing of vendor's payments; staff claims and advances.
    • Review of staff advances and carried out age-long analysis of advances bi-weekly as well as following up staff with unretired cash advances.
    • Prepare monthly financial reports and bank reconciliation statement to compliment the financial reports.
    • Preparation and remittances of taxes (PAYE and WHT) schedules on a monthly basis and filing of annual returns with the tax authorities in compliance with tax regulations.
    • Respond to both internal and external auditors during such exercises.
    • Respond to all relevant tax authorities in the event of tax audit exercises.
    • Carryout other duties as may be assigned by the management.

    Qualifications and Experience

    • Must possess a First Degree or its equivalent in Accounting or Finance.
    • Must possess a professional certification of ICAN or ACCA.
    • Must possess a minimum of 6-7 years post-NYSC working experience working in NGO or a development agency.
    • Excellent administrative skills with the ability to maintain accurate and comprehensive record-keeping ensuring meticulous attention to details.
    • Must be proficient in all aspects of corporate accounting and all pertinent financial standards, rules, and regulations relating to donor requirements.
    • Ability to solve problems, exercising good judgment will be an asset.
    • Must be of good character with proven impeccable integrity.
