    ICLA Technical Assistant

    ICLA Technical Assistant - Monguno (Nigeria Nationals Only)

    NRC is looking for an ICLA Technical Assistant for our sub-field office in Monguno in Northern Nigeria. The purpose of the ICLA Technical Assistant is the day to day implementation of ICLA programme activities in the Monguno sub-field office.

    The ICLA Technical Assistant reports to the ICLA Officer.

    Duties and responsibilities

    • Assist in the direct Implementation of legal and civil identity activities; HLP activities and CDR activities, in particular, the information and counseling sessions, legal assistance and capacity building training
    • Assist In the documentation of project achievements and deliverables including compiling periodic reports
    • Contribute in the development of training materials and information dissemination materials adapted to the location and context
    • Engage in community mobilization and beneficiary engagement
    • Provide updates and contribute to an updated M& E system in the country
    • Integrate gender, protection and advocacy priorities during ICLA project implementation

    Qualifications

    • University Degree in law or social sciences from a recognized Nigerian university, a thorough knowledge of the application of Nigerian law in displacement context
    • Work experience in the field of law (e.g. courts, attorney or legal aid agencies) and humanitarian protection. Preferably experience in working with displaced populations.
    • Previous experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile
    • Managing resources to optimize results
    • High-level competency in computer skills (Microsoft Office applications)
    • Fluency in English, both written and verbal
    • Fluency in Hausa and/or Kanuri in one or more of the national/regional languages. Kanuri speaking candidates and female candidates are strongly encouraged.

    ICLA Intern

    NRC is looking for an ICLA Intern for our field office in Maiduguri Borno State in North-East Nigeria. The Purpose of the Internship program is to offers fresh graduates and students the opportunity for career exploration and development; but also offers NRC the platform to bring new ideas and energy into their workplace, develop talent and potentially build a pipeline for future full-time employees


    The ICLA Intern reports to the ICT Technical Assistant.

    Duties and responsibilities

    • Adheres to and supports the implementation of NRC ICT policies and procedures, handbooks and guidelines.
    • Ensure adherence with NRC policies and guidelines
    • Participate in the Implementation of the ICLA project through supporting in the facilitation of HLP training, information sessions, and counseling sessions
    • Learn and understand the proper filing of documents as required
    • Assist in the distribution of materials according to procedures
    • Actively assist in the Implementation of the legal assistance programs including possible resolution of HLP disputes through CDR and identity documentation activities innovatively in line with the Nigerian context
    • Ensure and maintain transparency in the implementation of assigned projects
    • Perform any other duties as requested by the ICLA Assistant
      -          Logistics processes, procurement, warehousing, ICT, assets management, fleet management
      -          HR/Admin processes
      -          Finance processes - documentation of processes, compliance issues
      -          Staff safety and security – first aid, security information sharing, behaviour in insecure environments, standard operating procedures

    Qualifications

    • Bachelors' degree in Law or any relevant discipline
    • Documented experience in related to network management and cloud networking
    • Documented results related to the position’s responsibilities
    • Good knowledge of the Nigerian context (internet services, Networks, software/hardware authentication)
    • Office organization skills, Computer skills (Microsoft Office)
    • Good communication skills
    • Fluency in English, Hausa is an asset

    • Ensure standardization of activities according to the ICLA policy and handbook
    • Ensure the implementation of the safe identification reporting and referral system
    • Monitor and follow-up on the quality of the services provided
    • Conduct regular field visits and spot checks to ICLA field activities
    • Operationalize and mainstream technical inputs from the ICLA PDM, ICLA Coordinators, and Officers

    Qualifications

    • Minimum Bachelor of Law degree and must have been called to the Nigerian BAR (be able to practice as a lawyer in Nigeria) and be conversant with international humanitarian and Human Rights law
    • Minimum 3 years’ experience as a practicing lawyer.
    • Knowledge of the laws and policies governing Housing Land and Property issues and Identity documentation is mandatory
    • Experience from working as a Project Officer in a humanitarian/recovery context
    • Previous experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Fluency in written and oral English
    • Computer literacy in word processing and spreadsheets is required
    • Knowledge of the context in Nigeria
    • Fluency in one or more of the national/regional languages (Hausa and kanuri preferred)
    • Experience with humanitarian activities

    Personal qualities

    • Bachelor’s degree level education in Law.
    • Minimum 3 years of relevant experience within field of expertise
    • Technical specific knowledge from the humanitarian sector
    • Previous experience from working in complex and volatile contexts
    • Experience in working independently in a results-oriented multi-tasking and multi-cultural environment
    • Experience in managing staff
    • Excellent command in Microsoft Applications
