    Contracts Advisor III

    Job Description: 

    The Contracts Advisor supports or leads the implementation of project contracting. This may include strategy and planning work during early project development phases, contractor qualification, leading and managing commercial aspects of Pre-front end engineering design (FEED) / FEED / Engineering, Procurement and Construction (EPC) contract development process, assisting in contractor evaluation, selection, and award recommendation, ensuring execution and administration of high quality prime contracts, and coordinating interfaces post-contract award for the project through contract close-out.

    TASKS AND RESPONSIBILITIES

    • Manages process, produces deliverables, and updates tools to support development of project contracting strategy, contractor qualification, bid slates, tender, and evaluate proposal
    • Develops detailed Contracting Plan(s) consistent with overall Contracting Strategy
    • Develops Invitation to Tender (ITT) packages consistent with responsibility matrix
    • Maintains database of all correspondence to ensure all questions and clarifications have been properly documented and issues agreed to are reflected in final proposals
    • Leads or supports negotiations of any contested contractual terms and conditions
    • Conforms all contract documents consistent with selected bidder's proposal, subsequent clarifications and final negotiations
    • Obtains final functional review/endorsement of contract documents, as required (e.g., Law, Audit, Controllers, etc.), as well as required endorsements
    • Provides pricing / other commercial analysis to Project Team (PT) for development of contract award recommendation
    • Assists PT in obtaining contract award endorsements/approvals from Sr. Management and other stakeholders
    • Develops and maintains final contract files (all components), as required
    • Develops and leads internal kick-off meeting(s) with Company personnel to ensure contract awareness, reviews contract terms and conditions, change order process, and claims avoidance
    • Develops materials for external kick-off meetings with Company and Contractor personnel to review key parts of the contract (e.g.  Principal Document, Coordination Procedure, change order process, etc.)
    • Leads or supports Contract Administration, including working with project and business managers to align on contract administration responsibilities
    • Reviews and comments on Contractor’s contracting and subcontracting plans, procedures, processes, and deliverables to ensure compliance with the Company's requirements
    • Expedites and files Contractor commercial documents (e.g., insurance certificates, Parent Company Guarantees, LOCs, etc.), and files original Bank Guarantees/LOCs per agreed processes • Reviews and updates the project file system / procedures and Master Document Register.
    • Reviews, updates, and coordinates PT contractual correspondence procedures and communications, including any notices associated with the contract (PT Document Distribution matrix)
    • Develops and monitors approval process and compliance with invoicing and payment process
    • Coordinates change control process, including amendments, change notices, change orders, and other contract changes (e.g., Management of Change (MOC) process, Change Order log, Deviation log)
    • Oversees Contractor’s subcontracting activities, coordinates PT engagement in Company review/approval of individual subcontracting plans, and subcontract development activities from qualification through award/execution
    • Advises project team of contract administration and subcontracting issues and steps being taken to mitigate consequences
    • Measures contractor performance and provides feedback through project and functional management
    • Captures and communicates contract administration and subcontracting company's lessons learned for project
    • Develop the Contract Close Out Plan (part of the Project Close Out Plan)
    • Establishes a close-out agreement with the Contractor (settlement of any outstanding items)

    JOB REQUIREMENT

    • Experience in Contracts Engineering / Administration preferred
    • Previous experience in a closely related position required
    • Experience in commercial negotiations, contractor management and contract administration
    • BS in Engineering preferred
    • Broad understanding of project execution and contracting principles, theories, and concepts
    • Willing to business travel or relocate to project sites (domestic / overseas)
    • Owner/Operator experience in project management roles preferred
    • Professional qualification/certification from a related professional body, (ISM – CPM / CPSM, APICS, PMP).

    Instrumentation and Controls Engineer II

    MAIN FUNCTIONS

    Evaluate and comment on discipline engineering work performed both internally and by Contractors and sub-contractors to ensure that work is being executed in accordance with project specifications, company standards, and regulatory requirements. Facilitates effective execution of discipline engineering and design routines that align with the project's goals, objectives, and procedures. Assures accurate and timely communication among the Project Team and other Company functions on discipline engineering activities, progress, and issues. In addition to technical ability, they should demonstrate sound communication, facilitation, and interpersonal skills.

    TASKS AND RESPONSIBILITIES

    In addition to the Level 1 tasks and responsibilities, Level 2:

    • Analyze maintenance records to determine instrument failure rates, availability / reliability calculations, bad actor / failure modes identification, and program effectiveness / cost analysis
    • Develop and execute process control surveillance programs
    • Collect and trend process data using company’s multiple process historian database and visualization software tools
    • Perform process control philosophy and stability reviews coupled with execution of control logic updates and loop tuning
    • Conduct criticality assessment and develop equipment strategies/maintenance plans for instrumentations and control systems taking into consideration Safety Integrity Level (SIL) assessment, industry standards, regulatory requirement and manufacturer recommendations

