    WATSAN Supervisor

    Main Objective and Responsibility of the Position

    • Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population.

    General Accountabilities

    • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management
    • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;
    • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;
    • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
    • Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits
    • Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting
    • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
    • Participating in data collection and reporting as required.

    MSF Section / Context-Specific Accountabilities
    In preparation for a vaccination intervention, the Watsan Supervisor will:

    • Participate in the assessment of health facilities
    • Design a waste management flow for the vaccination intervention
    • Ensures that all-important components such as safety box reducer, water supply, temporary waste storage facilities etc are available in the waste zone and in good working condition for the safe management of waste
    • Ability to handle any other mass vaccination generated wastes that can’t be treated by incineration appropriately. Vials and ampoules might need to be encapsulated.
    • Support in the training of the vaccination teams on waste management and Infection, Prevention and Control
    • Ensures day to day wastes management is done in the right procedure (segregation, storage, transportation and disposal/treatment). All in relation to mass vaccination context
    • Ability to relate well with MoH through a supportive supervision and capacity building where required
    • Regular meeting to discuss challenges in wastes management and propose solutions.
    • Supports logistics as required, for example to check the condition of cold chain during the mass vaccination campaign, when required
    • Ensure WatSan materials and equipment eg hand washing facility, waste bins, soap, drinking water etc are readily available in place for mass vaccination campaign.
    • Ensure a water provision circuit is in place during the campaign (hand washing and drinking water)
    • Report any challenges immediately to the supervisor
    • Performs any other duties assigned by the supervisor.

    Requirements (Qualifications / Experience / Knowledge)
    Education:

    • Technical Diploma, desirable specialization in water and sanitation

    Experience:

    • Previous experience in technical works and organizing of multiple activities, preferably within MSF or similar work environment

    Languages:

    • Mission language essential, local language desirable

    Knowledge:

    • Computer literacy

    Supply Chain Supervisor

    Main Objectives and Responsibilities of the Position

    • Planning and supervising the execution of the supply chain activities in the project or capital (order, pro-curement, transport and customs and stock management) according to MSF protocols and standards in order to ensure the optimal functioning of the mission.

    General Accountabilities

    • Planning, coordinating, supervising and monitoring on a day-to-day basis the implementation of the supply activities in the project as specified by the line manager, ensuring compliance to MSF standards, protocols and procedures. Including the following tasks:
    • Order management: Responsible for the supply administration, the correct filing and archiving of supply database and the efficient processing and follow up of orders and requests
    • Procurement: Responsible for purchase management, in particular the follow up of purchases, preparation, together with the Logistics Manager, market assessments, contracts and supplier evaluations and communication with local suppliers for the status of purchase orders, claims and complaints
    • Transport and Customs: Ensuring the clearing and the transport of medical and non-medical goods of the mission and provide info on timelines regarding administrative procedures concerning, import, customs clearance, etc.
    • Stock management: Controlling quality and costs and the physical state of orders and determines the quantities of products to buy (volume) taking into account the demand and needs of the mission, the availability forecasts, delivery timelines, budget and other relevant factors and monitors stock levels related to monthly consumption figure, expiry dates, excess drugs and possible shortage in the capital
    • Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs
    • Coordinating and leading the team under his/her responsibility including the definition of each person's tasks (daily supervision and checking the quality of their work), drawing up working schedule
    • Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

    • Education: Essential Technical Diploma, in Supply Chain

    Logistics Supervisor

    Job Summary

    • Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.

    Responsibilities

    • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
    • Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
    • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
    • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
    • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
    • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipmen.

    Requirements

    • Essential secondary education and formal technical training
    • At least one year in MSF or 2 years in a similar post out of MSF
    • Mission language essential; local language desirable
    • Essential computer literacy (word, excel)
    • Results and Quality Orientation, Teamwork and Cooperation, Behavioural Flexibility, Commitment to MSF Principles, Stress Management
