    Consultant – Sustainability Plan Development-The Youth-Powered Ecosystem to Advance Urban Adolescent Health (YPE4AH)- (USAID))

    OBJECTIVE OF THE ASSIGNMENT

    • The overarching objective of this consultancy is to conduct an analysis of adolescent-related budgets within identified ministries and development agencies (MDAs) at the state and local government levels. The aim is to extract information on allocated budgets for out-of-school adolescent activities and delineate procedures for accessing these funds.
    • Expected outcome: The consultancy is expected to yield detailed information on available budgets for adolescent-related initiatives within MDAs in Kano state at both the state and local government levels, along with guidelines for accessing these funds.

    EXPECTED FUNCTIONS:

    • Hold an inception meeting with the YPE4AH Senior Management Team and organizations to understand the rationale behind the task. -Identify MDA to target.
    • Conduct an analysis of available youth and adolescent-focused budgets domiciled in various Ministries, development agencies, and local government councils within the state and determine how these can be assessed
    • Conduct a one-day dissemination meeting with the SMT YPE4AH, Partners, and other key stakeholders.
    • Conduct a one-day dissemination meeting with the YPE4AH SMT and unit heads.
    • Submit all deliverables to the YPE4AH. (Incorporate all feedback and update the previous)

    Experience

    • At least five years of professional experience in strategic planning, sustainability planning, and management.
    • Has experience developing sustainability plans for donor-funded projects.
    • Demonstrated experience in working with, the private sector, non-governmental organizations, adolescents,s and other stakeholders in public sector development programs, especially in the area of sustainability and corporate social responsibility.
    • Familiarity with the workings of the MDAs in Kano state will be an added advantage, especially in budget and planning. Skills and Competencies:
    • Ability to work with minimal supervision;
    • High-level written and oral communication skills in English.
    • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy, and integrity
    • Demonstrate excellent interpersonal and professional skills in interacting with Board members and Management;
    • Skills in facilitation of stakeholder engagements/workshops;
    • Evidence of having undertaken similar assignments;

    Finance Consultant- USAID Nigeria State Accountability, Transparency and Effectiveness (State2State) Activity

    Job Description

    • Prepares relevant reports and ensures that all state transactions follow USAID standards and regulations and DAI policies and procedures as outlined in the Field Operations Manual (FOM).
    • Manages the state’s administration processes, collates financial and technical reports, and ensures timely and accurate financial reporting aligned with technical outcomes.
    • Provides the Senior Accounting Manager (Abuja Office) and the Accountant (Abuja Office) with the appropriate financial and operating information, as necessary, allocates project funds among the state’s various program activities, works closely with other departments in the state on problems involving accounting systems and financial planning.
    • Helps establish and maintain adequate systems of control to protect against financial misstatement in accordance with applicable government accounting and administrative regulations; supports the federal level in coordinating the state’s annual and another financial audit including preparation of supporting schedules and information; responds to auditor questions (in coordination with Abuja Office) and consolidates report formats.
    • Support to manage all banking activities including withdrawals, deposits, and preparation of all bank payments and checks.
    • Records all financial transactions in the Field Expense Report (VFER) daily; ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments; uploads the expenses into Oracle based on DAI’s schedule.
    • Support to perform monthly bank reconciliations and routinely monitor bank account balances.
    • Works with the Senior Accounting Manager to approve and distribute travel advance amounts based on State2State travel advance policy; audits travel requests and expense reports for accuracy and compliance.
    • Follows procedures to ensure accurate and timely payment and reconciliation of travel advances, and reimbursements for staff and partner travel.
    • Reviews and monitors outstanding advance report(s) paying close attention to and reporting to the Senior Accounting Manager advances that have not been settled after 30 days of issuance.
    • Other related duties of a reasonable nature as assigned by the supervisor or designee.

    Reporting:

    The Finance Consultant will be technically supervised by the Senior Accounting Manager.

    Minimum Requirements:

    • A bachelor’s degree in finance, business administration, public administration, economics, or other relevant field is required. An advanced degree is preferred.
    • At least 8 years of experience in finance and accounting. Previous experience working on US government-funded projects is highly preferred.
    • Strong training, communications, and personnel management skills.
    • Previous supervisory experience is highly preferred.
    • Strong oral and written English language communication skills are required.
    • Must be willing to be trained and be able to train others.
    • Must be organized and able to effectively prioritize work as and when necessary.
    • Computer skills: proficiency in MS Suite (Word, Excel at a minimum).