    JOB REQUIREMENT

    • Bachelor’s degree in Electrical or Mechanical Engineering or related engineering specialty, or equivalent professional experience
    • Strong knowledge of discipline design standards, specifications, codes, and appropriate safety criteria
    • Experience in selection, application, and ISA data sheet specification of hardware including pressure/ temperature /level instruments, control valves, shutdown valves, and fire/gas detection
    • Proficient in data collection and analysis with common database and software data analysis tools such as SAP, Analytics for Excel and Tableau
    • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
    • Proficient in Microsoft Office suite of software programs
    • Read, write, and speak fluent English, especially as it applies to technical and business communications

    Safety Engineer

    DESCRIPTION

    •  Ensure that safety aspects in general (Health, Safety and Environment) ,Technological Risks (Safety
      Engineering), and in particular with respect to the safety issues of the EGINA FPSO design, in the FEED and Detailed Design Engineering phase of the PREOWEI development are fully covered and addressed according to COMPANY general specification and requirements.
    •  Ensure the adequacy of the PREOWEI contractor’s design, in compliance with regulations, reference documents and best practices, of the Project HSE plan throughout the remaining Project activities, namely: FEED, detailed engineering, construction, installation, hook-up commissioning and start-up.
    •  Provide comments on technical documentation from engineering contractors and vendors related to Safety & Fire Fighting systems, marine life saving & rescue equipment. More specifically:
    •  Review of safety deliverables: Safety Philosophies, Safety Specifications and Datasheets, Hazardous Area Classifications, SCE and Performance Standards.
    •  Review Safety Equipment layouts, F&G Detector layouts, PFP drawings.
    • Check relevant sizing / calculations notes of safety equipment / Firefighting systems.
    •  Review of safety studies such as Fire Risk Assessment, CFD Explosion Risk Assessment, Flare & Vent Dispersion and Radiation Study, CFD Exhaust Gas Dispersion Study, Safety Distances Calcs, Dropped Object Studies, Ship Collision Study, Escape & Evacuation & Rescue Analysis, Ergonomics Study, Health Risk Assessment, F&G Mapping Study, RAM / FMECA, Noise & Vibration Study, SIL Determination, Verification & Validation, Technological Risk Assessment, Quantitative Risk Assessment etc.
    •  Ensuring that safety engineering documentation, requisitions for procurement and suppliers bids evaluation are fully compliant with Design Dossier major documentation (safety concept, PIDs, ESD logic, safety diagrams….etc) and with Company General specifications.
    • Review other disciplines documents requiring safety engineering inputs.Participate in HAZIDs, HAZOPs, SIL, HIPPS and TRA workshops etc.
    • Follow-up day-to-day progress of safety engineering activities (including recommendations and action from various safety studies) from FEED, detailed engineering through to field start up using Contractor tracking register, and Synergi.
    •  Provide technical answers to technical queries related to safety engineering issues.
    •  Ensuring close coordination with other disciplines (in particular process, control / instrumentation, Electrical as well as Subsea SURF and SPS etc.) to avoid discrepancies and documentation recycling.
    •  Liaising with COMPANY ONETECH HQ Specialists, COMPANY specialists or third parties, when required, for safety engineering topics
    •  Ensure that relevant feedback/REX from previous Projects are considered in the design performance .
    •  Be proactive and work directly with Contractors to avoid elongated document revision cycles.
    •  For safety engineering discipline, ensuring full and efficient coordination with Field Operations during development of PREOWEI design, construction, and commissioning with target of efficient startup / hand over to Operation (including preparation and performing of training to operators as necessary).
    •  Following up recommendation from HAZIDs, HAZOPs, PTRs and other safety review workshops.
    •  Prepare and update PREOWEI Safety Concept
    •  Prepare PREOWEI Design Safety Case
    • Collaborate with the technical packages and Contract team to ensure that EPSCC Contract Exhibits include all necessary requirements related to safety engineering design, as regards all Preowei Equipment systems.
    • Assist in preparation of relevant elements of Invitation to Tender and Technical evaluation criteria.
    •  Advise on all non-compliance, risks, inconsistencies in the contractors’ submission relating to safety engineering
    •  Assist in answering / closing Contractors’ technical clarifications/qualifications relating to safety engineering
    • Assist in performing technical evaluation of Contractors’ EPSCC offer submissions relating to safety engineering
    •  Ensure that regulatory requirements are met and no activity is undertaken without statutory permits/approval.
    •  Participate and assess the tests related to FAT, pre-commissioning and commissioning of the Safety & Fire Fighting systems.
    •  Any other work of a similar nature as may be requested by COMPANY.

    JOB REQUIREMENT

    •  The candidate shall have minimum 7 years cognate experience with B.Eng qualification or equivalent in Safety Engineering and Loss Prevention.
    •  Experience in the oil and gas industry or construction, commissioning and operation of major projects.
    •  Extensive experience in Safety Engineering/ Loss prevention
    • Good knowledge of industry codes, standards and legislations on HSES aspects.
    • Familiar with COMPANY GS and applicable rules.
    •  Fluent in English language.
    •  Computer literate.
    •  Strong leadership skills and good communication skills
    •  Ability to work on projects in a complex and multicultural environment
    •  Good analytical skill
